    Arab Regional Integration:: A neo-functionalist and transactionalist analysis

    This thesis is a multidisciplinary analysis of Arab regional integration using the neo- functionalist and transactionalist approaches to integration. Neo-functionalism analyses the process of integration in the Arab World by studying the role of regional institutions including the league of Arab States and three Arab joint ventures. The transactionalist approach examines the impact of regional trade on political and economic integration in the Arab Mashreq. The analysis of the Arab joint ventures is taken further by using elements of business and finance theories. It is conducted on two different levels: the first analyses the operational and financial performance of these ventures. The second examines their role in promoting regional integration especially in the sectors concerned. The analysis is intended to find out whether these ventures were commercially viable or were more politically inspired. Qualitative information was collected from conducting constructive interviews with Arab economists, politicians and managers of the Arab joint ventures examined. The quantitative data was collected from recognisable resources including the Economic and Social Commission for Western Asia and the Arab Monetary Fund. The problems encountered in this thesis resulted from the application of these theoretical approaches to integration, which are designed to study integration in politically developed societies with more advanced economies. However, the choice is justified since there are no alternatives. Secondly, the data on trade and Arab joint ventures may not be completely accurate since it does not record all transactions. The thesis concludes the following: at the political level, regional institutions did not promote Arab integration since they lacked aspects of supranationality and collective decision-making processes. Also, they did not affect the Arab elite's attitudes and could not initiate a viable process of integration that would spill over from one sector to another. At the economic level, the low level of regional trade in the Arab Mashreq did not prevent the occurrence of many attempts at Arab integration. Moreover, the Arab joint ventures were more politically inspired than commercially. Although they were more resilient to economic and political instability in the Arab World, their role in promoting regional integration was limited

    Abstract : Dans cet entretien, Samir Abdalla retrace les nombreuses trajectoires de la vie de son père, le peintre egyptien Hamed Abdalla, entre l\u27Égypte, l\u27Europe et le Monde arabe ainsi que de son œuvre qui, depuis les années 2000, fait l\u27objet d\u27un regain d\u27intérêt. Sur le fond, nous pouvons aussi retrouver les tensions politiques et les conflits qui ont marqué les relations entre le Monde arabe et l\u27Europe et qui ont sans doute influencé la réception et la reconnaissance des peintres issus du modernisme arabe dont Hamed Abdalla fait partie. Cet échange a été aussi l\u27occasion de faire ressortir l\u27héritage politique porté par Samir Abdalla. Ses documentaires témoignent en effet du même engagement de son père envers la question palestinienne.     Abstract: In this interview, Samir Abdalla retraces the many trajectories in the life of his father, the Egyptian painter Hamed Abdalla, between Egypt, Europe and the Arab world, as well as his work, which has been the subject of renewed interest since the 2000s. This exchange was also an opportunity to highlight Samir Abdalla\u27s political heritage.     نشر مجموعة متنوعة من الكتل الحجرية المنقوشة من اكتشافات عين شمس بمخزن آثار عرب الحصن بالمطرية [Ar] يتناول هذا البحث دراسة ونشر مجموعة متنوعة من الكتل الحجرية مستطيلة الشكل والمكتشفة أثناء أعمال الحفائر بمنطقة آثار المطرية وعين شمس، وهى محفوظة حالياً بمخزن آثار عرب الحصن بالمطرية، وهذه الكتل عبارة عن بقايا عناصر معمارية هامة تعود لفترات زمنية مختلفة، وترجع أهمية هذه التحف الحجرية أنها أجزاء من مبانٍ أثرية تم هدمهما في العصور القديمة، وبدراسة هذه الكتل التي ظلت منسية لسنوات عديدة بعد اكتشافها، ستعطي لنا صورة أوضح عما كانت عليه هليوبوليس قديماً، ومن الممكن أن يتم ربطها بقطع أثرية أخري مكمله لها، وجميع الكتل الحجرية محل الدراسة من الحجر الجيري وعليها نقوش وكتابات هيروغليفية أغلبها في حالة سيئة، القطعة الأولي رقم 147 عليها خرطوش باسم الملك أمنحتب الثالث من الأسرة الثامنة عشر وتحتوي اسم الإله آمون-رع وألقابه، والقطعة الثانية رقم 167 تحتوي على اسم الإله بتاح وألقابه، والقطعة الثالثة رقم 177 صنفت على أنها بقايا عتب مدخل باب وعليها بقايا نص لألقاب حور البحدتي، والقطعة الرابعة رقم 456 وهي عبارة عن جزأين تحتوي على اسم الإله أوزير وألقابه. [En] This research seeks to study and publish various rectangular stone blocks discovered during excavations in al-Mataria and ʿAin-Shams areas, currently preserved in the Arab al-Hīṣn Antiquities Store in El-Mataria. These blocks from demolished buildings in ancient times hold remains of important architectural elements dating back to different periods. Studying these forgotten blocks after many years of their discovery will give a clearer picture of what Heliopolis was in the past, and its possible link to other complementing artifacts. All the studied stone blocks are made of limestone with Hieroglyphic inscriptions and writings, most of which are in poor condition: block Nº.147 contains a cartouche of «Amenhotep» III from the eighteenth dynasty and the name of the god «Amun-Ra» with his titles; block No.167 contains the name and titles of the god «Ptah»; block Nº.177 is considered the remains of a lintel situated at the door\u27s entrance. It contains traces of text that depict the titles of «Horus Behdetite». The block Nº.456 is comprised of two parts and bears the name of the deity «Osiris» and his titles

