    Cet article documente et analyse la nature des savoirs traditionnels des pêcheurs artisans sénégalais dans leur appréhension des risques dus aux changements de l’environnement marins. A partir d’entretiens individuels et de groupe auprès de pêcheurs de la communauté guet-ndarienne, il montre que les pêcheurs interprètent ou prédisent la survenue de variations ou de changements sur les paramètres environnementaux tels l’état de la mer, la houle, le vent, la pluie, la nature des fonds, les espèces en présence à partir d’indicateurs reposant sur le mouvement apparent des astres, le comportement des arbres ou des animaux (marins ou terrestres), le goût, la couleur ou la forme de certains éléments de leur environnement. Ces modes d’appréhension de l’environnement marin des pêcheurs fondés sur leurs savoirs empiriques pourraient être soumis à l’expérimentation et la validation scientifique et, à l’issue de recherches futures, venir renforcer la connaissance général sur les mécanismes d’alerte et de réduction des risques dus aux changements climatiques, notamment auprès de certaines communautés côtières ouest-africaines.This article analyses the nature and scope of the knowledge of Senegalese artisanal fishermen in their understanding of the risks due to changes in the marine environment. Based on individual and group interviews with fishermen from the guet-ndarienne community, it shows that fishermen interpret or predict the occurrence of variations or changes in environmental parameters such as sea state, swell, wind, rain, the nature of the seabed and species present using indicators based on the apparent movement of the stars, the behaviour of trees or animals (marine or terrestrial), the taste, colour or shape of certain elements of their environment. These ways of understanding the marine environment of fishermen based on their empirical knowledge can be subjected to scientific experimentation and validation and can be appropriated by the scientific community and be of universal use in order to contribute to the means of reducing the risks due to global changes

    Trade policies and trade mis-reporting in Myanmar

    While the trade statistics of Myanmar show surpluses for 2007 through 2010, the corresponding statistics of trade partner countries indicate deficits. Such discrepancies in mirror trade statistics are analyzed in connection with the ‘export-first and import-second’ policy provisioning import permissions on permission applicants possessing a sufficient amount of the export-tax-deducted export earnings. Under this policy, the recorded imports and exports of the private sector have been maintaining equilibrium, whereas discrepancies in the mirror statistics have fluctuated.     Fur eine Gesamtaufgabe der Archive im französischsprachigen Westafrika. Im Westafrika französischer Zunge stehen die Archive immer noch unter dem Einfluss des Kolonialerbes. Ausser den aus Mangel an Krediten und Fachleuten erwachsenden Schwierig- keiten stösst man sich an denen, die eine allzu stark kulturell betonte Auffassung des Archivwesens hervorruft. Diese etwas engherzige Sicht hindert die Staatsarchivbehôrden der Gegend daran, fur ihre Archivpolitik einen mit den von den Regierungen als vorrangig erklàrten Zielen vertrâglichen Weg zu beschreiten. Infolgedessen riicken die Archive weit hinter den vorrangigen Besorgnissen der Regierungen in den Hintergrund. Um dem abzuhelfen, empfiehlt der Verfasser nicht etwa, dieses Bild zu verwerfen, sondern es durch eine Auffassung von unserem Beruf, bei der auch die Behandlung der Verwaltungsakten den ihr gebùhrenden Platz findet, zu ergànzen. Die Anwendung dieser Richtlinien lôst triebkrâftig die Frage eines wirksamen, reibunglosen Ablaufs der Verwaltungsarbeit und tràgt zur Bewahrung wesentlicher Teile des afrikanischen Schriftgutes bei.For a global approach of the archivai function in francophone West Africa. The archives in francophone West Africa are linked with the colonial past. There is a general lack of adequate resources and trained personnel, and also too great an emphasis on the "cultural" approach, which hinders the national archives administration in implementing policies along the lines of governmental priorities. Archives are therefore kept outside the trend of national priorities. As a remedy, the author proposes not to reject altogether the " cultural " approach, but to complete it by a broader concept including administrative records management. This could lead to a dynamic improvement of the administrative management methods and to a better préservation of the African written héritage.Para un enfoque global de la función archivistica en la Africa Occidental francofona. Los archivos en la Africa Occidental francofona son estrecnamente vinculados con el pasado colonial. Hay una carencia général de recursos y de personal formado, y tambien una importancia excesiva del enfoque «cultural », que estorba a las administraciones nacionales de archivos en llevando una politica conforme a las prioridades gubernamentales. Por lo tanto los archivos quedan apartado de las prioridades nacionales. Corne remedio, el autor no propone el abandono total del enfoque «cultural », sino su complemento con un concepto más ancho, incluyendo la gestion de documentos administratives.     Normes SPS et compétitivité-qualité de la filière fruits et légumes frais au Sénégal

