    The report details steps taken to implement and develop The Association for Progressive Communications Women's Networking Support Programme (APC WNSP) Gender Evaluation Methodolgy (GEM). The programme facilitates learning about information and communication technologies (ICTs) for gender equality. GEM provides a systematic method to evaluate whether ICTs are improving women's lives and gender-power relations. The amount of work and income from consultancies that APC staff completed increased by about 10% (2010 to 2011). GEM and women's rights-related consultancies made up about 30% while the rest were consultancies related to access, internet infrastructure, and internet rights

In this phase of research 195 participants from 34 countries were trained in Gender Evaluation Methodology (GEM). The report provides a review of project activities and outputs. GEM challenges the self, the organization, the project, and the research communities to recognize, address, and attempt to balance unequal power dynamics. Gender evaluation is about evaluation, and not about “pitting women against men.

    This article is a submission to the United Nations Special Rapporteur on Contemporary forms of racism, racial discrimination, xenophobia and related intolerance from the Association for Progressive Communications. The submission focuses on the Internet as a priority thematic area for the Special Rapporteur on these issues, and considers key issues, dilemmas and challenges in combating the use of the Internet to propagate racist and xenophobic content and incitement to violence. The article concludes that human rights, including the right to be free from racial discrimination need a “wireless network” approach to the practical application of core human rights standards
