    The contribution of William, Lord Armstrong to science and education

    William George Armstrong (1310-1900) is best remembered as the lawyer turned engineer who revolutionised ordnance during the Crimean War. Nonetheless, 'his researches, his evidence before Royal Commissions and his presidential addresses, (including that to the British Association for the Advancement of Science), are as relevant today as they were last century. Indeed, it could be argued that whereas George and Robert Stephenson were, essentially, men of the Industrial Revolution, Armstrong’s theories are .still appropriate in the space age. Apart from his extensive research into hydraulics and electricity, which greatly advanced the frontiers of science, his contribution to education is considerably more than a mere footnote to his more spectacular achievements. At a time when the men of theory and the men of practice despised each other, Armstrong stood athwart the debate. Instead, he built an educational and industrial complex at Elswick where theory and practice went hand in hand and which became the blue-print for successive Royal Commissions. While others argued for technical education on continental lines, Armstrong upheld the Elswick example. His reluctant involvement in the proposed College of Physical Science in Newcastle upon Tyne is the subject of some debate in this study. Nonetheless, when he was finally convinced of its efficacy, his support was unequivocal. So much so that, after his death, the resultant edifice became Newcastle's abiding memorial to him. Two recent biographies have been used as works of general reference, but the main thesis rests on extensive use of original material. This includes Armstrong's speeches and writings; his evidence before Royal Commissions and the records of the Elswick forks' Mechanics' Institute and Schools. Hitherto, Armstrong's fame has rested on his weapons which destroyed human life. His greatest weapon - his contribution to science and education - which destroyed the 'laissez faire' attitudes of his contemporaries, has been largely ignored.     Peer Review for Journals: Evidence on Quality Control, Fairness, and Innovation

    I reviewed the published empirical evidence concerning journal peer review, which consisted of 68 papers, all but three published since 1975. Peer review improves quality, but its use to screen papers has met with limited success. Current procedures to assure quality and fairness seem to discourage scientific advancement, especially important innovations, because findings that conflict with current beliefs are often judged to have defects. Editors can use procedures to encourage the publication of papers with innovative findings such as invited papers, early-acceptance procedures, author nominations of reviewers, results-blind reviews, structured rating sheets, open peer review, and, in particular, electronic publication. Some journals are currently using these procedures. The paper started by delving into the history of Book Publishing in Nigeria after which it proceeded by defining who an author, a publisher, and a bookseller is and expatiated on the indispensable roles of these key actors in Nigerian Book Industry and in the emerging Information Society. Furthermore, the various constraints to book development were identified while the paper advised on how the Book Industry can be further promoted in Nigeria. However, the paper concluded and made recommendations on how the Book sector can help in enhancing scholarship in the country

    The impact of heat waves on mortality.

    BACKGROUND: Heat waves have been linked with an increase in mortality, but the associated risk has been only partly characterized. METHODS: We examined this association by decomposing the risk for temperature into a "main effect" due to independent effects of daily high temperatures, and an "added" effect due to sustained duration of heat during waves, using data from 108 communities in the United States during 1987-2000. We adopted different definitions of heat-wave days on the basis of combinations of temperature thresholds and days of duration. The main effect was estimated through distributed lag nonlinear functions of temperature, which account for nonlinear delayed effects and short-time harvesting. We defined the main effect as the relative risk between the median city-specific temperature during heat-wave days and the 75th percentile of the year-round distribution. The added effect was defined first using a simple indicator, and then a function of consecutive heat-wave days. City-specific main and added effects were pooled through univariate and multivariate meta-analytic techniques. RESULTS: The added wave effect was small (0.2%-2.8% excess relative risk, depending on wave definition) compared with the main effect (4.9%-8.0%), and was apparent only after 4 consecutive heat-wave days. CONCLUSIONS: Most of the excess risk with heat waves in the United States can be simply summarized as the independent effects of individual days' temperatures. A smaller added effect arises in heat waves lasting more than 4 days

    Stakeholder perspectives on the development of a virtual clinic for diabetes care : qualitative study