    L’utilisation abusive des pesticides est devenue un réel problème pour la qualité des fruits et légumes frais au Sénégal. Les fruits et légumes produits au Sénégal contiennent des résidus de pesticide qui font deux voire cinq fois les Limites Maximales de Résidus fixées par le Codex Alimentarius (Cissé et Tall, 2001 ; CLX, 2008 ; Gueye, 2009). Ce qui nous a poussé à se questionner sur l’impact de cette faible qualité sur la compétitivité de la filière horticole du Sénégal. La plupart des analyses théoriques montrent que pour les pays en développement, les difficultés à commercer sur le marché mondial est le fait des écarts par rapport à la qualité exigée (Henson et al 2002, Mbaye, 2005). L’intérêt de cet article est qu’il cherche à combiner les indicateurs prix et qualité pour mieux cerner les implications de politiques sur la compétitivité de la filière horticole du Sénégal. Les résultats obtenus montrent que le fait de ne pas se conformer aux normes SPS peut avoir comme conséquence la baisse ou même l’absence d’exportation. Le paiement d’une prime de qualité aussi est très incitateur pour le respect des normes. Par exemple, le Maroc exporte plus en volume que le Kenya, mais ce dernier gagne plus en valeur du fait de la bonne qualité de ces produits. En somme, la politique d’incitation pour améliorer la qualité des produits exportés a un impact très positif sur la compétitivité

    The villages of Mballing, Nianing, Point Sarène and Mbodiène located on the « Petite Côte » of Senegal, intended to implement their own Protected Fishing Zone (PFZ). Fishermen define the PFZ according to empirical knowledge on fish biology but also on their means to insure the application of management rules on the PFZ. Surfaces covered do not exceed two kilometers offshore from the coastline. Support researches have shown that the narrowness of zones covered offshore, raised the relevance of the PFZ efficiency on the management of the species demersal targeted. Regarding the case of Petite Côte, the shallow rocky zones (2 to 3 m of depth) extend on 3-4 kilometers offshore. It has been recommended to establish common PFZ that covers at least 3 km offshore to include spawning and nursery area for the main targeted species. However, the scientific argument putting forward the fish area repartition, here in the sense of « path » [parcours], comes up against the community’s identification to their « local area » [terroir]

The original is believed to have been written between 1902 and 1954 by Serigne Mbaye Diakhate. Most of the manuscript is written with black ink, with red ink used for vowels and key words. Purple and green inks are also used to highlight some key words. There are parts in Arabic, especially in prayers, and in opening and closing formulae. The manuscript contains discussions on religious and secular issues. The themes addressed include, among others: prayers against evil and misfortune; prayers for knowledge, strong faith, divine blessings in this world and the afterlife; prayers for good health, good harvest, good rainy season for farmers; and praises of Prophet Muhammad and Cheikh Ahmadou Bamba. Also included are satirical materials such as criticisms directed to false spiritual guides who mislead their followers and the fools who follow them; and warnings against jealousy, Satan's traps, betrayal, talkativeness, laziness, and lack of discipline. The author also stresses the importance of patience, serenity, listening ability, hard work, abiding by the ndigal (instructions), true friendship, perseverance, and self-criticism. The challenges and achievements of several Murid dignitaries are also mentioned, including those of Cheikh Ibrahima Fall, Serigne Mouhammadou Moustapha Mbacke (who served as the first Khalifa of the order), and Serigne Massamba Mbacke, among others. The author uses Cheikh Ahmadou Bamba's teachings, the Wolof local culture, values, realities, and symbols to educate and disseminate Murid ethos among the masses. Digitized on 25 July 2011.     Les « terroirs » maritimes revisités

