    A Federalist Alternative for European Governance

    How did the European Union (EU) deal with the crises of the 2010s and 2020s? These crises arose in policy realms that were the province of national governments, so the European Council was the driving institu- tion for managing them. National governments were able to take deci- sions, but their decisions were contradictory and unaccountable, and regularly hindered by divisions between them. In order to manage a pol- icymaking process dominated by the claims of national and sub-regional governments, Sergio Fabbrini argues that intergovernmental governance has had to transform the EU into an international organization. Fabbrini shows that differentiated integration would further distance the EU from the project of an ‘ever closer union’ and, on the basis of a comparative federalism approach, he proposes an alternative paradigm of a multi-tier Europe with a federalist core to balance national sovereignties and supra- national authority

    Sergio Fabbrini proposes a way out of the EU's crises, which have triggered an unprecedented cleavage between 'sovereignist' and 'Europeanist' forces. The intergovernmental governance of the multiple crises of the past decade has led to a division on the very rationale of Europe's integration project. Sovereignism (the expression of nationalistic and populist forces) has demanded more decision-making autonomy for the EU member states, although Europeanism has struggled to make an effective case against this challenge. Fabbrini proposes a new perspective to release the EU from this predicament, involving the decoupling and reforming of the EU: on the one hand, the economic community of the single market (consisting of the current member states of the EU and of others interested in joining or re-joining it); and on the other, the political union (largely based on the eurozone reformed according to an original model of the federal union)

    Sergio Fabbrini argues that the European Union (EU) is made up of states pursuing different aims, rather than simply moving in the same direction at different speeds. He describes the alternative perspectives on the EU (an economic community, an intergovernmental union, and a parliamentary union), that led to multiple compromises in its structure and shows how the Euro crisis has called them into question. The book argues that a new European political order is necessary to deal with the consequences of the crisis, based on an institutional differentiation between the EU member states interested only in market co-operation and those advancing towards a genuine economic and monetary union. Such a differentiation would allow the latter group to become a political union, conceptualised as a compound union of states and citizens, while preserving a revised framework of a single market in which both groups of states can participate

Un biennio di drammatici conflitti che si estende dall’invasione russa dell’Ucraina del 24 febbraio 2022 all’attacco terroristico di Hamas ad Israele del 7 ottobre 2023. Conflitti che continuano a generare devastazioni umane e materiali senza precedenti. Le democrazie di entrambe le sponde dell’Atlantico, sia pure per ragioni diverse, si sono dimostrate capaci di reagire alle due guerre, ma non di agire per anticipare queste ultime e per promuovere la loro soluzione. Non avevano previsto le guerre, si sono trovate impreparate quando queste ultime sono esplose e, una volta esplose, hanno continuato ad affrontarle con lo sguardo rivolto verso il basso. Insomma, i cigni democratici sono molto belli, il loro piumaggio è impareggiabile, ma i loro colli si sono ridotti. Il loro collo ha faticato ad alzarsi per guardare negli occhi le sfide di Putin e di Hamas (e le loro conseguenze)

    Compound democracies: why the United States and Europe are becoming similar

    Taking into consideration the entering into force of the Lisbon Treaty by 1 December 2009, the book offers a major new comparison of the European Union (EU) political system with the American one. After a long period of institutional divergence, Professor Fabbrini argues that the process of regional integration in Europe has significantly reduced the historical differences between the democracies on either side of the Atlantic. The EU and the USA are different unions of states and their citizens, but they function according to a similar logic, that of the compound democracy. Compound democracies are based on a multiple separation of powers. This guarantees that any decision is taken through a complex system of checks and balances. As the failure of the George W. Bush’s attempt of imposing the predominance of the President on the other separated institutions shows, also in the USA, as in the EU, the centralization of decision-making power is irreconcilable with the logic of a compound polity. Here the puzzle: how to guarantee the compound nature of the polity without detracting its decision-making capacity and democratic accountability

    Il volume raccoglie gli editoriali domenicali di Sergio Fabbrini pubblicati su Il Sole 24 Ore dall'agosto del 2020 al gennaio del 2022. Nella prima parte l'Autore parla dell'Unione europea (Ue), descrivendo e analizzando il suo funzionamento di fronte alla crisi pandemica, alle divisioni tra gli stati membri, alle sfide e alle pressioni esterne. Si passa quindi all'Italia, ricostruendo le ragioni che hanno condotto alla crisi del governo Conte I e alla nascita del governo Draghi. Con quest'ultimo, l'Italia è riuscita a recuperare i ritardi della campagna vaccinale e della preparazione del Piano nazionale di ripresa e resilienza (Pnrr), ma non ha risolto i problemi strutturali di istituzioni pubbliche inefficienti, di un'élite politica faziosa e di una rappresentanza economica e sociale particolaristica. Nell'ultima parte viene descritto e analizzato il funzionamento della democrazia americana nelle condizioni di una crisi sanitaria e costituzionale senza precedenti. Insomma, le democrazie occidentali, sottoposte a stress test, hanno dimostrato la loro resilienza ma anche la loro fragilità. Non è scontato che riusciranno a superare questo test.     Progressive supranuclear palsy, multiple system atrophy and corticobasal degeneration

    Progressive supranuclear palsy (PSP), multiple system atrophy (MSA), and corticobasal degeneration (CBD) are forms of parkinsonism. PSP and CBD are 4R tauopathies and clinicopathologic overlaps exist between these two disorders. Neuropsychiatric symptoms including apathy, depression, anxiety are common features in patients with PSP and CBD. Disinhibition and impulsive behavior are also frequently observed in PSP patients, whereas hallucinations are seen only occasionally. Severe derangement in several neurotransmitter systems may account for behavioral symptoms observed in PSP and CBD, but substitutive therapy is not effective. Recent advances in genetics, epidemiology, biomarkers, pathophysiology, molecular mechanisms, and, in particular, the availability of treatments that may modify disease progression are opening new hopes in the care of these devastating disorders. MSA is a synucleinopathy with well characterized motor and autonomic dysfunction. MSA patients frequently show the presence of rapid eye movement (REM) behavior disorders, but the impact of neuropsychiatric disturbances and cognitive impairment in MSA needs further study. The availability of animal models and recent advances in the pathophysiology of α-synuclein accumulation are shedding light on the disease, opening new avenues for possible treatments

    Cranial movement disorders: clinical features, pathophysiology, differential diagnosis and treatment

    Cranial movement disorders are a common neurological problem. These disorders can be limited to the cranial muscles alone or manifest as part of a more generalized movement disorder. Cranial movement disorders can originate from the highest (motor cortex) to the lowest (cranial nerve and muscle) levels of the motor system. Owing to the lack of diagnostic tests and biomarkers for these disorders, their differential diagnosis can be difficult even for the experienced neurologist. Advances have, however, been made in the identification and treatment of these conditions, and most can be managed effectively with appropriate knowledge of the diagnostic signs and effective treatments.
