    UN MODELLO TERRITORIALE PER LO SMALTIMENTO E RECUPERO DEI RAEE

    Il concetto di RAEE (Rifiuti di Apparecchi Elettrici ed Elettronici) è stato introdotto in ambito comunitario dalla Direttiva 2002/96/CE la quale “reca misure miranti in via prioritaria a prevenire la produzione di rifiuti di apparecchiature elettriche ed elettroniche ed inoltre al loro reimpiego, riciclaggio e ad altre forme di recupero in modo da ridurre il volume di rifiuti da smaltire”. Il Decreto Legislativo 25 Luglio 2005 recepisce le due direttive europee 2002/95/CE e 2002/96/CE. Rientrano nel campo di applicazione di tale decreto tutte le apparecchiature elettriche ed elettroniche comprese nell’Allegato IA: – Grandi elettrodomestici, – Piccoli elettrodomestici, – Apparecchiature informatiche e per telecomunicazioni, – Apparecchiature di consumo, – Apparecchiature di illuminazione, – Strumenti elettrici ed elettronici, – Giocattoli e apparecchiature per lo sport e per il tempo libero, – Dispositivi medici, – Strumenti di monitoraggio e di controllo, – Distributori automatici. Ogni categoria racchiude un elenco di esempi di prodotti che devono essere presi in considerazione. Secondo la normativa, produttori e venditori hanno l’obbligo di ritiro dell’usato a fronte dell’acquisto di un nuovo apparecchio dello stesso tipo. Inoltre, tutti i prodotti messi sul mercato dopo l’entrata in vigore del decreto dovranno riportare in modo chiaro e indelebile indicazioni sul produttore e il simbolo della raccolta differenziata dei RAEE e, ancora, entro un anno i produttori dovranno allestire sistemi di raccolta separata dei RAEE, o demandandoli a terzi oppure consorziandosi tra loro o ancora convenzionandosi con i Comuni. I centri presso i quali verranno radunati i rifiuti devono garantire l’integrità degli stessi per la messa in sicurezza dei RAEE storici e ottimizzare il reimpiego e il riciclo dei materiali e dei componenti. A tale scopo, i produttori dovranno anche informare i centri di raccolta e riciclo circa i componenti e i materiali che compongono l’apparecchio. Questi obblighi riguardano anche i produttori che utilizzano per la vendita i mezzi di comunicazione a distanza: anche loro dovranno adeguarsi ai vincoli del decreto e contribuire a finanziare i centri di raccolta separata e di riciclo. Il provvedimento stabilisce anche le sanzioni e per gli inadempienti e prevede la costituzione di due comitati: uno per la vigilanza e il controllo e uno d’indirizzo presso il ministero dell’Ambiente. Analizzando nello specifico la situazione presente nella provincia di Pescara, almeno per il momento, non ci sono aziende che si occupano del trattamento dei RAEE, mentre sono presenti circa 14 imprese che effettuano la raccolta e il trasporto, regolarmente iscritte nell’Albo Gestori di Rifiuti, le quali conferiscono le apparecchiature ormai dimesse negli stabilimenti collocati nella regione o in alcuni casi nelle Marche dove è presente una Piattaforma di riciclaggio di beni durevoli. L’ultima proroga al recepimento delle Direttive Comunitarie è avvenuta il 28 giugno 2007, il Consiglio dei Ministri ha fissato il nuovo termine per il 31 dicembre 2007. È auspicabile che la problematica venga affrontata, in prossimità di tale scadenza in termini più completi includendo questioni ad oggi scarsamente affrontate come: trattamento di rifiuti storici e ... finanziamento alla ricerca in questo campo

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    EPENDYMOGLIA SPINAL CORD MODIFICATIONIN IN A MODEL OF NEURONAL PLASTICITY

