The Essay deals with juridical and political sovereignty. The Author observes that modern scholars struggle to create an affordable theory on the relationship between power and individual or collective rights, especially on the link betwenn "compliance" and "protection", which was the core of the traditopnal doctrine on sovereignty. In this context, the Author recommends to reinterpret politics, law and constitutions from the point of view of a mutual exchange of good and evil, of rights and duties, between individuals, according to an ancient theory, which was not properly analysed in modern times
Le "autorità" alla ricerca dell' "indipendenza"?
The author offers an interpretation of the independent authorities which diverges from the one current in legal science and embraced both by those who regard the authorities as an means to renew and develop the protection of constitutional freedoms, and by those who regard them as a subversion of principle in the Italian organization of the public powers. The author contests in particular the utility of including provisions disciplining the independent authorities in the constitutional reform law. On the one hand, sanctioning the independence of the public power of the "authorities" would give fatal rigidity to a system of relationships whose principle quality is its flexibility and elasticity. On the other hand, if the independent authorities manifest a with-drawal from policy by the administration, the retreat from the principles and rules of administrative law should be regarded with suspicion, since it may attenuate the guarantees ordinarily afforded to citizens
Studio di elementi metallici come oxygen getters per piombo liquido. Implementazione impianto di prova per la chimica del refrigerante BID-ONE
Il documento descrive le attività riguardanti lo studio di oxygen getter come additivi per piombo liquido in grado di portare il tenore di ossigeno disciolto a bassi valori. Elementi metallici quali Mg, Ti, Zr e Ta sono stati selezionati per effettuare prove di screening ed individuare il materiale getter più efficace nel rimuovere l’ossigeno dal metallo liquido. Attraverso una prova preliminare, è stato indivuato il metodo per l’esecuzione delle prove sperimentale di screening. Contestualmente, è stato concettualizzato un nuovo impianto a piscina denominato BID1 e operante a piombo liquido. Esso verrà impiegato per effettuare studi sui metodi di controllo dell’ossigeno in metallo liquido e, in particolare, per effettuare prove di oxygen getter in piombo liquido in esperimenti di media scala
Triassic stratigraphy in the island of Hydra (Greece)
The Triassic sedimentary succession, cropping out in the island of Hydra, is described. A typical passive continental margin succession is recorded in the Triassic of Hydra, suggesting its affinity with the Subpelagonian domain. -from Author
<em> OMANASTER IMBRICATUS</em> (ECHINODERMATA, ASTEROIDEA), A NEW GENUS AND SPECIES FROM THE SAKMARIAN (LOWER PERMIAN) SAIWAN FORMATION OF OMAN, ARABIAN PENINSULA
Omanaster imbricatus is a new genu s and species of Sakmarian (Early Permian) asteroids collected from the basal Pachycyrtella Bed of the Saiwan Formation of Oman, Arabian Peninsula; the family Omanasteridae is recognized. Late Paleozoic and especially Permian asteroids are rare and O. imbricatus differs significantly from those previously described, thereby providing an important addition to known late Paleozoic diversity. Unfortunately the single available specimen is incomplete with remaining ossicles both leached and partially fused, and available data are limited. Adambulacral form and arrangement of O. imbricatus are both suggestive of corresponding expressions of certain earlier Paleozoic species and unlike those of the crown-group, suggesting an enduring Paleozoic lineage but one not phylogenetically a part of the Mesozoic diversification. The Pachycyrtella Bed has been interpreted as recording a succession of pioneer palaeocommunities colonizing a turbulent, shallow-water settingaffected by oscillatory flows. The apparently flattened appearance of O. imbricatus is suggestive of appearances of certain Cretaceous and extant species recovered from similar environments thus suggesting both homoplasy and the versatility of asteroid evolution across extended spans of geologic time
Studying local species assemblages of salt-affected vegetation for monitoring Natura 2000 habitats
This study aims to characterize saline habitats of the Tuscan coast based on the Natura 2000 Habitats Directive 92/43/ECC. These habitats include Atlantic salt meadows (1330), Mediterranean salt meadows (1410) Mediterranean and thermo-Atlantic halophilous scrubs (1420), and Mediterranean salt steppes (1510). We compiled vegetation data from a total of 418 plots carried out during our own fieldwork (N = 157) and published scientific literature (N = 261). We performed a Linear Discriminant Analysis to associate species to habitats and used the phi coefficient of association to identify diagnostic species of each habitat. For each habitat, we provide a regional syntaxonomic framework, constant species, cover coefficients, diagnostic species (phi) and “typical species”. We identified groups of species, that we called “local assembly of typical species”, composed by species with a phi coefficient > 20 and/or a cover coefficient > 50 that can be used to identify the habitats and to monitor their conservation status at the local level. This study revealed differences in the “local assembly of typical species” among habitats, characterized by fewer species in habitats 1420 and 1510, and many species in habitats 1410 and 1310. Our results showed that the habitat 1510 was recognizable only for the high cover value of Limonium narbonense and, at least in Tuscany, its syntaxonomic attribution to the order Limonietalia is uncertain. We tested this approach only for a few habitats, but a broader applicability based on other habitats is desirable
PERMIAN CRINOIDS FROM THE SAIWAN AND KHUFF FORMATIONS,SOUTHEASTERN OMAN
Early Permian (Sakmarian) crinoids are described from six horizons in the Saiwan Formation of the Huqf area of southeastern Oman. Each horizon yielded only one to three taxa. All specimens lived in a shallow water environment characterized by mixed siliciclastic or siliciclastic-carbonate sedimentation. Disarticulated arm plates of an indeterminate articulate crinoid are described from a tempestite bed in the Khuff Formation (Wordian) of the Haushi area.
The Saiwan Sakmarian crinoids are some of the earlier, although not the earliest Permian crinoids known. Representatives of both primitive (sycocrinids) and advanced (scytalocrinids, blothrocrinids, texacrinids, and cromyocrinids) cladids and articulates are present in the Saiwan crinoids that are dominated by advanced dendrocrinids and belong to families previously reported from the Carboniferous or Permian. They show greatest affinity to the late Sakmarian/early Artinskian fauna from the Callytharra Formation of Western Australia.
New taxa described herein double the number of genera (three) previously reported from the same area. The diversity of the Saiwan crinoids is relatively low when compared to the large faunas reported from Timor, Western Australia, Russia, and North America. However, they show affinity with each of the larger faunas. New taxa described are Coeliocrinus arenaceous n. sp., Moapacrinus? omanensis n. sp., Huqficrinus biserialis n. gen. and sp., and Campbellicrinus nodosus n. sp
