    Antiziganismo: strumenti interpretativi e fenomenologia contemporanea

    The article is divided into three parts. The first concerns the concept of Anti-Gypsyism; the second, the stereotypes and the research conducted by the author on the alleged kidnapping by Roma; concludes with a discussion about the link between Anti-Gypsyism, power and urban space. Anti-Gypsyism is a distinct type of racist ideology. It is, at the same time, similar, different, and intertwined with many other types of racism. Anti- Gypsyism is used to justify and perpetrate the exclusion and supposed inferiority of Roma and is based on historical persecution and negative stereotypes (see also Nicolae 2006). According to Herzfeld (1997) stereotypes can be used for trade or in situations of conflict in which questions of identity are played out. Individuals and social groups appropriate these collective imaginations and use them to reify their sense of collective self. The analysis of cases of alleged kidnapping clearly shows the “baby-stealing Gypsies” stereotype in action and exemplar in action and how it produces effects of reality. Drawing on an ethnographic study on the cases of alleged kidnapping of non-Romani children by Roma and Sinti adults in Italy, the research demonstrates how negative stereotyping which construct the Roma as dangerous nomadic people, foreigners from whom society must be protected, can affect their treatment by prosecutors, lawyers and judges in the Italian judicial system. The conflation of Romani identity with nomadic lifestyle features widely in Italian public discourse on the Roma and, as it has been validly pointed out in scholarly debate (Piasere 1991, Brunello 1996, Sigona 2002), has gone some way towards building differential treatment towards Romani groups in particular in relation to housing policies and the spread of ‘nomad camps’ (Sigona 2005)

    A Structural Solution to Roaming in Europe

    This paper suggests that international roaming markets suffer from structural flaws in the way that roaming agreements are established in Europe. The initial roaming interventions by the European Commission in 2007 have been very welfare enhancing and the transfer of producer surplus to consumers has brought significant benefits to end users. Nevertheless, there are clear opportunity costs of maintaining and/or extending the current roaming Regulation. The price for wholesale roaming services in a given country is driven principally by the amount of traffic that an operator is willing to send back to the country requesting a price offer and not on the basis of the roaming services requested. The paper suggests that by breaking the link between the prices offered in one country and the volume of returned traffic will enable the wholesale market for international roaming to operate competitively. It is further suggested that retail price regulation is unwarranted when the wholesale market can operate competitively irrespective of the issue of the retail elasticity of demand for these services. Preliminary, suggestions are put forward as to how policy makers could transition from the current regime to a future market based regime by putting a number of required enablers in place.Roaming regulation, mobile telephony, European single market

    Possible technological determinants and primary energy resources of future long waves

    The purpose of this paper is to conjecture the possible underlying technological determinants of future long waves, based on prominent studies of scholars and leading forecasting companies; in particular, this research assumes the converging of nano-bio-info-cogno technologies to be the foundation of 5th and 6th economic cycles, whereas the future technological revolution that may underpin the 7th long wave is assumed to be Faster-Than-Light technologies.     Forecast horizon of 5th – 6th – 7th long wave and short-period of contraction in economic cycles

    The purpose of this essay is to determine the forecast horizon of the fifth, sixth and seventh long wave. As the period of each long wave can change according to the data, it has been used a deterministic approach, based on historical chronologies of USA and UK economies worked out by several scholars, to determine average timing, period and forecast error of future long waves. In addition, the analysis shows that long waves have average upwave period longer than average downwave one.     Predicting strategic change of public research institutions under unstable negative growth

    The purpose of this paper is to forecast and analyse, by a demographic perspective, the organizational behaviour of public research labs. The research focuses on the biggest Italian public research body. Demographic models of growth, based on different human resource policies, show the uncertain and retrogressive evolutionary change of Italian public research bodies that would halve their research personnel over the forecast horizon.
