    Straipsnyje analizuojama prigimtinio įstatymo koncepcijos politinėje filosofijoje sklaida. Susitelkiama ties dviejų mąstytojų – Tomo Akviniečio ir Thomaso Hobbeso – teorijomis, svarstomi jų filosofinių pozicijų panašumai ir skirtumai. Teigiama, kad perėjimas nuo Akviniečio prie Hobbeso politinės filosofijos yra glaudžiai susijęs su esmine transformacija, kurią galima vadinti perėjimu nuo klasikinės prigimtinio įstatymo koncepcijos prie prigimtinių teisių teorijos. Taip pat akcentuojama, jog tiek Akviniečio, tiek Hobbeso filosofinės įžvalgos yra svarbus diskusijų objektas ir šiandien. Tokio pobūdžio diskusijos galėtų reikšmingai praturtinti šiuolaikinę politinę filosofiją. Prasminiai žodžiai: prigimtinis įstatymas, prigimtinės teisės, Akvinietis, Hobbesas. NATURAL LAW AND NATURAL RIGHTS: FROM AQUINAS TO HOBBES Andrius Navickas Summary   The article deals with the concept of “rights” in the political philosophy. The author compares political philosophy of Aquinas and Hobbes, shows their similarities and differencies. The main aim of such analysis – to reveal the transformation in political philosophy, which can be named as the switch to natural rights theories. The author stresses that the tradition of natural law has various versions. The works of Aquinas and Hobbes represent two of them, which still are relevant for contemporary philosophical discussions.     Recenzijoje aptariama Valdo Pruskaus monografija „Socialinė katalikybė tarpukario Lietuvoje“ (2001). Šios knygos dėmesio centre – vis dar menkai išanalizuotos bei įvairiais stereotipais apipintos Katalikų Bažnyčios pastangos prisidėti prie naujos visuomenės kūrimo tarpukario Lietuvoje. Pruskus imasi sudėtingos ir provokuojančios užduoties – įvairiapusiškai pristatyti tarpukario Lietuvos mąstytojų idėjas, jų nedailinant, neslepiant kontroversijų, taikant joms to meto Europos intelektualinio gyvenimo standartus. Nors knygos autoriui tik iš dalies pavyko šią užduotį įgyvendinti, tačiau atskiri knygos trūkumai bei ginčytinos vietos neturėtų užgožti vertingų jos aspektų. Pagrindinis kolektyvinis knygos herojus – tai jaunoji katalikų intelektualų karta. Jie toli gražu ne vieninteliai knygos herojai. Daug dėmesio monografijoje skiriama Lietuvos krikščionių demokratų partijai. Neabejotinai didžiausias dėmesys knygoje skiriamas Katalikų Bažnyčiai. Nusakomi jaunųjų katalikų inteligentų santykiai su institucine Katalikų Bažnyčia. Nors knygoje jaunųjų požiūriui į fašizmą bei nacionalsocializmą skirta nemažai vietos, vargu ar monografijoje pavyks atrasti ką nors konceptualiai nauja. Iš esmės tai nėra istorinė knyga. Tiksliau, ne vien istorinė. Iš esmės ši knyga – tai asmeninis autoriaus iššūkis dabartinei visuomenei, išsakytas „jaunosios“ kartos intelektualų, kuriems monografijos autorius akivaizdžiai simpatizuoja, lūpomis. The book focuses on poorly analysed efforts of the Catholic Church, which have been surrounded with various stereotypes, to contribute to the creation of new society in interwar Lithuania. Pruskus undertakes a complicated and provoking task to comprehensively present the ideas of the thinkers of interwar Lithuania, without embellishing them, without hiding controversies and applying the then European intellectual life standards to them. Although the author of the book only partially managed to fulfil this task, individual drawbacks of the book as well as doubtful instances should not outweigh its valuable aspects. The principal collective character of the book is the young generation of Catholic intellectuals. However, they are not the only characters in the book. The monograph pays considerable attention to the Lithuanian Christian Democrat Party. Major focus is definitely shifted on the Catholic Church. The book describes the relationship of the young Catholic intelligentsia with the institutional Catholic Church. Although the book touches upon the young generation’s attitude towards Fascism and National Socialism, it does not present any new conceptualism. The book is not historical in essence. To be precise, it is not only historical. This book is basically a personal challenge by the author to modern society, as expressed by the “young” generation of intellectuals, with whom the author obviously sympathises

    Stabilization of aggressive technogenic waste in cement systems.

