    El artículo propone investigar y comparar tres analíticas que giran en torno al comercio entre el sujeto y la civilización en Nietzsche y Freud. Específicamente, la investigación contrasta el segundo tratado de La genealogía de la moral escrito en 1887 y El malestar en la cultura escrito en 1929, pero publicado en 1930. El artículo se inscribe en el análisis hermenéutico de los textos y mantiene un alcance exploratorio. El principal hallazgo versa sobre el ineludible parentesco entre ambos escritos en lo que respecta a las analíticas exploradas, así como en la familiaridad conceptual. La primera analítica indaga en la concepción del hombre en cuanto bestia salvaje que goza con el despliegue de la crueldad sobre los otros. La segunda, examina la respuesta de la civilización frente a la crueldad y la violencia como parteras de la historia, a saber, la domesticación del animal-hombre. La tercera, pesquisa las consecuencias psíquicas del amansamiento, esto es, el proceso de interiorización de las fuerzas que pujan por su descarga en el exterior y su deriva en sentimiento de culpa.&nbsp

    A ocorrência de fenômenos cada vez mais recentes de escassez hídrica, aliada a demandas crescentes pela água, culmina em regras complexas para a operação de reservatórios e o atendimento de mínimos normativos à população. A dissertação aqui apresentada detalha a exploração de técnicas de modelagem hidrológica para apoiar a tomada de decisão em gerenciamento de recursos hídricos. O trabalho toma como estudo de caso as Bacias dos Rios Piracicaba, Capivari e Jundiaí, que são atendidas pelo Sistema Cantareira e contribuem expressivamente para o desenvolvimento paulistano. Utilizando um modelo acoplado de chuva-vazão e routing, estimou-se os despachos necessários em dois reservatórios que atendem a região, a fim de atingir a mínima média diária outorgada em duas seções de controle a jusante, uma em Atibaia e outra em Valinhos. Através de dados de previsão meteorológica de sete dias, foram calculadas as operações ao longo de dois anos de simulação. Com os resultados obtidos, verificou-se o atendimento às demandas previstas com redução de até 72% em relação aos volumes reais descarregados durante o mesmo período. Mesmo com simplificações inerentes ao processo de modelagem, concluiu-se que o modelo fornece bons resultados, embasados em técnicas exatas, e pode oferecer informações que complementem a gestão de recursos hídricos de forma sustentável.The occurrence of increasingly recent water drought phenomena, combined with rising water demands, results in complex rules for the operation of reservoirs and the achievement of normative minimums to the population. The dissertation presented herein details the investigation of hydrologic modeling techniques to support decision making in water resources management. The research takes as study case the Piracicaba, Capivari, and Jundiaí River Watersheds, which are supplied by Cantareira System and contribute significantly to São Paulos development. Utilizing a coupled model of rainfall-runoff and routing, necessary discharges were estimated in two reservoirs that cater for the region in order to fulfill the minimum mean discharge in two control sections downstream, one in Atibaia and another in Valinhos. Through groups of seven days of meteorological forecast data, the outflows were calculated along two years of simulation. With the obtained results, it was verified the attainment of expected demands with the reduction of around 72% with respect to real dispatched volumes during the same period. Even with simplifications inherent to the modeling process, the author concludes that the model provides good results, based on exact techniques, that can add information to complement water resources management in a sustainable way

    “Spain is the problem. Europe is the solution”. In this fashion Ortega y Gasset once dramatized the need to “Europeanize” Spain. The results over the first twenty five years of EU membership have been truly impressive. When Spain became a member of the EC, some of the best and brightest of Spain’s governmental cadres and universities joined the expanded European institutions, taking on positions of responsibility. The most prominent chaired the European Court of Justice (Gil-Carlos Rodríguez Iglesias) and the Parliament (Enrique Barón, José-María Gil Robles, and Josep Borrell), holding key positions in the Commission, and filling the newly created position of High Representative for the Common Foreign and Security Policy (Javier Solana). Spain, in sum, “was not different”, contrary to what old-fashion tourist publicity for the country used to say. It was a European country like any other that was returning to its natural home after a long exile. Spain, in turn, received considerable benefits from EU membership through funds for regional investment policies, agriculture and rural development, and the modernisation of national infrastructure. From an index of 60 percent of the European average in 1986, today Spain’s income per head is in the range of 105 percent, with some regions surpassing 125 percent. From being a country that was a net receiver from the EU budget, Spain today is a net contributor. Reflecting this development, the present volume examines different dimensions of the deepening relationship between Spain and the rest of Europe through membership of the EU (its history, and its impact on policy development on economic growth and on relations with third countries)

    Difficulties of transferring risk-based capital requirements to developing countries