    International audienceLa diversité des formes de socialisation de l’espace maritime et de spatialisation des sociétés maritimes se traduit dans la richesse des termes pour désigner les droits traditionnels d’appropriation de la mer et de ses ressources, des TUR’f (Territorial Use Rights in fisheries) au CMT (Customary Marine Tenure), des terroirs halieutiques aux technotopes.Cet article se propose de revisiter la notion de terroir maritime, en s’appuyant sur des études empiriques menées en particulier au Sénégal dans les années 1980 et une analyse de la littérature internationale en sciences sociales et en ré-explorant cette notion à partir de terrains diversifiés, du Sénégal au Vietnam et à l’aune des discours et dispositifs environnementaux récents. Cette notion, typiquement francophone, voire Africaniste, utilisée à l’origine pour désigner les portions de territoire dont dépendent les communautés rurales pour leur subsistance, nous avait semblée pertinente pour qualifier les espaces littoraux et maritimes contrôlés par les paysans-pêcheurs et que nous distinguions des parcours des marins-pêcheurs. Dès l’époque coloniale puis avec les Indépendances, ces espaces, non aménagés de façon permanente, appropriés bien souvent collectivement (ce sont des « commons » ou communs), font l’objet d’accaparement public et privé. Dans cet article, nous discutons de la pertinence de cette notion de terroir maritime et proposons un cadre conceptuel et méthodologique. Nous retraçons la chronique de la fin de ces terroirs ou de leur remise en cause avec les processus d’enclosure publique et privée (domaine public, ZEE, AMP, etc.); puis nous analysons leur renouveau, compte tenu du changement de paradigme en termes de conservation de la biodiversité et des nouvelles approches de cogestion (ou gouvernance partagée et durable) se focalisant sur le local. Cette dynamique, est discutée à travers divers exemples ouest-africains, de l’échelle internationale à l’échelle locale: le projet de territorialisation des espaces maritimes ouest-africains de la Banque Mondiale, l’acte III de la décentralisation, achevant le processus de communalisation des terroirs traditionnels et la création des aires ou zones marines protégées au Sénégal, dites communautaires ou patrimoniales telles les APAC et les ZPP, ou encore l’engouement actuel pour les produits de terroir ou de meroir

    La gouvernance des pêcheries de crevettes en Casamance : tensions entre locaux, migrants et administration

    International audienceSince 1974, a series of measures are taken by the Fisheries Department, sometimes permitting, sometimes prohibiting fishing for shrimp in the area from the Casamance estuary mouth to Ziguinchor. Since, this changing policy could not appease the more or less open conflicts between fishing communities on the one hand and between them and the administrative authorities on the other. The issue of the closure of the forbidden zone is always posed by shrimp fishermen who invest this area despite the latter 2008 arrest, imposing the ban on new shrimp fishing in this part of the estuary of Casamance. Faced with the inability of fishing services to enforce the ban on fishing for shrimp in the area downstream of the Emile Badiane Bridge and regulate the use of gear, local populations have initiated protected areas in the waters of their territory, Area of Autonomous and Communal Heritage (AACH or APAC in french). Feeling their activities threatened by APAC and the enclosure of the zone, shrimp fishermen, mostly migrants, have proposed to the fishery administration, the establishment of a biological rest. This paper shows the difficulty of governance of shrimp fisheries in Casamance face to the controversial proposals of the three stakeholders
