Ignacy Solarz (1891-1940) in Polish post-war educational literature. Conclusions for the contemporaries
No full textIn the article the author tries to analyze the place of Ignacy Solarz and his educational activity in the publishing output of the theoreticians and practitioners of Polish education/andragogics from the end of the Second World War until modern times. The author indicates three post-war waves of increased interest in the achievements of this remarkable education activitist working mostly in rural areas among Polish teachers/andragogues. Each of these waves resulted in an increased number of publications devoted to his educational ideas and practice: firstly in the 1940s, when the authors tried to refer directly to Solarz’s post-war activity, then between the 1960s and the 1980s, when Solarz was mainly presented as a promoter of people’s the People’s Republic of Poland, whose educational ideas could be used for education in the new – people’s – social reality, and lastly at the beginnings of the Third Republic of Poland, when the authors tried to focus on Solarz’s achievements in the context of the search for Polish models of civic education and democratization of rural education. The second part of the article presents a proposition of the author to read anew the educational/andragogic achievements of I. Solarz, emphasizing the common, socially universal educational values and practical educational actions. Only such an approach to Solarz’s legacy, as the author of the article believes, can help to integrate him in the general Polish educational legacy and to save the activist from gradual but clearly progressing sinking into oblivion

No full textAbstractWe apply Zdun’s factorization theorem (see Zdun (2008) [3]) to give the conditions for the existence and the form of continuous and orientation-preserving iterative roots of homeomorphisms of the circle with a rational rotation number. Our theorem generalizes the previous results given by Jarczyk (2003) in [2], Zdun (2008) in [3] and Solarz (2003, 2009) in [4] and [5]

No full textThe article is set to discuss the transnational reconfiguration of politics and the implications it has for nation-states and their security. It is a process that international migration has contributed to bring about and has direct connections with the kind of relationships that migrant-sending countries decide to establish with their citizens living abroad. After a definition of the key concepts of this study, such as globalization and transnational politics, the article will focus on two particular aspects of the political participation of transnational migrants, regarding their involvement in the politics of the home countries as well as in that of the host countries. As an example of the former aspect, the case will be presented of Ecuador as a “transnational nation-state”

No full textThe lack of attention to sex and gender biases in biomedicine and healthcare hinders the advancement toward Precision Medicine. This chapter introduces a unified framework that captures the main steps that AI stakeholders need to go through in order to deal with desired and undesired sex and gender biases in AI models used for biomedical research and clinical practice. The framework consists of three main steps around biases: identification, explanation, and mitigation or exploitation for the health benefit of the patient. For each of these steps, we describe a number of methods and techniques that can be implemented to manage biases, and we illustrate them with practical examples

Catalog of quasars from the Kilo-Degree Survey Data Release 3
No full textWe present a catalog of quasars selected from broad-band photometric ugri data of the Kilo-Degree Survey Data Release 3 (KiDS DR3). The QSOs are identified by the random forest (RF) supervised machine learning model, trained on Sloan Digital Sky Survey (SDSS) DR14 spectroscopic data. We first cleaned the input KiDS data of entries with excessively noisy, missing or otherwise problematic measurements. Applying a feature importance analysis, we then tune the algorithm and identify in the KiDS multiband catalog the 17 most useful features for the classification, namely magnitudes, colors, magnitude ratios, and the stellarity index. We used the t-SNE algorithm to map the multidimensional photometric data onto 2D planes and compare the coverage of the training and inference sets. We limited the inference set to r 0.8 is optimal for purity, whereas pQSO > 0.7 is preferable for better completeness. Our study presents the first comprehensive quasar selection from deep high-quality KiDS data and will serve as the basis for versatile studies of the QSO population detected by this survey

Szok związany z wybuchem i ekspansją wirusa w skali globalnej stawia przez gospodarkami, finansami publicznymi i systemami zdrowotnymi ogromne wyzwania związane z groźbą recesji, drastycznego zmniejszenia dochodów osobistych w gospodarstwach domowych, konieczność opracowania programów rządowych, łagodzących skutki pandemii oraz włączenia się Banku Centralnego w postaci obniżki stóp procentowych i stopy rezerwy obowiązkowej, a także uruchomienia niestandardowych instrumentów polityki monetarnej tzw. luzowania ilościowego (QE). Celem opracowania jest zaproponowanie języka nanofinansów do opisania pandemii jako destrukcji mechanizmu solidarności międzypokoleniowej i wewnątrzpokoleniowej. Główną hipotezą badania jest, że jakość zarządzania ryzykiem finansowym codzienności przesądzi o skali strat finansowych oraz czasie niezbędnym do wyjścia z załamania społeczno-gospodarczego wywołanego pandemią.The article deals with the COVID-19 coronavirus pandemic and its potential impact on the economy, public finance system and personal finances. The shock of the virus outbreak and expansion on a global scale poses enormous challenges to economies, public finances and health systems related to the threat of recession, drastic reduction in personal income in households, the need to develop government programs mitigating the effects of a pandemic, and the central bank joining in the form of rate cuts interest and reserve requirements, as well as the launch of non-standard monetary policy instruments quantitative easing (QE). The aim of the study is to propose a language of nanofinance to describe a pandemic as a destruction of the mechanism of intergenerational and intra-generational solidarity. The main hypothesis of the study is that the quality of financial risk management of everyday life will determine the scale of financial losses and the time necessary to overcome the socio-economic collapse caused by a pandemic
