Electricity independence of the Baltic States: Present and future perspectives
No full textDue to historical and geographical reasons, the Baltic States are strongly interconnected to power transmission grids of Russia and Belarus. Current energy security policies and electricity interconnection targets in the EU trigger the need for studying and implementing alternative electricity supply options and power system configuration schemes for the Baltic countries.
In order to provide a supporting analysis for the energy policy making, with a special focus on electricity, a framework with methodologies is proposed in this paper to assess the electricity independence of the Baltic States. To comprehensively assess the electricity independence, we provided three indices: “adequacy”, “security” and “economic factor”. The proposed framework and methodologies are applied for assessing the electricity independence of the Baltic States in the present (2014) and future scenarios: mid-term (2020), and long-term (2030) time frame.
The analysis results show that the planned generation capacities are adequate to cover future electricity demand in the Baltic States in 2020 and 2030. Under the current electricity grid planning, power distribution in some local areas is limited in the future scenarios. Additional grid investments are necessary to keep high security level of power supply in 2020/30

No full textMaģistra darbs izstrādāts, lai pierādītu darījumu ar nekustamo īpašumu apliecināšanas nepieciešamību, līdz ar to nodrošinot nekustamā īpašuma iegūšanu tiesiskā ceļā, kurā darījuma dalībnieki izprot notiekošā būtību, sasniedzamo rezultātu un juridiskās sekas, tā kā minētajā procesā piedalās kompetenta amatpersona.
Atspoguļojot apliecināttiesīgo amatpersonu darbību, autore analizē konsulu, bāriņtiesu darbību un apliecināšanas funkciju apjomu darījumu apliecināšanas jomā, kā arī spēkā esošo normatīvo aktu pretrunas. Īpaši uzsvērta tiek zvērinātu notāru darbība, jo tieši šai amatpersonai piekrīt taisīt apliecinājumus un notariālos aktus, bet tajā pašā laikā tiek konstatētas atsevišķu zvērinātu notāru kļūdas, pildot savus amata pienākumus.
Lai lasītājs gūtu priekšstatu par notariālo apliecinājumu, tiek salīdzināts paraksta īstuma apliecinājums un notariālais akts, pierādot, ka tiesiski drošu darījumu, kas skar nekustamā īpašuma sfēru, var noslēgt tikai ar kompetentas, neitrālas amatpersonas klātbūtni.
Pētot akta sastādīšanas nosacījumus, pierādījuma spēku un izpildu spēku, tiek atspoguļota notariālā akta autentiskuma materiālās un intelektuālās dimensijas būtība. Salīdzinoši liela uzmanība veltīta darījumu rakstiskas formas nepieciešamības izpētei.This Masters thesis has been written to prove necessity of the certification of the real estate transactions, wherewith to ensure acquisition of the real estate in a legal manner, where participants of the transaction comprehend the nature of the process, achievable result and legal consequences, due to the participation of a competent person in this process.
Displaying the actions of the officials empowered to certification, the author analyses the actions of consuls, custody courts and the dimension of certification function in transactions, as well as contradictions in effective laws and regulations.
For the reader to get the concept on notarial certification, a certification of the authenticity of a signature and notarial act is compared, proving that a legally safe transaction regarding real estate field can only be concluded in the presence of a competent and neutral official.
Researching the conditions of drafting of the act, the force of proof and execution, the concept of the material in intellectual dimension of the notarial act is displayed. Comparatively great deal of attention is given to research of the necessity of written form of the transactions