    Efficiency and Energy Demand in Polishing Treatment of Wastewater Treatment Plants Effluents: Photoelectrocatalysis vs. Photocatalysis and Photolysis

    Photoelectrocatalysis (PEC), photolysis (PL), and photocatalysis (PC) were applied to increase the biodegradability of wastewaters effluents sampled from a plant collecting both municipal wastewaters and aqueous waste. In PEC, the catalyst was a porous TiO2 photoanode obtained by plasma electrolytic oxidation and electrically polarized during operation. In PC a dispersion of TiO2 powders was used. The same irradiation shielding, and similar catalyst surface areas were set for PC and PEC, allowing a straightforward evaluation of the catalytic effect of the electrical polarization of TiO2 during operation. Results showed that the chemical oxygen demand (COD) and color removal rates follow the order: PEC > PL and PEC > PC. The specific biodegradability rate (SBR) increased following the same order, the PEC process allowing SBR values more than twice higher than PL and PC. The operating costs were calculated based on the electrical energy per order of COD, color, and SBR values, demonstrating that at the laboratory scale the energy demand of PEC is significantly lower than the other two tested processes

    Single‐Step Preparation of Large Area TiO2 Photoelectrodes for Water Splitting

    The fast, single-step and easily scalable production by plasma electrolytic oxidation (PEO) of large area TiO2 electrodes with excellent photoactivity in water splitting under simulated solar light is systematically investigated here. In particular, the effects that the cell voltage (100–180 V) and the processing time (0.5–15 min) have on the electrode properties are studied. The PEO-produced oxide layers are porous, the predominant crystalline structure shifting from anatase, to an anatase-rutile mixture, and finally to rutile by rising the cell voltage. The electrodes show a double-layered structure, with a more compact layer at the interface with the titanium substrate and a thick porous layer on the external surface. The photocurrent density versus wavelength reflects the phase composition, with a maximum incident photonto-current efficiency of 90% at 320 nm. The highest H2 production rate is attained with the mixed anatase-rutile electrode prepared by 300 s-long PEO at 150 V

    The nature and role of the Arab press in the Arab foreign policy

    The study is an attempt to explore the nature and role of the Arab press in the Arab foreign policy. To the best of my knowledge, this is the first effort to investigate empirically the relationship between the press and foreign policy in a regional context. The Arab region which consists of 22 sovereign and independent Arab states was selected to conduct this research. However, 4 Arab countries were chosen, as a sample, for their active influential and participative role in Arab foreign policy and diplomacy. This study has two levels of investigation: the general level and the particular one. Under the general level there are three aims. (1) The main aim is to investigate the nature and role of the national (domestic) Arab press in Arab foreign policy. (2) The second aim is to investigate the nature and role of the emigre Arab press in Arab foreign policy. (3) The subordinate aim is the investigate the relationship between the Arab press and the intelligence service. Under the particular level, there are two revealing case studies. The first one between Saudi Arabia and Egypt, and the second one between Saudi Arabia and Sudan. Both case studies investigate the role of the various Arab press in the foreign policy and diplomacy of those selected countries.;For this study, I interviewed prominent Arab officials and Arab journalists in four major Arab capitals: Beirut, Damascus, Cairo and Riyadh. Also some Arab officials and Arab journalists were interviewed in London because this Western capital has become significant for the emigre Arab press
