La peine de mort en Yugoslavie socialiste et le conflit des sources normatives
The author analyses a discussion on death penalty that took place in Belgrade, at the end of the socialist era, between Igor Primorac and Ivan Jankovic. Primorac attacked the utilitarian justification of the socialist penal system, though he agreed on different, retributive grounds that death penalty for premeditated murder should be preserved. Jankovic advocated utilitarian ideas and rejected the death penalty as an atavistic aberration. In the first part of the article, their main arguments are presented and their contextual meaning is being explained. In the second part of the article, the author analyses those arguments and concludes that a) retributivism has not been the philosophy of death penalty during its history, b) that retentionist conclusions do not follow from retributive premises, c) that utilitarianism, in spite of its historical connection with abolitionism, can justify death penalty, d) that since the problem cannot be resolved on moral grounds alone, it should be resolved on political grounds, and e) that political considerations require the abolition of death penalty
Explicit Solution of the Time Domain Volume Integral Equation Using a Stable Predictor-Corrector Scheme
An explicit marching-on-in-time (MOT) scheme for solving the time domain volume integral equation is presented. The proposed method achieves its stability by employing, at each time step, a corrector scheme, which updates/corrects fields computed by the explicit predictor scheme. The proposedmethod is computationally more efficient when compared to the existing filtering techniques used for the stabilization of explicit MOT schemes. Numerical results presented in this paper demonstrate that the proposed method maintains its stability even when applied to the analysis of electromagnetic wave interactions with electrically large structures meshed using approximately half a million discretization elements
How Much Country Economy Influences ECC Profile in Serbian Children-A Macro-Level Factor Analysis.
Introduction: Serbia has universal health coverage (UHC) for pediatric dental care and similar country distribution for dentists and physicians per 1,000 inhabitants. However, a high prevalence of early childhood caries (ECC) with wide variation across the country was observed in previous studies. This paper aimed to analyze the association between economic and healthcare country macro-level factors with ECC prevalence and treatment. Method: The outcome variables were ECC prevalence and frequency of untreated ECC in 36- to 71-month-olds. Cross-sectional pathfinder survey on a nationally representative sample of children was conducted in order to obtain data. Independent variables included the following: gross domestic product (GDP), social and health care budget beneficiaries' expenditures, local self-government budget, unemployment rate, population density and density of physicians and dentists. Guided by the WHO's Basic Methods for Oral Health Surveys stratified cluster sample, 17 sites were randomly chosen to obtain adequate distribution of data regarding urban, peri-urban and rural areas in each analyzed statistical territorial unit. The variables were analyzed using the independent t-test or Mann-Whitney U test. A probability value of <0.05 was considered significant. Results: The final sample included 864 children aged 36 to 71 months. Observed prevalence of ECC was 41.1%. Although no statistically significant difference was found, children with ECC compared to healthy children were living in parts of the country with averages of ≈122€ lower GDP per capita, ≈4€ lower social and health care expenditures per capita, 9 inhabitants per km2 lower population density, almost 7€ per capita lower local self-government budget and a 0.6% higher unemployment rate. Furthermore, although without a statistically significant difference, untreated ECC was associated with ≈302€ lower GDP per capita, ≈12€ lower social and health care expenditures per capita, 34 inhabitants per km2 lower population density, almost 20€ per capita lower local self-government budget and a 1.7% higher unemployment rate. Conclusions: This study, performed in a nationally representative sample of preschool children, revealed the association of economic macro-level factors with ECC prevalence and its (non-) treatment. Further research on a larger sample is necessary to confirm the results. These findings suggest that most of the public-health efforts regarding prevention and early treatment of ECC should be directed at regions with lower economic performance
A One View on Work Ethic and Police Internal Control
The paper deals with the analysis of the relationship between work ethic and police internal control. In the first part of the paper, we give a brief overview of the concept work ethic in correlation with the characteristics of police profession and organization. The second part of the paper includes an analysis of the relationship between work ethic and internal control in police. The basic thesis is that the efficiency of work (police) ethics reduces the need for internal control. The aim of this paper is to point out that work ethic is conditioned by the application of rules and Code of Ethics. The author concludes that the internalization of ethical principles, as well as the perception of punishing illicit and unethical behavior, creates work and social environment in which ethics is not understood as pressure but as a duty of an individual, social group and organization

The question of women's political identity in Serbia and United States: One comparison
In this paper author discuss the issue of women 's political identity, its creation, development and characteristics. It's a review and short survey about the development of women 's identity in the United States and the development of women 's political identity in Serbia. In the paper author points out the connection between the creating and development of female gender identity and political identity. Also, it will be point out some of the differences that exist in the attitudes of women in Serbia in relation to their gender and political identity. The paper gives some answers to the question whether it is necessary for women to have a political identity as a source of legitimacy for their public and political engagement
A SYMBOLISM OF A HOLIDAY AS A DETERMINANT OF IDENTITY
The article analyzes the attitude towards the holiday on the example of March 8
as a component of women's identity. In the first part of the paper, we will give a
brief historical overview of the origins of holiday. The second part of the paper
will include an analysis of data on March 8 based on the author's research. The
basic thesis in the paper is that the attitude towards the holiday depends on the
individual attitude of women towards identity and the collective attitude
towards the holidays as an intangible heritage in the wider social context. The
aim of this paper is to point out that the attitude about the holiday is
conditioned by the way of intragenerational and intergenerational attitude
towards memory, but also by the social position of women as a group in different
historical periods. The author concludes that the main guardians of the festive
cultural heritage are women as a social group, and the potential disqualification
of March 8 as an irrelevant historical date, which was done through a form of
celebration makes meaningless the significance of women’s position in society
La función de designación en textos paralelos castellano, francés, inglés: un estudio contrastivo
La revisión de traducciones absolutas proporciona diversos datos, entre los cuales se destaca el estilo que se construye desde un texto original hacia una lengua - cultura de llegada, según normas preestablecidas. Una de las actividades en la formación de traductores es el análisis de textos paralelos de distintos géneros con la intención de identificar características que contribuyan a ganar aplomo redaccional y aceptabilidad en el polo meta. En este marco traductológico, y a partir de una alta frecuencia de determinantes demostrativos detectada en la evaluación de traducciones al castellano variante rioplatense, el presente proyecto tiene como objetivo estudiar la función de designación que subyace a la realización de los demostrativos o de formas anafóricas que los sustituyen, a partir de corpora textuales redactados originalmente en castellano, francés e inglés. ANALYSIS OF THE INSTITUTE OF MARITIME TOWING IN BIMCO (TOWCON 2008 AND TOWHIRE 2008) AND THE UK STANDARD CONDITIONS – LESSONS FOR CROATIA
The paper aims at discussing the Institute of Maritime Towage in BIMCO (TOWCON TOWHIRE 2008 and 2008) and the UK Standard Conditions and at seeing what de lege ferenda intervention of the Croatian legislator should make in order to harmonize the Croatian law with international standards. It reviews the concept and types of towing and the division of liability between tug and tow. Additionally, an overview on the Croatia Maritime Code is provided focused on the tort in the case of collision and salvage operation. Finally, the author is urging for rules on a reciprocal or mutual indemnification
