    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     The article presents the role of innovation in designing new models of social intervention, and its impact in the process of institutional development. The first part analyses the factors which encouraged a high level of innovation in Romanian social services system, the main sources of innovation and the key stages of its dynamics.     The article aims to investigate the perception of adult population and of the social economy entities representatives on the implementation of the European funded projects, and to identify the population perception related to the support for social inclusion of vulnerable groups. Another objective is to investigate the perception of beneficiaries and those involved in EU funded projects implementation. The article use data coming from a survey carried out in 2013, with a representative sample for adult population, and a convenience sample for the representatives of the social economy entities. The results show that the adult population would rather support the infrastructure than those aiming at social inclusion for vulnerable groups. In case of the respondents in favour of social inclusion projects, there is a clear preference for those vulnerable which are not able on their own to overcome social exclusion. The opinion of the social economy representatives is clearly different, unconditionally supporting the social inclusion projects. In the case of the respondents which have been involved in the implementation of European funded project in the area of social economy, the opinion on program management, relevance and final results and impact, are rather negative.Articolul are ca obiective investigarea percepţiei populaţiei adulte din România şi a reprezentanţilor structurilor de economie socială care au implementat proiecte cu finanţare europeană şi a percepţiei populaţiei referitoare la suportul pentru incluziunea socială a grupurilor vulnerabile. Un alt obiectiv al articolului este investigarea percepţiei beneficiarilor fondurilor europene şi a celor care au fost implicaţi în implementarea acestora. Articolul are la bază date culese în cadrul unei anchete naţionale realizate în 2013, cu un eşantion reprezentativ pentru populaţia adultă şi un eşantion de disponibilitate pentru reprezentanţii structurilor de economie socială. Rezultatele arată că populaţia este o disponibilitate mai ridicată pentru utilizarea fondurilor europene pentru proiecte de infrastructură, comparative cu cele care vizează incluziunea socială a grupurilor vulnerabile. În cazul respondenţilor care sunt în favoarea proiectelor de infrastructură există o preferinţă clară pentru susţinerea celor vulnerabili care nu pot, prin propriile mijloace, să depăşească situaţia de vulnerabilitate. Opinia reprezentanţilor structurilor de economie social este net diferită, aceştia susţinând necondiţionat proiectele de incluziune socială. În cazul respondenţilor care au fost implicaţi în implementarea proiectelor cu finanţare europeană pentru domeniul economiei sociale, opiniile asupra managementului programului de finanţare, a relevanţei, a rezultatelor finale şi a impactului sunt mai degrabă negative

    The main objective of the study is to analyse how the public policies in the area of social assistance are planned and evaluated in Romania. The first part of the study presents how the social assistance policies have been integrated into the social inclusion strategies, in a in try to identify the main priorities, as well as the way in which the strategic measures have been implemented in five key areas: broadening and development of public social assistance system, professionalisation of public social assistance services, connections between strategic strands in social assistance, social assistance financing, and monitoring and evaluation of social assistance system. The analysis is done in a broader context of planning an evaluation of public policies in Romania, a relatively new practice adopted by the public administration. The study underlines the state of the social assistance system from the perspective of each above mentioned area and tries to identify the main results of the implementation of the strategies. The available data shows that despite that, starting with 2002, the strategies from social inclusion area have included specific measures for social assistance, the results are modest, particularly in the area of community services, which has negative consequences on the capacity of the entire system to provide support for those in need. The public local social assistance services have a low rate of professionalisation, being weakly integrated into the county services system, which might generate an increase cost of the services, rather aiming to diminish the effects of the social problems than to prevent them. The social assistance remains marginalised, the previous achievements being rather a result of some incidental or particular investments, without a clearly defined vision about the role of public social assistance system

    Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    Adecvarea politicilor publice la tendințele demografice actuale

    About most of types of crises we have got very few details about how they are starting, how they are developing or about their impact on immediate or long term. Either is the COVID-19 pandemic (nobody was able to anticipate the start of the pandemic, although such risk was known as probable, as well as the predictions about its evolution were extremely diverse), about the Ukrainian war or about the economic crisis which already is made visible by an increasing inflation and employment, but particularly about the cumulative effect of these crises, we are confronted with a high degree of uncertainty and with the difficulty to plan and implement a response. The article brings into discussion another type of crises, the family and child policy crisis, of which beginning was known (or rather ignored) but of which effects on long term are clearly identifiable. An important consequence, the demographic crisis, strongly tied to the child and family deficit protection, has built during a three decade period, the National Institute of Statistics (2021) showing that in 2060 the Romanian population will fall to 14.54 million people, because of significant fertility decline and because of an increasing emigration. Basically, the population of Romania was in 2021 slightly below to the population registered in 1966, although during the last over three decades of the communist regime was implemented an aggressive pro-natalist policies.
