This shows that expectations set by the government during the budget speech are not honoured. This Insight analyses budgeting on social services and the rural economy to demonstrate the extent of deviations in promised allocations and actual expenditure. Results suggest that when precise expenditure is not tangible, it is easier to renege on budget promises

Taking concrete steps to reduce corruption, therefore, is critical to recover from the current crisis and to put the country on a sustainable growth path. Public procurement is an important area the country has to focus on in its fight against corruption. Public procurement refers to the purchasing of goods and services by the government, ranging from stationary items to services of contractors to construct ports and power plants. Corruption in procurement pushes up the price of contracts, leading to the waste of scarce public funds. Research indicates that the amount lost on public contracts due to corruption can amount to 10–25% of a public contract’s value on average. This article points out one of the critical shortcomings in the public procurement regulatory framework in Sri Lanka that makes it highly vulnerable to corruption. The current regulatory framework fails to recognise engaging in fraudulent and corrupt activities during procurement as a valid reason for blacklisting. Sri Lanka is in fact a backward outlier in the South Asian region in this respect

The mirage is created by counting in US dollars and effectively presenting nominal growth in GDP (increased prices) as real GDP growth (increased incomes)

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
