The project of an African Development Bank
The establishment of an African Development Bank has for some time been of great concern to all African governments. The strong desire of all African peoples to achieve a better standard of living through accelerated development of their economies imposed a search for new ways and means which could contribute effectively to that end. It is due mainly to the collaboration of all African governments and 10 the stimulation and. work undertaken under the auspices of the Economic Commission for Africa and its ad hoc Committees that the project envisaging the establishment of an African Development Bank Is now ready for submission to a Conference of African Finance Ministers. This paper is submitted. for information to the Heads of African States convening in Addis Ababa with a view to offering a concise appraisal of the project of an African Development Bank
