Abstract
The Holy See is different from the Vatican. The Vatican is a state, 1.thereas the Holy See is the central governing institution of the Catholic Church. The position of the Holy Sec is in the Vatican State.
The international status of the Holy See is very unique. It is a sui generis subject of international law. Although it is not a state, it enjoys international recognition. Its diplomacy consists of intern and extern aspect. The intern aspect of its diplomacy is that of church interest. The extern aspect is that of diplomacy itself. It is neutral in internationally political interests. It focuses on humanitarian and moral diplomacy.

Based on the observation of lubrication function is very important above the ship, then the lubrication system must be given special attention in carrying out routine maintenance or lab testing in addition to other machinery. So that this lubrication system can work in accordance with its function on the ship so as not to disrupt the smooth operation of the ship. So the author poured in this thesis with the title “Pengaruh Tidak Maksimalnya Kerja Pelumasan Diesel Geerator di KM. Pekan Fajar” Based on the observation of lubrication function is very important above the ship, then the lubrication system must be given special attention in carrying out routine maintenance or lab testing in addition to other machinery. So that this lubrication system can work in accordance with its function on the ship so as not to disrupt the smooth operation of the ship. So the author poured in this thesis with the title. Furthermore the authors in data collection techniques is the method of observation, interview method, and literature review seta author gives the location /place of research. At the end of this thesis, the authors present the main substance of the conclusion, ie before there is better damage prevention by way of maintenance on the lubrication system. The treatment must be in accordance with the working hours (running hours) on the instruction manual book.

Secara normatif, pembatasan terhadap Daerah untuk menyelenggarakan hubungan luar negeri didasarkan pada Undang-undang Dasar 1945, Undang-undang tentang Hubungan Luar Negeri, dan Undang-undang tentang Perjanjian Internasional. Dilihat dari potensi daerah, hampir semua Daerah di Indonesia mempunyai keterbatasan tertentu untuk menyelenggarakan hubungan luar negeri. Sebagai antisipasi masa depan yang sulit diprediksi perubahannya, penyelenggara negara perlu melakukan penyesuaian yang fleksibel atas pembatasan terhadap Daerah untuk menyelenggarakan hubungan luar negeri, dan Daerah sendiri harus segera memperbaiki segala keterbatasannya supaya mampu mengimbangi Daerah dari negara lain yang menjadi mitra kerjasamanya

No full textChildren’s rights are well-established through various international conventions. But, international conventions do not wellimplemented in Indonesian law. Besides that, international convention is often interpreted differently in Indonesian law. To guarantee children’s rights, the government and society of Indonesia must be effort to implement international conventions already ratified correctly. Hak-hak anak sudah diatur dengan baik melalui berbagai konvensi internasional. Tetapi, konvensi internasional tidak diimplementasikan dengan baik dalam hukum Indonesia. Selain itu, hukum Indonesia sering menginterpretasikan hukum internasional secara berbeda. Untuk menjamin hak anak, pemerintah dan masyarakat Indonesia harus berusaha untuk mengimplementasikan konvensi internasional dengan tepat.</p
