    The book by Maurizio Mistri deals above all with the complex institutional system of the EU and the Euroland in particular. As the author wrote ‘the euro is an opportunity to deal with a pivotal issue, namely the determination of institutional and supranational system to ensure the governance of economic and monetary integration processes’ (p. 9). Consequently, the purpose of the book is to present some analytical tools mainly derived from a careful use of Thomas Schelling’s contributions. The centrality that Mistri gives to the author of ‘The Strategy of Conflict’ (1960) is significant: Embracing the theoretical results reached by many economists and political scientists who have followed Shelling’s lesson, Mistri clearly brings out the controversial relationship between national institutions and supranational institutions in the European reality

Il problema della nascita della città metropolitana, intrecciandosi con la questione del riassetto delle Province, suscita non pochi problemi di natura politica in quanto coinvolge l’intera governance del territorio.     Three new 1,4-phenylenediacrylate bridged Mn(II) and Co(II) complexes of molecular formulas {[Mn2(ppda)(phen)4(H2O)2](ppda)2(H2O)} (1), {[Co(ppda)- (dpyo)(H2O)3]·4(H2O)}n (2), and {[Co(ppda)(bpe)]·(0.5H2O)}n (3) [ppda = 1,4- phenylenediacrylate; phen = 1,10-phenanthroline; dpyo = 4,4′-dipyridyl N,N′-dioxide; bpe = 1,2-bis(4-pyridyl)ethane] have been synthesized and characterized by elemental analysis, IR spectra, single-crystal X-ray diffraction studies, and low-temperature magnetic measurements. The structural determination reveals that complex 1 is a discrete dinuclear species, 2 is a 1D polymeric chain, while 3 is a three-fold interpenetrated α-polonium network. Hydrogen-bonding interactions, formed by coordinated and/or lattice water molecules with ppda oxygen and π−π stacking interactions of aromatic rings, lead to a 3D supramolecular architecture in both complexes 1 and 2. Low-temperature magnetic study shows antiferromagnetic coupling in all the complexes. In addition, their electronic and fluorescent spectral properties have been investigated

    Production of the meiobentic harpacticoid copepod Canuella perplexa

    Secondary production of C. perplexa was estimated in a brackish water lagoon of the Po River Delta (Italy). Three generation peaks and a nonproductive overwintering population were observed. Estimates of the annual production of copepodites and adults using 3 methods are similar: 6.76, 6.09 and 6.78 g dry wt m-2. Egg production was 0.02 g dry wt m-2; nauplii production was 0.38 g dry wt m-2. These values show a relatively constant P/B ratio per generation (3-4). -from Author

    Cognitive Constraints and Reversibility of International Economic Institutions. The Case of the European Monetary System

    This paper builds on the case study of the birth and death of the fixed exchange rate system in Western Europe, prior to the launch of the Euro. The analysis of this case aims to highlight how "new" international economic institutions may suffer the processes of "preference reversals" and thereby implode. De facto, the paper focuses on the cognitive factors that are deemed to have played an important role in determining the originating decision-making processes in favour of a system of fixed exchange rates and, then, in determining the abandonment of that system. After briefly explaining events such as the "currency snake" and the "European Monetary System" (EMS), the paper highlights how processes of this nature are conditional on the extent of the limits of rationality of the decision-making agents, with the consequence of producing cognitive imbalances. These imbalances are determined by the "fuzziness" with which agents evaluate not only opposing objectives, in particular those of employment and the balance of payments, but especially objectives achievable in an intertemporal dimension (Walliser, 2008: ch. 4). In fact, we illustrate how the actual inflationary differentials between the countries concerned determine the imbalances in the balances of payments. We also highlight how the policies to bring inflation under control can determine changes in the electorate in the preferences defined in the area of economic policies. The collapse of the monetary snake and the European Monetary System is representative of such a change in preferences. The conceptual framework of analysis used is that of temporary equilibria.

    Predictors and outcomes of neurological deterioration in intracerebral hemorrhage: Results from the TICH-2 randomized controlled trial

    Neurological deterioration is common after intracerebral hemorrhage (ICH). We aimed to identify the predictors and effects of neurological deterioration and whether tranexamic acid reduced the risk of neurological deterioration. Data from the Tranexamic acid in IntraCerebral Hemorrhage-2 (TICH-2) randomized controlled trial were analyzed. Neurological deterioration was defined as an increase in National Institutes of Health Stroke Scale (NIHSS) of ≥ 4 or a decline in Glasgow Coma Scale of ≥ 2. Neurological deterioration was considered to be early if it started ≤ 48 h and late if commenced between 48 h and 7 days after onset. Logistic regression was used to identify predictors and effects of neurological deterioration and the effect of tranexamic acid on neurological deterioration. Of 2325 patients, 735 (31.7%) had neurological deterioration: 590 (80.3%) occurred early and 145 (19.7%) late. Predictors of early neurological deterioration included recruitment from the UK, previous ICH, higher admission systolic blood pressure, higher NIHSS, shorter onset-to-CT time, larger baseline hematoma, intraventricular hemorrhage, subarachnoid extension and antiplatelet therapy. Older age, male sex, higher NIHSS, previous ICH and larger baseline hematoma predicted late neurological deterioration. Neurological deterioration was independently associated with a modified Rankin Scale of > 3 (aOR 4.98, 3.70-6.70; p < 0.001). Tranexamic acid reduced the risk of early (aOR 0.79, 0.63-0.99; p = 0.041) but not late neurological deterioration (aOR 0.76, 0.52-1.11; p = 0.15). Larger hematoma size, intraventricular and subarachnoid extension increased the risk of neurological deterioration. Neurological deterioration increased the risk of death and dependency at day 90.
