ICT solutions in intelligent organizations as challenges in a knowledge economy
Solutions of the Information and Communication Technology (ICT) are the foundation of modern economic organizations in a knowledge economy. This is the case in particular in intelligent organizations, for which the advanced ICT infrastructure is the sine qua non condition for the effective knowledge management. This article is aimed at describing the role of modern ICT trends, which are described as SMAC, (Social, Mobility, Analytics, Cloud), and are becoming an essential ICT element supporting management processes. Such solutions enable to create new models of organization operations on the global markets using strategic resources, such as the knowledge supported with SMAC solutions. The arguments are illustrated with results of own research conducted by the author in 2014-2016 in selected SME’s from the Mazowieckie and Wielkopolskie rovinces and their reference to the general development trends in this area
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
ICT Infrastructure for the SME sector in the Cloud Computing Model
Jedną z istotnych barier rozwojowych sektora MSP są ograniczenia finansowe. Skutkuje to mniejszymi nakładami na niezbędną infrastrukturę ICT (Information and Communication Technology), która stanowi istotne uwarunkowanie nowocześnie funkcjonujących przedsiębiorstw. Interesującym rozwiązaniem staje się model przetwarzania w „chmurze” (cloud computing), jako szczególne rozwinięcie idei outsourcingu informatycznego. Celem artykułu jest ukazanie rosnącego zainteresowania sektora MSP tym modelem przetwarzania danych, ukazanie jego istoty i efektywnych wariantów realizacyjnych. Wykorzystując własne badania ankietowe oraz dostępną literaturę przedmiotu, autor przedstawił koncepcję wykorzystywania przetwarzania w „chmurze” na poziomie koniecznej warstwy sprzętowo-systemowej oraz aplikacyjnej. Ta ostatnia właśnie – za sprawą zastosowania systemów ERP (Enterprise Resource Planning) – stanowi o końcowych walorach użytkowych modelu cloud computing.
Artykuł koncepcyjny.One of substantial development barriers for the SME sector is financial limitations. It leads to lower outlays on an indispensable ICT (information and communication technology) infrastructure, which is a crucial determinant of newly functioning enterprises. An interesting solution becomes the
model of cloud computing as a specific explication of the idea of IT outsourcing. An aim of the article is to indicate a growing interest of the SME sector in this model of data processing, to show its essence and effective implementation variants. Using his own surveys as well as the accessible literature of the subject, the author presented the concept of use of cloud computing at the level of the necessary hardware, software and application layer. Just the latter – thanks to use of the ERP (Enterprise Resource Planning) systems – determines the final use values of the cloud computing model.

100 days of Act on contractual advantage
W artykule omówiono pierwsze sto dni obowiązywania ustawy z dnia 15 grudnia 2016 r. o przeciwdziałaniu nieuczciwemu wykorzystywaniu przewagi kontraktowej w obrocie produktami rolnymi i spożywczymi. Autor przedstawił prowadzone przez Prezesa Urzędu Ochrony Konkurencji i Konsumentów postępowania związane z wykorzystywaniem przewagi kontraktowej, a także zastosowanie innych instrumentów znajdujących się w kompetencji organu. Następnie rozwinął zagadnienie współdziałania Prezesa UOKiK z innymi podmiotami w zakresie zarówno spraw rozpoznawanych przez organ, jak i możliwego procesu legislacyjnego. Kolejną kwestią analizowaną przez autora było propagowanie przepisów ustawy o przewadze kontraktowej i aktualne problemy związane z jej stosowaniem. Autor wskazał, że aktualnie priorytetowe jest właściwe określenie pojęcia interesu publicznego na potrzeby przedmiotowej ustawy oraz otwarte podejście do definicji praktyk naruszających tę ustawę z należytym uwzględnieniem analiz ekonomicznych. W wyniku tej analizy autor doszedł do wniosku, że pomimo bardzo krótkiego okresu obowiązywania ustawy o przewadze kontraktowej doszło do szeregu działań związanych z realizacją jej przepisów, ale wciąż większość pojawiających się w niej pojęć wymaga rozwinięcia poprzez działalność orzeczniczą organu i sądów, a także twórczą doktryny prawa.The article discusses 100 days of the Act of 15th December 2016 on the unfair use of contractual advantage in the trade in agricultural and food products. The author describes the cases that the President of the Office of Competition and Consumer Protection (referred as the President of the UOKIK) is currently dealing with along with other instruments used as a tool in combating unfair practices. Next issue tackled is the cooperation of the President of the UOKiK with other relevant bodies in the context of handled cases and possible legislation process. Afterwards the author analyses the popularization of the Act among the public and the obstacles met with its application. The author stresses that at this moment crucial seems to be finding an accurate meaning of the term public interest used in the context of the Act and the flexible approach to the scope of practices described as unfair (keeping in mind the economic analyses). As a result, the author states that despite the very limited time of the Act in force there have been numerous actions taken. Still there are ambiguous terms of the Act that should be elaborated by the court’s ruling and the doctrine
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
