The mirage of floating exchange rates
This note summarizes some of the highlights of my longer paper with Guillermo Calvo”Fear of Floating.” Many emerging market countries have suffered financial crises. One view blames soft pegs for these crises. Adherents to that view suggest that countries move to corner solutions--hard pegs or floating exchange rates. We analyze the behavior of exchange rates, reserves, and interest rates to assess whether there is evidence that country practice is moving toward corner solutions. We focus on whether countries that claim they are floating are indeed doing so. We find that countries that say they allow their exchange rate to float mostly do not--there seems to be an epidemic case of “fear of floating.”fear of floating fixed exchange rates interest rates reserves
The Filmic Literary Works of Gabriel García Márquez
Cinema is a very important area of GGM literary activity, which the author conceived as another way to tell stories, in parallel and connected to the ways novels/stories and journalism tell stories of their own. This article addresses the work of García Márquez as a filmic writer. After briefly explaining the influence of cinema on his literary education, the article focuses on some problems in the writing of subjects and screenplays in relation to film production, which also concerned García Márquez. His film work is discussed in chronological order, while also highlighting the more relevant thematic and aesthetic elements. The theme of destiny opens and closes the discourse, given that it is present both in the first and last important screenplays by the author, Tiempo de morir and Edipo Alcalde, linked to the influence of Sophocles’s Oedipus Rex. Another relevant theme is that of the tension between realistic representation and the different forms of transfiguration of reality, via fantastic elements, absurd situations, and hyperbolic intensifications. Such aspects may be found in the screenplays of many films written by GGM between the 1970s and 1980s: Presagio, El año de la peste, María de mi corazón, Eréndira, Un señor muy viejo con unas alas enormes, and the series Amores difíciles. Finally, the article focuses on some unexecuted projects: unpublished screenplays or film stories, such as “Dios y yo”, “Para Elisa”, and “Blacamán”, which show the richness of the filmic imagination of García Márquez
Multi-anisotropic Gevrey classes and ultradistributions
We consider a relevant generalization of the standard Gevrey classes, the so-called multi-anisotropic spaces, defined in terms of a given complete polyhedron. With respect to the previous literature on the subject, we concentrate here in the study of the topology. It is defined as inductive and projective limit of Banach spaces, in two equivalent ways, based on the estimates on the derivatives and on the Fourier transform, respectively. Analysis of gender vulnerability to climate‐related hazards in a rural area of Ethiopia
Identifying areas of the world, communities, and women and men that could be
damaged by meteorological events (like droughts and floods) has been crucial for
vulnerability studies in the last decade. Climate change may differently affect
female‐ and male‐headed households, especially in rural areas of sub‐Saharan
Africa, where they react in a different way to the effects of adverse weather
events. The aim of this work was to analyse a population's vulnerability and resilience
to climate‐related hazards, applying a sex‐disaggregated, quantitative methodology
at household level. This study was realised in three Woredas (Siraro,
Shalla, and Shashemene) of the Oromia Region in Ethiopia. The information used
for the evaluation included climatic conditions, socio‐economic variables and natural
resource availability. All data collected were analysed after disaggregation by
sex. Evaluation of the indices shows that the vulnerability of the households is
particularly related to the presence of governmental infrastructure, availability of
water sources, and external aid. The study reveals that the Woreda of Siraro is the
most vulnerable. A better situation appears in the Woredas of Shalla and Shashemene,
where women and men have more skills to face vulnerability, as highlighted
by the “recovery potential” index. On the other hand, the study points out
some differences between women and men. While male-headed households
mainly have low vulnerability and high resilience, female‐headed households are
divided into two main classes: low vulnerability associated with low resilience,
and low vulnerability associated with high resilience. When the vulnerability is
higher, both women and men show higher resilience
