Intersection of a "small" convex body in a plane lattice
We solve the Buffon-Laplace problem of calculating the probability that a "small" convex body T (regular hexagon of constant side) in the Euclidean plane intercepts a line-segment of lenght at least s on a line of the lattice R_a (strips of constant width) and the probability that T intercepts on R_{a,\alpha} (rectangles with constant sides) a line segment of lenght at least equal s on a line of the lattice R_a and (respectively, or) a line-segment of lenght at least equal to on a line of the lattice R_\alpha
Elections to the Fourth State Duma of the Russian Empire as Assessed by the Newspaper Arkhangelsk
The article deals with the issues of coverage of the election campaign to the Fourth State Duma of the Russian Empire in Arkhangelsk Governorate. For the first time in historiography, the author reconstructs the process of the 1912 elections in the territory of Arkhangelsk Governorate on the basis of the publications in the Kadet newspaper Arkhangelsk. The author shows the attitude of the newspaper editors to the current electoral legislation and the initiatives for its development (disenfranchisement of the clergy, women’s suffrage). The author provides a comparative analysis of the number of voters in the elections to the Third and Fourth State Dumas by uyezd and considers representation of each group of voters in the governorate electoral assembly. In the agenda of the newspaper Arkhangelsk, the author highlights the following key issues in the coverage of the elections: participation of the clergy in the elections, influence of the authorities on the course of the election campaign, of the elections in uyezds, election campaigning, and forecasting the election results. Specific attitude of the newspaper editors to the results of the elections to the Fourth State Duma is shown
State Duma of Russian Empire: Deputies' Discipline Problem and Lawmaking
This article is about a deputy's discipline problem at the time of the State Duma of Russian Empire. K.A. Solovyov researches the level of the deputy's involvement in the lawmaking process, the deputy's absence in the plenary and commission meetings of the Lower House. The author analyzes the deputy's discipline influence on the legislative activity of the State Duma. K.A. Solovyov has come to the conclusion that the deputy's absence to a certain extent determined the functioning of the representative institution
Energy polarization and popular representation: Evidence from the Russian Duma
In this article we introduce the term “energy polarization” to explain the politics of energy market reform in the Russian Duma. Our model tests the impact of regional energy production, party cohesion and ideology, and electoral mandate on the energy policy decisions of the Duma deputies (oil, gas, and electricity bills and resolution proposals) between 1994 and 2003. We find a strong divide between Single-Member District (SMD) and Proportional Representation (PR) deputies High statistical significance of gas production is demonstrated throughout the three Duma terms and shows Gazprom's key position in the post-Soviet Russian economy. Oil production is variably significant in the two first Dumas, when the main legislative debates on oil privatization occur. There is no constant left–right continuum, which is consistent with the deputies' proclaimed party ideology. The pro- and anti-reform poles observed in our Poole-based single dimensional scale are not necessarily connected with liberal and state-oriented regulatory policies, respectively. Party switching is a solid indicator of Russia's polarized legislative dynamics when it comes to energy sector reform
Art Policy of the State Duma of the Russian Empire
The author examines the resolutions of the Third State Duma of the Russian Empire in regard to art, chiefly concerning rebuilding of the Taurida Palace in St. Petersburg, the problem of preservation of historical monuments and the activity of the member of the State Duma, well-known archaeologist A. Bobrinski
a vida obrigam. Falam de ‘pedras’ e de ‘asas’ e das possíveis formas criminosas de estas se
relacionarem
A hybrid model for the analysis of a surgical pathway
In this paper we focus our attention on the analysis of a surgical pathway from a patient-centred point of view. The main concern of this work is the introduction of some optimization modules in the management of the most critical resources in a surgical pathway, that is the stay beds and the operating rooms, and to evaluate their impact with respect to a set of patient- and facility- centred indices. We propose a hybrid simulation and optimization model: simulation is used in order to generate a real situation with respect to the inherent stochasticity of the problem while optimization is used to take the best decisions in different points of the surgical pathway
Market Reform, Regional Energy and Popular Representation: Evidence from Post-Soviet Russia
This article investigates the relative impact of regional energy production on the energy voting choices of State Duma deputies between 1994 and 2003, controlling for other factors such as party affiliation, electoral mandate, committee membership and socio-demographic parameters. We apply Poole’s optimal classification method of roll call votes using an ordered probit model to explain energy market reform in the first decade of Russia’s democratic transition. Our main finding is that the gas production factor is inter temporally important in the formation of the deputies’ legislative choices and shows Gazprom’s strategic position in the post-Soviet Russian economy. The oil production factor is variably significant in the two first Dumas, when the main legislative debates on oil privatization occur. The energy committee membership tends to consistently explain pro-reform voting choices. The pro-and anti-reform poles observed in our Poole-based single dimensional scale are not necessarily connected with liberal and state-oriented policies respectively.energy regulation, market reform, energy resources, roll call votes, legislative politics, State Duma, Russia
The optimization of a surgical clinical pathway
A Clinical Pathway (CP) can be conceived as an algorithm based on a flow chart that details all decisions and treatments related to a patient with a given pathology. CPs can be considered an operational tool in the clinical treatment of diseases, from a patient-focused point of view. Although it has been shown their benefits in clinical practices, little attention has been dedicated to study how CP can optimize the use of resources. We focus our attention on the analysis of a surgical CP from a patient-centred point of view in order to optimize the most critical resources of a surgical CP, and to evaluate the impact of the optimization with respect to a set of patient- and facility-centred indices