    The stabilisation of aggressive technogenic waste in cement systems is a reliable technology to reduce toxicity and mobility of waste. Although this method is effective, it is rarely used in the Republic of Lithuania's waste management system. The objective of this project is to analytically and experimentally assess the mechanism and effectiveness of aggressive technogenic waste stabilisation in cement systems. The objective was achieved by determining the mechanical, physical and chemical properties of the stabilized system. The compressive strength and density of the system is investigated to be increased, while concentration of technogenic waste in cement system is increasing up to 10%. After completing the (Fe, P, Cr, Cu, Mn, Ni, Zn) leaching experiment, we found that wastes are the most stable, while containing 5% concentration in the system. The dispersion of the experiment data obtained was best matched by the parabolic dependence, with corresponding second-degree plural equations. The bondage and results can be adapted by tentatively assessing the potential for the stabilisation of aggressive technogenic waste in cement systems

    Lithuania after politics?

    The results of the Seimas elections in 2016 year have revealed one of the greatest transformation in Lithuanian party system since its formation in1992 m. Though there are similarities between the political processes in Lithuania, Poland Hungary, the Czech Republic, however it is important to stress important differences, which enable us to speak about the unique “Lithuanian way”.First of all, the new political group, which dominates in Lithuanian political system after the elections – Lithuanian Peasants and Green union (LPGU), not only rejected the tradition political continuum of “right-left”, but also has not fit to the main political cleavage in postcommunist political system of Lithuania between ex-communist and anti-communist.Second, the elections revealed the huge crisis of democracy based on political parties in Lithuania. The dissatisfaction with parties, as the main actors in modern liberal democracy, constantly increases.Third, we can speak about the decisive victory of anti-politics in Lithuania, the marginalization of the political deliberations and the political competence in the governance of the state.  This triumph of anti-politics in Lithuania is not the outcome of the cultural tradition of anti-politics which was strong in Poland and Czechoslovakia (but not in Lithuania) during the 20th century [Havelka, 2016], but rather the price which we have to pay for the invasion of the mentality of consumption in political sphere.The main task of this article – to foster the discussion about the future of liberal democracy in Lithuania, about the prospects of political parties and the threat of the final victory of “consumer” against “citizen”, also about the lessons of political life in Lithuania for other post-communist states. Key words:elections, anti-politics, consumer, citizen, partie

