Previous literature indicates that evaluation approach for public R&D program would vary among countries as it is highly contextual in nature and country-specific. This study aimed to examine R&D evaluation practices in the given context, building on the body of knowledge in R&D management and program evaluation. An extended new research in this area shall address the question: How can we evaluate public R&D program for improved performance? The underlying objective of this study was to develop an appropriate framework to evaluate the public R&D program within the given country context. Through application of the conceptual framework to a case study, this study examined the main components and the dynamic process of performance evaluation of the public R&D at program level. This study therefore will demonstrate the importance of program evaluation in improving the performance of the public R&D program. This study employed case study, mixed method design to collect data and address the research question. Logic model and cross case analysis techniques were employed to analyze the case study at both the project and program levels. The findings and results at the project level were then aggregated and synthesized at the program level. There are several findings from this study. Firstly, the study examined the current evaluative practices and identified the requisite key evaluation components and evaluation process needed in evaluating the public R&D program. Secondly, the analysis identified the challenges, issues and knowledge gaps in the current evaluative practice with respect to program evaluation process and program design and delivery in the given context. Thirdly, validation and refinement of thematic key factors from literature has been applied to the case study to determine suitable thematic key factors that were suggested to influence the performance of the public R&D program. Additionally, the results from case study identified the critical missing components and process in the current evaluative practice that are prerequisites to developing an objective evaluation framework. Food safety assurance is becoming a prevalent concern due to several food scandals that have eroded customer trust and confidence. Despite the importance of food safety, little is known about the current state of food supply chain safety controls (FSCSC). Therefore, this study aims to identify and establish a conceptual model for FSCSC. To gain a preliminary grasp of the impetus behind the FSCSC, this study applied a comprehensive literature review to fully integrate the various elements that drive FSCSC. Relevant literature on food safety, food quality, and food safety control measures is being scrutinized. Regulation and legislation, traceability and trackability, technology, and human capital are recognized as important aspects to enhance FSCSC. All four main aspects provide a communication network that is capable of aiding food controllers to verify, identify, and isolate potential sources of contamination. Insights from this study could offer a better understanding of FSCSC and serve as a platform for future empirical research. This study proposed an alternative strategy to transform the current FSCSC. Hence, future studies could incorporate inquiry, indepth evaluation, and panel interviews to gain a more comprehensive understanding of the general awareness of FSCSC processes

Using infrared thermography for the analysis of buildings and structures is reliable and accurate. To measure the extent of dampness to a structure or building, an infrared scanner detects energy and maps the temperature contours over the surface of a target object. There is consideration of the application of infrared thermography in two specific situations - the delamination of external/ internal wall finishes and the assessment building’s physical condition. However, this study will focus on dampness on the building surface as well as the causes that affect this problem through the use of infrared thermography. Accordingly, a samples test (imager pictures) was taken to find the cause and effect of the occurrence of the defect dampness in the case study. From the research done, it can be concluded that there is indeed an effect of humidity on the walls of Pasar Besar Siti Khadijah, that is from an average temperature of 30 degrees Celsius, the colour from the observation of the thermograph image is purple which the indicator from the device shows in the lower range, the relative humidity is 70 percent to 79.4 percent. This percentage also shows the presence of moisture in the air around the building. In addition, there are also various defects that exist which show the action of this dampness. Finally, from the findings of this study, it is to identify the existence of this dampness. The data and findings obtained can be used by the Kota Bharu Municipal Council and vendors to ensure the safety of consumers and residents of the market as well as being able to carry out better maintenance plans in the future