    In principle, financial regulation seeks to remedy recognized deficiencies in a nation's economic, political, and bureaucratic incentivestructures. But the social urgency of particular financial policy problems differ according to a country's stage of development. Regulatory strategies that make sense for industrial countries are unlikely to work the same way in developing countries. The author examines opportunities for transferring the framework of risk-based capital requirements negotiated by the G-10 countries under the auspices of the Bank for International Settlements in Basle. He finds that an unchanged transfer of the Basle framework to developing countries is economically inappropriate and politically infeasible. And its voluntary adapation is difficult because the long-run economic appropriateness of the Basle framework of solvency regulations directly opposes their short-run political embraceability. The author believes that what most urgently needs to be transferred to developing countries are elements of supervisory technology: methods of information collection and management, legal processes for prompt and equitable default resolution, and mechanisms for controlling the incentive conflicts that lead bankers and government supervisors to resist the healthy exit or recapitalization of damaged institutions. As a first step, the author recommends that the World Bank and the Bank for International Settlements promote economically beneficial reforms in information collection and management, reforms that do not preclude flexibility in current prudential standards in individual countries.Banks&Banking Reform,Environmental Economics&Policies,Financial Intermediation,Banking Law,Economic Theory&Research

    2-Aminoethanol and C-substituted derivatives 1 react with diacetyl, benzil, and 1-phenyl-1,2-propanedione, models of α-diketones 2 to give with remarkable regio- and stereoselectivity 2-hydroxy-5,6-dihydro-2H-1,4-oxazines 3, cis-octahydro[1,4]oxazino[3,2-6]oxazines 4, α-imino ketones 6, 2-acetyl-1,3-oxazolidines 7, N,N′-bis(2-hydroxy-2-methylpropyl)-2,3-butanediimines 8, and 2,2′-dimethyl-2,2′-bioxazolidines 9 depending on the nature of the reagents and the reaction conditions. On the basis of isolated intermediates, a reasonable mechanism taking into account the stereoelectronic effects observed on the cyclization has been proposed for these processes. In addition, a kinetic study of the ring-chain-ring tautomeric equilibrium of oxazines 3a-c, 3i-k, and 3o-q has been studied by 1H NMR and 13C NMR. In solution, compounds 3a-c and 3i-k exhibit a three-component tautomeric equilibria consisting of the following: the β-iminohemiacetal 3, the β-hydroxyimino ketone 6, and the 2-acetyl- or 2-benzoyl-1,3-oxazolidine 7. The calculated rate constants for this process show that the equilibrium is shifted toward the formation of the five-membered ring by 0.4-4.8 kJ mol-1 over the six-membered ring depending on the substitution patterns. Compounds 3p-q exist in solution as equimolar mixtures of the ring and open-chain tautomers. Compound 3o exists predominantly in the open-chain form.     Detective fiction in Cuban society and culture.

    PhDThe object of this thesis is to reach towards an understanding of Cuban society through a study of its detective fiction and more particularly contemporary Cuban society through the novels of the author and critic, Leonardo Padura Fuentes. The method has been to trace the development of Cuban detective writing and to read Padura Fuentes in the light of the work of twentieth century Western European literary critics and philosophers including Raymond Williams, Antonio Gramsci, Terry Eagleton, Roland Barthes, Jean Paul Sartre, Michel Foucault, Jean François Lyotard and Jean Baudrillard in order to gain a better understanding of the social and historical context from which this genre emerged. By concentrating on the literary texts, I have explored readings which lead out into an analysis of the broader philosophical, political and historical issues raised by the Cuban revolution. Since it deals primarily with modes of deviance and notions of legality and justice within the context of the modern state, detective fiction is particularly well suited to this type of investigation. The intention is to show how this is as valid in the Cuban context as it is in advanced capitalist societies where such research has already been carried out with some success. The thesis comprises an introduction, ten chapters and a conclusion. The chapters are divided into three sections. Chapters 1 to 3 attempt a broad theoretical, historical and socio-political analysis of the cultural reality within which the Cuban revolutionary detective genre emerged. Chapters 4 to 6 analyse the Cuban detective narrative from its inception in the early part of the twentieth century until the emergence of Leonardo Padura Fuentes as the foremost exponent of the genre in Cuba after 1991. Chapters 7- 10 concentrate upon the work of Leonardo Padura Fuentes, offering a reading of his detective tetralogy informed by the preceding discussion. The contribution made by the thesis to knowledge of the subject is to build upon the work of Seymour Menton and Amelia S. Simpson on the development of the Cuban detective novel and to provide analyses of the pre-Revolutionary Cuban detective narrative and the work of Leonardo Padura Fuentes for the first time in the English language. The thesis concludes that the study of this popular genre in Cuba is of crucial importance to the scholar who wishes to reach as full an understanding of the social dynamics within that society as possible. In particular, it proves that Cuban detective fiction provides a useful barometer of social change which records the shifts in the Cuban Zeitgeist that have taken place over the past century
