Co-creating capacity? Empowerment and learning for front-line workers and organisations
This chapter offers new perspectives on front-line managers and workers
as potential social innovators, detailing how co-creation transforms their
identities, roles and relationships. Taking its point of departure in the
metaphor of a sandcastle the chapter illustrates how in different national
contexts achieving readiness for co-creation, rather than building
sandcastles, requires new approaches to governing the collaborations
across professional and organisational boundaries and managing cultural
change. The chapter also highlights how service professionals and firstline managers work with reconceptualising their roles and relationships
in welfare services to achieve greater social justice for the targeted
individuals. It argues how co-creating meaningful service value may
take much more in terms of efforts and time than pure organisational,
administrative or technical changes which are rather seen as the outcomes
of an (ongoing) shift in the approaches and mindsets about service delivery
and management

19) Salamon rejects the existing theories concerning the existence and the growth of
nonprofit entities, both demand-side theories such as “government failure” (Weisbrod)
and “contract failure” (Hansmann) and supply-side theories (James). He introduces the
so-called “third-party government” approach underlining the interdependence between
the state and various other (profit and nonprofit) social actors (Salamon Lester M. and
Toepler S. 2015. “Government–Nonprofit Cooperation: Anomaly or Necessity?” Voluntas
26: 2155–77). The “voluntary failure theory” is based on the recognition of four limits of
nonprofit organizations’ action: (a) philanthropic insufficiency; (b) philanthropic
particularism; (c) philanthropic paternalism; (d) philanthropic amateurism. These
shortcomings can be overcome by the creation of an institutional framework of
collaboration between the public administration and the most organized part of civil
society, namely the so-called third-sector organizations. The aim of this paper is to open
a discussion around the adequacy of the above-mentioned approach to explain the
complex configurations that current relationships between public administration and
third sector organizations have assumed in Western democracies, especially in the field
of welfare policies. We will do so through the analysis of the recent scientific literature on government-nonprofit relationships, with a particular focus on the so-called “new

Un tratto distintivo dei rapporti IREF sull’associazionismo mantenutosi inalterato nel corso del tempo è l’adozione di un approccio di ricerca “a maglie larghe” tale da includere le diverse forme di partecipazione sociale e di azione volontaria senza che si operino selezioni di merito rispetto alle diverse forme organizzative con cui si dispiega la partecipazione associativa.
Questo approccio implicitamente si fonda sull’assunto teorico secondo il quale l’associazionismo organizzato, più che essere uno specifico settore della società definito da proprietà intrinseche, è espressione di diverse identità collettive ed opera in molteplici ambienti istituzionali caratterizzati da specifiche logiche istituzionali e da diverse reti inter-organizzative.
Nel presente contributo si farà proprio questo approccio “a maglie larghe” a partire dal quale l’associazionismo in Italia verrà analizzato dal punto di vista empirico partendo dati forniti dell’Istat sul settore non profit, in particolare da quelli riferiti alle istituzioni non profit che assumono la specifica fattispecie giuridica dell’associazione
Imparare aiutando. La pratica educativa del volontariato scolastico
Il presente articolo si propone di illustrare e commentare i risultati di una indagine campionaria volta a rilevare gli orientamenti degli studenti di scuola superiore rispetto alla possibilità di sperimentare anche nel nostro paese una attività di servizio comunitario - integrato nel curriculum formativo ufficiale - durante il proprio percorso scolastico. L’indagine, di carattere campionario (survey), ha inteso rilevare gli orientamenti e gli atteggiamenti degli studenti di Scuola secondaria di secondo grado dell’Emilia-Romagna rispetto alla possibilità di introdurre nel proprio percorso curriculare una attività di volontariato sotto forma di servizio alla comunità (community service) sul modello nord-americano, da svolgersi durante il quinquennio di scuola superiore.
Il progetto di ricerca ha previsto la somministrazione di circa 1.200 questionari a risposte chiuse ad un campione di studenti iscritti nell’A.S. 2013-14 agli istituti superiori della Regione Emilia-Romagna (Universo: popolazione di 176.066 unità), seguendo la distribuzione per Provincia e per tipologia di scuola (Licei Classico e Scientifico, Altri Licei, Istituti Tecnici, Professionali).

Co-Design and Co-Production of Public Service. The Prevention of Childhood Obesity in Reggio Emilia, Italy
The paper illustrates an empirical research project concerning the co-creation process in Reggio Emilia’s public services and their efforts to reduce childhood obesity. The research is based on a participative evaluation research methodology. The project has been implemented within the framework of the CoSIE project, funded by the Horizon 2020 Research Program — Innovation Action. It has been led by the Local Health Unit (LHU) of Reggio Emilia, a mid-size town in north-eastern Italy, and Cup2000/Lepida, a public/private corporation delivering ICT for health service in the Emilia-Romagna Region. The empirical research has been conducted by the University of Bologna, using a mixed method multi-dimensional strategy and combining the Action-Research tradition with the approach of the Theory of Change . The theoretical framework reflects on the co-creation process, distinguishing between its different phases. In particular, it defines the co-production and the co-design phase, operationalising them with the concepts of System Integration and Social Integration. This linkage allows the analysis of the involvement of institutional stakeholders and final users in the co-creation process. Many factors including the actors’ identity, the participation modalities and the impact of each stakeholder on the service, contribute to the model of co-creation in “the shadow of institutions”, characterised by a low level of Social Integration and a high level of System Integration

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