    Background: The development of the Internet has created new opportunities for health care provision, including its use as a tool to aid the self-management of chronic conditions. We studied stakeholder reactions to an Internet-based “virtual clinic,” which would allow people with diabetes to communicate with their health care providers, find information about their condition, and share information and support with other users. Objective: The aim of the study was to present the results of a detailed consultation with a variety of stakeholder groups in order to identify what they regard as the desirable, important, and feasible characteristics of an Internet-based intervention to aid diabetes self-management. Methods: Three focus groups were conducted with 12 people with type 1 diabetes who used insulin pumps. Participants were recruited through a local diabetes clinic. One-on-one interviews were conducted with 5 health care professionals from the same clinic (2 doctors, 2 nurses, 1 dietitian) and with 1 representative of an insulin pump company. We gathered patient consensus via email on the important and useful features of Internet-based systems used for other chronic conditions (asthma, epilepsy, myalgic encephalopathy, mental health problems). A workshop to gather expert consensus on the use of information technology to improve the care of young people with diabetes was organized. Results: Stakeholder groups identified the following important characteristics of an Internet-based virtual clinic: being grounded on personal needs rather than only providing general information; having the facility to communicate with, and learn from, peers; providing information on the latest developments and news in diabetes; being quick and easy to use. This paper discusses these characteristics in light of a review of the relevant literature. The development of a virtual clinic for diabetes that embodies these principles, and that is based on self-efficacy theory, is described. Conclusions: Involvement of stakeholders is vital early in the development of a complex intervention. Stakeholders have clear and relevant views on what a virtual clinic system should provide, and these views can be captured and synthesized with relative ease. This work has led to the design of a system that is able to meet user needs and is currently being evaluated in a pilot study

    The practice of access pricing : telecommunications in the United Kingdom

    Telecommunications was the first network utility to be privatized in the United Kingdom. Drawing on 15 years'experience and discussion in the field, the author shows the economic principles of regulation in general and access pricing in particular that have been implemented. British Telecommunications (BT), formed as a public enterprise in 1980-81, was privatized in 1984. Since then the approaches to regulation have changed in three broad periods: the duoply, the transition to competition, and the recently introduced normalization phase. Dealing with each period, the author focuses on how the actual implementation of access charges are determined, at the same time providing background needed on regulatory intervention generally. Rather than follow the model of competition for a common infrastructure, Oftel [the Office of Telecommunications, the regulatory agency]has encouraged competition between alternative networks, which benefits customers but involves duplication of fixed costs. As a result of Oftel's approach, customers have seen their bills reduced 50 percent in real terms since privatization. It is difficult to know how much to attribute this remarkable result to technological progress (BT halved its workforce in the same period), to regulatory intervention (Oftel set string caps until 1997), or to competition (there are hundreds of players in the market). The author contends more weight should probably be given to the first two. Entrants have not achieved big market shares, if one considers the asymmetric regulation that has been in place for more than a decade. Indirectly, at least, competition benefited consumers by applying discipline to BT's behavior. Oftel's approach was interventionist until 1997, when it began trying to normalize the industry, as authority overseeing competition. The odds on complete deregulation are slight, and some controls on industry will remain. In the longer term, Oftel should especially monitor anticompetitive practices and collusive behavior among the bigger players (BT, CWC, and cellulator operators), The United Kingdom's interconnection experience demonstrates the complexity of the problem and its relationship to other topics, such as tariff rebalancing, access deficit, and universal service.     Discovery and Communication of Important Marketing Findings: Evidence and Proposals

    My review of empirical research on scientific publication led to the following conclusions. Three criteria are useful for identifying whether findings are important: replication, validity, and usefulness. A fourth criterion, surprise, applies in some situations. Based on these criteria, important findings resulting from academic research in marketing seem to be rare. To a large extent, this rarity is due to a reward system that is built around subjective peer review. Rather than using peer review as a secret screening process, using an open process likely will improve papers and inform readers. Researchers, journals, business schools, funding agencies, and professional organizations can all contribute to improving the process. For example, researchers should do directed research on papers that contribute to principles. Journals should invite papers that contribute to principles. Business school administrators should reward researchers who make important findings. Funding agencies should base decisions on researchers' prior success in making important findings, and professional organizations should maintain web sites that describe what is known about principles and what research is needed on principles.marketing, marketing findings

    Return on Investment in Public Relations: A critical assessment of concepts used by practitioners from the perspectives of communication and management sciences

    Return on Investment (ROI) is a term commonly and non-specifically used by public relations practitioners when discussing the value to be created from communication activities. It mimics business language, particularly from business administration and financial management, but does not figure widely in academic discourse (Watson, 2005). Although the Institute for Public Relations [now CIPR] undertook a review of ROI practice in the United Kingdom (IPR/CDF 2004) and Likely, Rockland & Weiner (2006) proposed variations of ROI as alternatives to the discredited Advertising Value Equivalence (AVEs) measure of value creation, there has been little discussion other than Macnamara (2007) and Gregory and Watson (2008). This paper gives an overview on the views of ROI in public relations literature and concepts used by agencies and providers of measurement services. It reports on survey research amongst practitioners in several European countries on identifying the economic value of public relations. The findings are compared with the concepts of ROI used in business and accounting literature (Weber and Schäffer, 2006; Drury, 2007). Applied theory and parameters for the development of measurement and evaluation techniques are proposed. The paper concludes that the use of the term ROI in public relations needs a proper foundation in overriding management theory; otherwise PR theory and practice will discredit themselves