    Unlike adult mammalians and birds, in which the predominant glial elements are astrocytes, the ependymoglia is main in reptiles. In the present study we investigate the modification of the spinal cord ependymoglia in a model of neuronal plasticity as the regeneration of tail in lizard Gekko gecko. The caudotomy induces the growth of regenerating blastema and its differentiation with complete replacement of the amputated segment. A rudimental spinal cord re-grows into regenerated tail. It consists of an ependymal cell tube originating from the ependyma lining the central canal of the rostral spinal cord to the amputation plane, through to create a cellular scaffold that guides and supports the re-growing central axons. The aim of the present study is to investigate the morphological changes of glial elements in the tail spinal cord of lizard with intact tail compared to the relative region committed to innervate the regrowing tail at 5, and 15 days after caudotomy, and the complete regenerated tail. Single and multiple immunohystochemistry were performed for identification of glial fibrillary acid protein (GFAP) coupled to nuclear neuronal marker (NeuN). Intensely labelled GFAP-immunoreactive elements were found during spinal cord regeneration compared to intact tail. Many of these cells were tanycytes since they belong to subependymal layer and to gray matter of ventro and dorso-lateral part of central lumen. Each tanycyte abuts the lumen and extends a single, large processes into gray matter. The ependymal origin and radial arrangement of tanycytes were evident as they originated perpendicularly from the ependymal lumen and coursed parallel each other. These features suggest a changing of role for these cells, very likely involved in the supportive scaffold of the re-growing axons

    Retinohypothalamic projections to LH are involved in the light-mediated modulation of wakefulness through interaction with orexinergic and endocannabinoid systems

    The LH,the“wakefulness center”,is characterized by:orexinergic neurons,that produce orexin-A and B,and MCHneurons.Both,OX and MCHneurons,are critical regulators of wakefulness and sleep being wake-active and sleep-active,respectively.OX and MCHneurons are intermingled with GABAergic neurons maximally active during sleep and by their projections could inhibit OXneurons,to promote sleep.On the other hand,cannabinoids,the primary active agent in drugs of abuse,tend to generate a distorted sense of time.Endocannabinoids(EC)(2AGandAEA)show a circadian variation in the brain.Here we study the role of ECsystem in the modulation of wakefulness,hypothesizing a light-mediate ECsynthesis and release in the LH by means of the collateral-way of retinohypothalamic tract(RHT)described by Leak&Moore.The RHT is made by projections of pRGcells which detect light directly by using melanopsin,a photopigment responsive to blue-light.Glutamate is the primary neurotransmitter released at RHTprojections.Our previous studies suggest that ECsignaling exert a powerful modulation of OXAneurons,which synthesize 2AG and are innervated by glutamatergic/GABAergic inputs carrying CB1receptor.However lack of data exist despite to the expression of CB1 on RHTprojections to LH and on its activation following a possible light-mediated shift of EClevels.In order to unravel the question we identified RHTprojections to LH by intravitreal injection of anterograde tracerCTB performed in adult mice maintained at 12D/L.At 7 days after injection the CTBtracing were revealed by immunohistochemistry coupled to OXA,MCH,GAD65,CB1 revelation.We observed the majority of glutammatergicCB1/CTB and some gabaergicCB1/GAD65projections around OXAneurons as confirmed by CB1/OXA and CB1/DAGLα-immunoelectronmicroscopy. Moreover,a functional light-mediated activation of OXAneurons was tested by blue light-pulse excitation of retina at CT14.After 90min of dark,the LH was processed for c-Fos-revelation coupled to OXA,MCH,GAD65immunostaining.A strong c-Fos-expression was observed in OXAneurons.We supposed that synthesis and release of 2AG could be induced by glutamatergic light-mediated-activation of OXAneurons.2AG could,in turn,induce self-inhibition of OXAneurons as effect of CB1activation on RHTglutammatergic afferences.This hypothesis is supported by significant increase of 2AGlevel in LH up to 15min of light-pulse and concurrently activation of Ca2+indicator(Fluo-4-dextran)presinaptically to OXneurons

    Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
