    The culture in engineering education needs to be shifted from the conventional method to a more effective one. Graduates cannot fulfill requirements from industry because they lack of soft skills and this is one of the unemployment issues in Malaysia recently. A shift culture is, therefore, needed to improve curriculum in higher learning institutions. Thus, the Outcome-Based Education (OBE) is introduced in engineering programmes as an initiative pilot study solicited by Ministry of Higher Education (MOHE). This paper discusses the need of change affected by the programme accreditation, needs from the industry and Continual Quality Improvement (CQI). The paper also focuses on the programme administration. Several actions have been taken by the Faculty of Civil Engineering (FCE), UiTM towards the implementation of OBE. These include the awareness of the changes from all engineering education parties, the sharing of UiTM experiences, and the practice on developing skills and standardisation. A few recommendations have been proposed such as the need of experts, details for student qualification and the need of regular discussions among lecturers to enable the transition of culture shift embraced in harmony

    The theoretical framework of social capital suggested that individuals bound together in dense social networks, infused with norms of reciprocity and trust, are better able and more inclined to act collectively for mutual benefit and social purposes as opposed to atomized individuals. The objective of social capital model is to improve and maintain the society well-being and economic efficiency. The idea is contemporary known as social capital by Robert Putnam (2000) as connections among individuals, social networks and the norms of reciprocity and trustworthiness that arise from them. This notion is therefore seen as "sociological superglue" that holds society together. The effectiveness is strongly depends on structural phenomenon and a cultural phenomenon. Recently, volunteerism has flourished within youth which give beneficial effect to local communities. It is worth to scrutinize the elements of social capital within voluntarily activities. Thus, youth volunteerism is study, highlighted based on social capital model suggested by Putnam (2000). The study is to inspect factors that bind youth in society with the case study of Teach for the Needs (Malaysia) Berhad (TFTN)

    Proses pengajaran dan pembelajaran di institusi pengajian tinggi (IPT) melalui anjakan paradigma setelah Akta Agensi Kelayakan Malaysia diluluskan Parlimen pada tahun 2007. Melalui akta ini satu agensi untuk mengkaji dan menganugerahkan sijil akreditasi ditubuhkan iaitu Malaysian Qualification Agency (MQA) atau Agensi Kelayakan Malaysia. MQA berperanan memberi pensijilan akreditasi bagi institusi pengajian tinggi yang memenuhi syarat minima jaminan kualiti nasional di IPT. Antara penekanan kriteria penganugerahan akreditasi ialah pelaksanaan Outcome-Based Education (OBE) di seluruh sistem pengajaran dan pembelajaran di IPT. Jawatankuasa Pelaksanaan OBE UiTM Pahang (OBE Pahang) ditubuhkan sebagai inisiatif UiTM Pahang dalam memahami dasar Kementerian Pengajian Tinggi (KPT) melalui MQA sebagai pelan strategik pelaksanaan OBE di peringkat kampus.     Universities have offered the best platforms and learning ecosystem to enrich students’ characters development. However, how students in the new generation perceives the total experience they get from the university is yet to be examined. This research examines the impact of university education on the personal and social development of these students in Malaysia by focusing on their expectation and perception of university education, and their evaluation of their university experience. The data were derived from a survey of a stratified sample population of graduating students from a higher education institution in Malaysia. Based on the simple frequency counts and confirmation factor analysis, the findings indicate that university education, although marginally, has met the students’ expectation of university education towards enriching their social and personal experiences. The students believed that university education has mostly molded them with personal development such as Developing Integrity and Developing Purpose. The understanding of the students’ expectations, perceptions and evaluation of their university education and its impact on their personal development can assist universities to improve which aspects of education system that can support students to develop their motivation, behaviour and achievement

    Soil stabilization has been widely used based on the effectiveness and as an alternative to substitute the lacking of suitable material on site. Past research works on stabilizing residual soil have shown various results depending on the selection and application of various additives, Guidelines and standards have been developed to assist practitioners in designing road structure by means of chemical stabilization. TRL (1993), US Army (1994), and PWD (1985) are some of the authorities that endeavor with either extensive or acceptable guide for the process. However, precedent research' works shows deficiency in applying these guidelines. Efforts were made in this paper to review these guidelines for chemical stabilization of residual soil. TRL (1993) was found to give a more simplified route in the selection of suitable binders for the soil stabilization process. TRL could also be readily adaptable to the practice in the country as the standards used (i,e. the British Standards) are commonly used for the testing of local soils

    Empirical studies have reported that some university students had experienced problems in meeting their deadlines for given study tasks, indicating that they might be having poor time management. Thus, a tool that can guide students in time management, and act as a preventive measure to the problems of procrastination, disorganization, interruptions and workload pressure, is needed to help reduce the time management problem. This study proposes MyMobileSLT (Student Learning Time), a mobile application, which can help university students control their time for academic activities effectively. This application has been created to replace the previous MySLT which was the hard copy, conventional version of the present application. This paper examines users’ perception on the perceived ease of use and perceived usefulness of this innovation. Using Davies’ Technology Acceptance Model for predicting user acceptance and usage of new information systems, MyMobileSLT is evaluated based on the constructs of perceived ease of use and perceived usefulness. In general, users found MyMobileSLT easier to use and more practical compared to the conventional version. As MyMobileSLT offers methods and techniques to optimize efficiency in time management, users found it useful as a possible tool to be utilized for student time management

    Issue in quality control and reporting adequate data for various stakeholders have been the center of discussion in Faculty Of Civil Engineering (FCE) UiTM Pahang since 2006. The implementation of Outcome Based Education (OBE) required planning, implementation, assessment and continual quality improvement (CQI), thus comprehensive data management is essential. However, FCE UiTM Pahang has been requested with different types of data and reporting styles responding to various stakeholders. Repeating and redundant processes encountered by faculty members to fulfill this requirement is tedious and time consuming. A model for quality management system (QMS) to consolidate these requirements is formulated to alleviate difficulties and minimize complexity during audit practices. The processes, approach, specific requirement involved for this exercise are discussed, which highlight the salient aspect of the problems
