    The need for electrification in Indonesia has increased significantly by facing several obstacles in the production of electricity. In facing these production constraints, the government of the Republic of Indonesia has a plan to accommodate problems with several energy production project developments. Precisely in Southeast Sulawesi, market demand has increased with the planned development of the smelter and mining industry in the coming years. Electricity production planning that is built in accordance with the PLN RUPTL is to accommodate the demand for electrical energy by creating a Mobile Power Plant, one of which is the Barge Mounted Power Plant. The Barge Mounted Power Plant (BMPP) uses dual fuel and is a power plant that has the potential for fires in the fuel transfer system from supply to the engine at BMPP. This study analyzes the risks and assesses the dangers that may occur in the fuel transfer process using the Hazard and Operability Studies (HAZOP) method. HAZOP analysis then gets the identification of hazards that exist in the entire system, namely jet fire, flash fire, vapor cloud explosion and gas dispersion. The hazards that have been identified are then categorized in the node system and analyzed quantitatively using Fault Tree Analysis and Event Tree Analysis. Possible hazards were also analyzed by Fire Modeling using ALOHA software. The results of ETA and FTA and Fire Modeling software are assessed by the FN Curve method, the assessment results show that almost all nodes in each scenario enter into the ALARP condition. The author makes recommendations on the Layer of Protection Analysis (LOPA) by adding several instruments to prevent the occurrence of fires such as; Heat Detector Alarm, Pressure Alarm and Gas Detector Alarm. These additions need to incur costs, so in the recommendation by considering IMO, the authors present the results of an economic analysis with a picture of Gross Cost Converted Fatalities (GCAF) with acceptance criteria of 1M $. So there are some unacceptable case scenarios such as, case 6 in VCE and Flash Fire and case 2 and case 6 in Jet fire

    This research aims to explore the origins of children and their implications for their lineage. Children born outside a legal marriage only have a civil relationship with their biological father and mother in accordance with Constitutional Court Decision Number 46/PUU-VIII/2010. However, in the case of a child's petition submitted to the Religious Court by the Plaintiffs in case Number 266/Pdt.P/2022/PA.Kjn, the Panel of Judges in making a decision used arguments that led to the nasab. This is different from the Constitutional Court's decision that relationships are only related to civil matters, whereas the Panel of Judges seems to want something more, namely regarding family lines. Based on this, the author is interested in conducting research to find out about the legal basis for the origin of children and the implications for the lineage associated with the determination of the lineage by the Panel of Judges. The type of research used is field research where the data is taken directly from the research location. With the nature of descriptive-analytic research. This research approach uses a juridical-empirical approach. Data collection techniques include observation and interviews with related parties. The analysis of the data used is qualitative with an inductive method by analyzing using progressive legal theory and legal discovery theory. The results of the research analyzed the decision of the Kajen Religious Court that the marriage was false, but the children born from the marriage could still be considered as the Petitioner's biological children. This is based on the opinion of people from the Hanafiyyah school of thought, which was taken over by the Panel of Judges at the Kajen Religious Court to use as the basis for its legal considerations. In considering the decision, the panel of judges used a progressive thinking approach, not just based on the child's request. As a result, this decision is a new legal discovery with an extensive interpretation method because it expands the meaning of Constitutional Court decision Number: 46/PUU-VIII/2010, which only relates to civil relations but is expanded to include relations between biological children and lineages. The child gets mahramiyah so he is entitled to inheritance and guardian rights in marriage. This is because the Kajen Religious Court accepted the application for the origin or recognition of the child based on the existence of a marriage entered by the Petitioner before the birth of the child

    West Java, known as the rice barn in Indonesia, has potential natural resources, particularly in the agricultural sector. Regional governments have the power to handle their areas, including in agriculture, since the introduction of regional autonomy in Indonesia. However, the application of policies has not yet had a strong effect on agricultural trade, particularly for farmers. The purpose of this study is to analyze policies that can be implemented by West Java Province Government to enhance the agricultural trade system in West Java Province. The research method used in this research is descriptive qualitative. Secondary data collection is done by compiling a strategic plan from 18 districts and 9 cities in West Java Province. Based on the assessment of the Strategic Plan, there are some comparable issues in several regencies/cities in West Java Province, such as quality of agricultural products and agricultural technology. In order to enhance the agricultural trade system in West Java, several strategies that the West Java government needs to implement are the application of technology in agriculture as well as improvements in infrastructure and equipment in the agricultural sector. It is also necessary to implement e-budgeting in order to improve the budgeting plan implemented by the West Java Government in this era of regional autonomy.Keywords: Agricultural Trade, Regional Autonomy, Polic
