Bu çalışmada; 5302 sayılı kanunda yapılan tanımlama ve görevlendirmelere göre il özel idare binalarında gereksinim duyulan fiziksel mekanlar belirlenmeye çalışılmıştır. Ayrıca belirlenen bir bölgede bulunan il özel idare binaları ele alınarak Kullanım Sonrası Değerlendirme yöntemiyle incelenmiştir. Fiziksel mekan analizleri, gözlem ve görüşmeler yapılarak, belirlenen bölge içindeki il özel idare binaları değerlendirilmiştir. Değerlendirme çalışmasında elde edilen bulgular sonuç bölümünde bir araya getirilerek, il özel idare binalarının programları belirlenmeye çalışılmıştır. Değerlendirme sonucu elde edilen bilginin sonraki tasarımlara veri olarak aktarılması, tasarım sürecine yansıtılması ve yeni tasarımların daha başarılı olması amaçlanmıştır.Provincial directorate of administration, which is an unit of local goverment, has taken an important place in provincail administration since the validation of Special Provincial Administrative Code numbered 5302 in 2005. In this study, physical space needs in special provincial administrative buildings are determined according to definitions and entrustings in Special Provincial Administrative Code numbered 5302. Beyond, special provincial administrative buildings, which are placed in defining area examined using Post Occupancy Evaluation (POE) method. Special provincial administrative buildings have been evaluated by making physical space analyses, observations and interviews in determined area. By gathering the findings acquired in the evaluation study, the programs of special provincial administrative buildings are defined. The transfer of the information acquired as the result of the evaluation to the following projects as datum, and the adaptation of this information to the projection process, thus the new project being more successful are aimed at.Bu çalışma Ç.Ü. Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

No full textBu çalışma ile 2005 yılında kabul edilen 5302 sayılı İl Özel İdaresi Kanunu ile yeniden düzenlenen İl Özel İdarelerinin bugünkü durumunu ortaya koymak amaçlanmıştır. Çalışmanın ilk kısmında İl Özel İdarelerinin tarihsel gelişimi, teşkilat yapısı, organları, görevleri, mali yapısı ve denetimi hakkında genel bilgiler verilmiştir. Sonraki bölümlerde ise, 5302 sayılı kanun ile İl Özel İdare sisteminde yapılan değişikliklerin İl Özel İdarelerinin sorunlarına ne derece çözüm olduğu, eksik kalan hususların neler olduğu, hangi değişiklikler ile daha önce yaşanan hangi soruna çözümler bulunduğu, hangi sorunların hem eski hem yeni kanunlarla çözülemediği, yapılan reformlarla hangi yeni sorunların ortaya çıktığı ve bu sorunların olası çözüm yollarının neler olduğu üzerinde durulmuştu
