FINANCING COMMUNITY FACILITIES: A CASE STUDY OF THE PARKS AND RECREATIONAL GENERAL OBLIGATION BOND MEASURE OF SAN JOSE, CALIFORNIA
This study of the City of San Jose’s Parks and Recreation General Obligation (GO) Bond Measure seeks to identify the politics-, management-, and planning-related lessons learned by the City as it developed its community facilities using the GO bonds proceeds. The study finds that these lessons include: be conservative in what you promise the residents; be prepared for changes in economic environment by identifying supplementary funding sources should the primary source not yield adequate funds; make sure that the jurisdiction is organizationally capable of handling the increased workload; and prepare detailed project plans prior to the bond issuance.Community Infrastructure and Services; Municipal Bonds; Public Finance

Synthesis of ternary borocarbonitrides by high temperature pyrolysis of Ethane 1,2-Diamineborane
Ethane 1,2-diamineborane (EDAB) is an alkyl-containing amine-borane adduct with improved hydrogen desorption properties as compared to ammonia borane. In this work, it is reported the high temperature thermolytic decomposition of EDAB. Thermolysis of EDAB has been investigated by concomitant thermogravimetry-differential thermal analysis-mass spectrometry experiments. EDAB shows up to four H2 desorption events below 1000 °C. Small fractions of CH4, C2H4 and CO/CO2 are also observed at moderate-high temperatures. The solid-state thermolysis product has been characterized by means of different structural and chemical methods, such as X-ray diffraction, Raman spectroscopy, Scanning electron microscopy, Elemental analysis, and X-ray photoelectron spectroscopy (XPS). The obtained results indicate the formation of a ternary borocarbonitride compound with a poorly-crystalline graphitic-like structure. By contrast, XPS measurements show that the surface is rich in carbon and nitrogen oxides, which is quite different to the bulk of the material

ARES : a model-centric process for applied research in engineering science

Neste contexto, a pesquisa torna-se parte do sistema de inovação, e a produção de conhecimento um empreendimento de facto. Assim, o empreendedorismo acadêmico é um processo de internalização das atividades de transferência tecnológica e de conhecimento. Na tentativa de abordar as questões referentes à gestão de interfaces entre os produtores de conhecimento e tecnologia (universidades, organizações e centros de pesquisa e desenvolvimento, etc.) e os demais atores da inovação, suas interdependências e iteratividades, esta dissertação apresenta o desenvolvimento de um processo centrado em modelagem e simulação, denominado processo ARES. Direcionado para a pesquisa aplicada em engenharia, o processo ARES é um processo incremental-evolutivo, baseado em transições uniformes e suaves de modelos mentais do domínio do problema para modelos de sistema e, assim, para modelos de design e implementação. De forma que, durante o desenvolvimento de um sistema ou pesquisa, os conhecimentos gerados ou empregados em seu esforço são adquiridos, selecionados, armazenados e transferidos através de mecanismos explícitos do processo, dando suporte à gestão do conhecimento, atributo da capacidade motriz de inovação de uma organizaçãoAbstract: Innovation as a system is built on the relationship between its agents, materialized by the exchange and transfer of knowledge and technologies. In this context, research become part of the innovation system, and the production of knowledge an enterprise de facto. Consequently, academic entrepreneurship is a process of internalization of the activities of knowledge and technological transfer. In a bid to address the issues of interface management between knowledge and technology producers (universities, organizations and centers of research and development, etc.) and the other actors of innovation, their interdependencies and iterations, this dissertation presents the development of a model-centric process, called ARES. Targeting applied research in engineering science, ARES is an incremental-evolutionary process, based on seamless and smooth transitions from mental models of the problem domain to system models, and thus to design and implementation models. What Makes Help Helpful? Some Thoughts on Ethics of Solidarity Through George Orwell’s Writings
Organisations that offer personal services, whether this be
a law firm or a hospital, may be extremely good at offering technical
solutions to people, but when it comes to offering recognition, this is
much more of a challenge. These institutions often lack the ability to ‘be
respectful of each individual’.
Recognition is a central topic –often overseen– in the works of George
Orwell, the English journalist and writer who, after taking part in the
colonial system for five years, decided to ‘expiate his guilt’ by consecutively becoming homeless, taking part in agricultural labor, writing on the living conditions of the English working class and fighting as a militiaman in the Republican side during the Spanish Civil War. It was a process that spanned over several years, in which a well-educated, intellectually brilliant person, confronted and interacted with people of different countries and social backgrounds. The paper examines both failed and successful recognition experiences in Orwell’s life and work, hoping to draw some insights in how recognition works in practice.
The analysis reveals two dramatic points and leads to a pessimistic conclusion: the first point, already presented in the first part of the article, is that without recognition, no act of help will be really helpful. And secondly, real recognition only takes place between individuals. Which leads the author to conclude, confirming the initial suggestion of the paper, that full help cannot be given by any standardized procedure, and depends almost exclusively on the ability, commitment and willingness of individuals.info:eu-repo/semantics/publishedVersio