    Title: Cyclic Sedimentation in the Middle Devonian of Southern Ontario, Author: Edmund A. Navickas, Location: ThodeThe Edgecliff member of the Onondaga Formation is exposed in an abandoned quarry 1.2 km west of Port Colbourne, Ontario on the north shore of Lake Erie. An investigation of the Port Colbourne Quarry has resulted in the definition of four major and three minor carbonate Facies: (1) Facies A: Biocalcarenite ( 2) Facies A-1: Biocalcarenite with in situ stromatoporoids ( 3) Facies B: Fissile biomicrite ( 4) Facies C: Cystiphyllum-rich fissile biomicrite (5) Facies B-1: Bioturbated biomicrite ( 6) Facies C-1: Packed biomicrite ( 7) Facies D: Synaptophyllum-rich sparse biomicrite. The facies are cyclicly arranged, and are restricted to one of three major units within the stratigraphic column. Typical cycles begin with the rapid deposition of a coarse grained, lensoidal biocalcarenite bed exhibiting (1) Sharp scoured bases and vertical (fining upward) size grading; (2) The abundance of abraded grains, shelter void cements and escape burrows; (3) The presence of in situ Favosites heads overlying the biocalcarenite indicating minor hiati between sporadic and violent deposition. In addition, these deposits exhibit: (1) Abundant transport and abrasion of Cystiphyllum and Favosites; (2) A general lack of in situ fauna; (3) The presence of resuspended and redeposited debris between Cystiphyllum. The depositional environment is deep to shallow subtidal, and a minor regression is evident towards the top of the stratigraphic column.     This master paper analyses implementation of new public management fundamentals in environmental monitoring and management in Venta regional park. First part of this paper carried out analysis of public management’s concept. Analysing Lithuanian and foreign author works, conception and fundamentals of new public management were revealed. Also, in this part were analysed Lithuania’s landscape monitoring main theoretical aspects and peculiarities revealing law acts that regulate and review development of landscapes monitoring and identifies main landscape monitoring management components and methods. Empirical part deals with analysis of Venta regional park directorates landscape monitoring work report in 2015, identifying its management fundamentals. Qualitative analysis method was semi-structured interviews with informants (CEO of Venta regional park and 4 Senior Specialists). According to theoretical part information about landscape monitoring management and new public management fundamentals there were created survey instrument – interview with questionnaire. It helped to analyse efficiency and spread of environment (landscape) monitoring, its importance, problems, and to reveal monitoring management efficiency outline

    Protection of Public Interest in Civil Procedure Protection of public interest is the procedure which safeguards the most significant public value. Even though there might be an impression that this doctrine has been widely discussed and as a result it may lack scientific sensitivity, the author does not agree with that. The significance and characteristics of public interest are challenges themselves and as a consequence, they determine the importance of continuous investigation in the field of public interest. Legal regulation changes, inconsistency of judicial practice and lack of systematic analysis of specific doctrines are of great importance for this investigation and reveal a wide range of research problems. However, the most important aspect of this research is that the author does not limit himself only to the field of the usual public interest research (for example, the doctrine of public interest or the concept of public interest). On the contrary, the author chooses new directions meanwhile paying attention to the important issues that previously have not been analysed. As a result, the problem of justifying the efficiency, the prosecutor's supervisory role and the legal basis of the state and municipalities are the areas that demonstrate the uniqueness of this very research. On the other hand, the researcher is not only a passive observer. After analysing scientific positions, the author looks for new arguments in order to deny or support the theories and discuss and justify his own position. Finally, the researcher comes to the conclusions that allow one to decide on: 1) the prevailing concept of the shared values in Lithuania and the possible duality of the concepts; 2) the criterion on the justification of the public interest; 3) the approval of prosecutor´s supervisory role; 4) the duties of the state and municipalities; 5) the groundlessness of the court, as an entity, protecting the public interest; and other aspects important for the protection of public interest in civil proceedings

    Development of a market trend evaluation system for policy making /

    The previous economic crisis has increased the attention of government to focus their activities more on economic stability. The development of government subsidies requires an analytically based analysis, one which would identify problematic areas of regional development more precisely. However, to monitor market changes in a highly dynamic market is time consuming and inefficient. Without proper market monitoring, the level of competitiveness within regions might decrease in the long run. Thus, the goal of the article is to establish the framework of a market trend monitoring system. To achieve this goal, the research methodology consists of a scientific literature analysis, an analysis of available data infrastructure for market trend analysis, and a statistical analysis together with a machine learning approach. The authors of the publication propose a market monitoring framework which would provide an infrastructure for evidencebased policy recommendations for government institutes and might provide guidelines of how to increase their competitiveness. A case study of real estate data and macroeconomic indicators of Lithuania was conducted, during which a clustering algorithm was applied to identify groups in Lithuania. The 60 municipalities of Lithuania were grouped into 4 clusters in terms of noteworthy relationships between industrial development and population size. In 3 of the clusters, the relationship of industrial growth and population was direct. In cluster 4, however, the relationship was opposite, a result which requires a further analysis of infrastructure and industrial sectors to provide more precise policy recommendations. The theoretical contribution and findings from the case study provides grounding to develop the market monitoring system
