External interventions and the duration of civil wars

    No full text
The authors combine an empirical model of external intervention, with a theoretical model of civil war duration. Their empirical model of intervention allows them to analyze civil war duration, using"expected"rather than"actual"external intervention as an explanatory variable in the duration model. Unlike previous studies, they find that external intervention is positively associated with the duration of civil war. They distinguish partial third-party interventions that extend the length of war, from multilateral"peace"operations, which have a mandate to restore peace without taking sides - and which typically take place at war's end, or at least when both sides have agreed to a cease-fire. In a future paper, the authors will examine whether partial third-party interventions - whatever their effect on a war's duration - increase the risk of war's recurrence. If that proves true, then even if interventions reduce the length of civil war, they may do so at the cost of further destabilizing the political system, and sowing the seeds of future rebellion.Children and Youth,Peace&Peacekeeping,Post Conflict Reconstruction,Post Conflict Reconstruction,International Affairs,Post Conflict Reconstruction,Social Conflict and Violence,Peace&Peacekeeping,Post Conflict Reconstruction,International Affairs

Exploring a role for community pharmacists in the identification of alcohol-related liver disease: a qualitative interview study with professionals, patients, and the public

    No full text
Aims: to explore the views and attitudes of professionals, patients and the public to a role for community pharmacists in the identification of alcohol-related liver disease (ArLD). Methods: semi-structured interviews were conducted with a purposive sample of patients with ArLD, members of the public, pharmacy staff, and clinicians managing patients with ArLD across the Wessex region of south England. The interviews explored experiences of alcohol, ArLD and health advice in pharmacies and elicited views of what a pharmacist role in identifying ArLD could entail and factors influencing this. Transcripts were analysed using reflexive thematic analysis. Results: twenty-six participants were interviewed and three themes were generated: (i) acknowledging, seeking help and engaging with a hidden problem; (ii) professional roles, boundaries and attributes; (iii) communication, relationships, collaboration and support. Participants reported key challenges to identifying people at-risk of ArLD. Offering testing for ArLD was perceived to motivate engagement but there were concerns about pharmacists performing this. A role was mostly seen to be finding people at-risk and engaging them with further care such as referral to liver services. This was perceived to require developing interprofessional collaborations, remuneration and training for pharmacy staff, and community-based liver testing. Conclusions: professionals, patient and public participants recognized a role for pharmacists in the identification of ArLD. This was envisaged to incorporate educating pharmacy users about ArLD risk, and identifying and directly engaging those at-risk with liver and support services through development of interprofessional collaborations. The findings of this study support and can inform future work to develop this role.</p

Structural adjustment in Egypt : the case of agriculture

    No full text
This thesis assesses the appropriateness and effectiveness of the economic reform and structural adjustment programme adopted by Egypt in 1991. It also examines the main political and economic constraints of such policies. It argues that it is unlikely to provide sustainable or equitable growth. It also argues that privatisation programmes in Egypt have a limited effect on improving levels of investment and growth. It stresses the need to encourage new investment to increase the productive capacity of the Egyptian economy in order to generate sustainable growth. The thesis examines in particular, economic reforms in the agricultural sector. It focuses on assessing price reforms so as to enquire how evenly distributed the benefits have been among farmers with different sizes of land holding. Those with big farms are likely to gain more while very small farmers and the landless are likely to lose. Within agriculture the thesis assesses the impact of structural adjustment on Egypt's agribusiness community. This sector is economically fragmented, has limited effectiveness and is politically weak regarding its participation and its influence on economic policy. The thesis argues that the success Df this sector is based on the availability of a strong and effective state to provide the legal and regulatory. infrastructure needed for an effective market economy, to abolish administrative obstacles and to enhance investors' credibility. In short, the thesis maintains that sustaining the economic reform is based on reviving productive investments and enhancing state capacity and democratisation

Rent - seeking trade policy : a time series approach

    No full text
Using a time-series approach, the author analyzes the relationship between the extent of rent-seeking trade policy and both political and economic variables. For rent-seeking trade policy, the indicator he uses is the number of foreign-trade regulations passed each year for the benefit of a single firm or industry. The author uses data from Uruguay for 1925-83. Uruguay, which experienced an impressive economic decline, is an outstanding example of a rent-seeking society. After being a wealthy economy in midcentury, it suffered almost complete stagnation, which led to social and policital disintegration by the end of the 1960s. Three decades of restrictive regulations on foreign trade had created a nearly closed economy by the end of the 1960s. It was worth analyzing whether policymakers'great receptiveness to demands for protection could account for Uruguay's decline. Over the period 1925-83, the author finds almost 4,000 laws, decrees, and administrative resolutions that create, maintain, or modify a foreign-trade regulation for the benefit of a single firm or industry. About half of them explicitly identify the petitioner - usually a firm or guild. Since the size of the Uruguayan economy changed over the period studied, the author scales the annual number of regulations by output or exports to measure the extent of rent-seeking trade policy. The author shows that the extent of rent-seeking trade policy increased with discretionary policies and under dictatorship. (In the period studied, there were two stages of democracy - until 1932 and from 1943-72 - and two stages of dictatorship.) He also shows that rent-seeking trade restrictions increased under import-substitution strategies and, more unexpectedly, under active export promotion. This suggests that discretionary power leads to wasteful distribution, whether it is used to support inward- or outward-oriented policies. Finally, the author analyzes the correlation between innovations in the trade policy indicator and innovations in the growth rates of output and exports, with a lag of up to 20 years. Surprisingly, he finds a positive correlation with output growth rates after two or three years. But the correlation becomes negative some years later, particularly in the case of exports. The short-run positive impact on growth rates, together with the surprisingly long time lag before the negative impact, may account for policymakers'receptiveness to demands for protection.Trade Policy,Achieving Shared Growth,TF054105-DONOR FUNDED OPERATION ADMINISTRATION FEE INCOME AND EXPENSE ACCOUNT,Economic Theory&Research,Environmental Economics&Policies
