Student project allocation using integer programming
The allocation of projects to students is a generic problem in many universities within the U.K. and elsewhere, not only in engineering but also in various other disciplines. This paper defines the student project allocation problem explicitly by an objective function and a number of constraints. Two integer program models are presented, the first of which is a dynamic program. A general purpose solver is used to solve the models, and the input files are included in the Appendix. The models are computationally efficient and easily solved on a PC. Important issues in interpreting the model outputs are highlighted. As with any optimization problem it is possible for constraints to be too tight to permit any feasible solution. Application of the models is demonstrated by using data from the Department of Civil and Environmental Engineering, University of Southampton, for the academic year 2001-2002. The model has been used successfully to allocate Individual Project and Group Project to students and is likely to become the defacto method of allocation of projects in the future. A fiscal needs approach to equalization transfers in a decentralized federation
The author reviews the conceptual basis for fiscal equalization transfers, analyzes the theoretical implications for optimal design of equalization transfers, and suggests quantitative approaches for assessing the fiscal needs of subnational governments and determining their entitlement to transfers. The author illustrates proposed methods using data for local and provincial Canadian governments. The proposed methods could be useful tools, he says, for undertaking systematic objective reviews of aggregate and sectoral public spending in developing countries. The author argues that in a decentralized federation, fiscal inefficiencies and inequities arise because of subnational governments'differing levels of ability to provide comparable public services at comparable tax rates. Fiscal equalization transfers that reduce or eliminate differentials in net fiscal benefits create a rare instance in economics when considerations of equity and efficiency coincide. These transfers must allow for differences in the spending needs and revenues-raising abilities of the various subnational governments. The author argues for a two-tiered approach to equalization. The first tier would be a federal responsibility to equalize the burden of federal taxes. The second tier would be an interprovincial equalization fund to be administered by the Council of Provincial Finance Ministers. It would entail a comprehensive equalization system that takes into account provincial spending needs. STRENGTHENING THE EXAMPLE OF R.A. KARTINI TOWARDS STUDENTS BASED ON THE RESULTS OF THE DISSEMINATION OF GREAT WOMEN INSPIRATIONAL TALKS MATHLA'UL ANWAR. This community service activity aims to provide empowerment to Mathla'ul Anwar University students based on the results of the dissemination of the Mathla'ul Anwar Inspirational Talk activity for Great Women. This activity was held to coincide on April 21, 2021 with the target of students residing in the Mathla'ul Anwar University environment from various majors or study programs. The holding of the Mathla'ul Anwar Inspirational Talk event was a form of appreciation for the role and struggle of Raden Ajeng Kartini in advancing the nation, especially for women whose roles were still limited at that time. By raising the theme of strengthening R.A Kartini's exemplary attitude, it is hoped that R.A Kartini's exemplary attitudes and traits can be transmitted to Indonesian women, especially women in Mathla'ul Anwar University. Through his fighting spirit and attitude, the figure of R.A Kartini can be an inspiration and able to awaken the younger generation to join the spirit and become a creative person

Syamsul Anwar dan Pemikirannya dalam Bidang Hisab-rukyat
Tulisan ini membahas pemikiran Syamsul Anwar dalam bidang ilmu falak, terutamadalam bidang hisab-rukyat. Di tengah minimnya ahli falak di Indonesia, terlebih di lingkungan Muhammadiyah, nama Syamsul Anwar terasa masih sangat asing di telinga kebanyakan orang. Akan tetapi jika kita melihat lebih saksama sesungguhnya dari tangan Syamsul Anwar-lah banyak pemikiran-pemikiran cemerlang tentang hisab- rukyat lahir dan sangat terasa kontribusinya bagi Muhammadiyah khususnya dan masyarakat Indonesia pada umumnya. Tulisan ini memokuskan pada beberapa pemikiran Syamsul Anwar dalam bidang hisab-rukyat, yaitu mengenai kontekstualisasi pemahaman hadis-hadis tentang rukyat, hisab hakiki sebagai metode penentuan awal bulan dan interkoneksi studi hadis dan astronomi
The construction of Karen Karnak: The multi-author-function
This thesis is situated within the comparatively recent developments of Web 2.0 and the emergence of interactive WikiMedia, and explores the mode of authorship within a Read/Write culture compared to that of a Read/Only tradition. The hypothesis of this study is that the role of the audience has become merged with the author, and as such, represents new functions and attributes, distinct from a more conventional concept of authorship, in which the roles of audience and author are more separate. Read/Write and participatory culture, as defined by this study, is focused on collaboration, and includes the influences of D.I.Y. culture, Open-Source practices and the production of text by multiple authors. Multi-authorship presents a re-thinking of several concepts which support the notion of the individual author, since the focus of multi-authorship is not on attribution and ownership of a finished text, but on the continued malleability of a text. Modes of multi-authorship, demonstrated in the use of the pseudonyms Alan Smithee and Karen Eliot, represent declarative authors whose names signify multiple origins, whilst concurrently indicating a distinct body of work. The function of these names form an important context to this study, since primary research involves the construction of an experimental mode of multi-authorship utilising WikiMedia technology and the interaction of thirty nine participants, who are invited to create a body of work under the collective pseudonym Karen Karnak. The data generated by this experiment is analysed using aspects of Michel Foucault's author-function to identify and determine power structures inherent in the WikiMedia context. The interplay of power structures, including concepts such as identity, ownership and the body of work, affect the resulting mode of authorship and contribute to the construction of Karen Karnak, suggesting further areas of research into the emerging multi-author
A Multi-Language Comparison of Influences on Author Verification using Character N-Grams
We create a new multi-language corpus for author verification based on Wikipedia talkpages, and evaluate the influence that differences in topic and time have on character n-gram author profiles.
