NEW INTERPRETATIONS OF REGULATION 3577/92 ON MARITIME CABOTAGE

za domaće brodare. To je promijenjeno donošenjem Uredbe 3577/92 o primjeni
načela slobodnog pružanja usluga na pomorski promet u državama članicama
(pomorska kabotaža). Od stupanja na snagu Uredbe 3577/92 pružatelji usluga s
poslovnim nastanom u bilo kojoj državi članici Europske unije mogu obavljati kabotažu
na čitavom teritoriju Europske unije. Europska komisija je nadzirala provedbu
Uredbe 3577/92 te je donijela četiri izviješća o njenoj provedbi, a svako od tih
izviješća obuhvaća dvogodišnje razdoblje primjene Uredbe. Godine 2003. i 2006.
Komisija je donijela Priopćenja o tumačenju Uredbe 3577/92 koja su vrlo značajna
jer u njima Komisija iznosi svoja tumačenje pojedinih odredbi Uredbe koje su se u
praksi pokazale spornima i manjkavima. U radu se analizira Komisijino Priopćenje
o tumačenju Uredbe 3577/92 iz travnja 2014. godine u kojem je poseban naglasak
stavljen na tumačenje odredbi Uredbe 3577/92 o postupku dodjele ugovora o javnim
uslugama i njihovom trajanju te posadi broda kojim se pružaju usluge pomorske
kabotaže. U tom Priopćenju sadržan je i pregled prijelaznih mjera za primjenu ove
Uredbe u odnosu na Republiku Hrvatsku od njezina pristupanja Uniji. Također,
Sud pravde Europske unije donio je nekoliko presuda u kojima se tumače pojedine
odredbe Uredbe 3577/92 o kojima će također biti riječi u ovom radu.Traditionally, the maritime cabotage market in the Member States of the European Union
was previously reserved for domestic shipowners. This practice changed with Regulation
3577/92, applying the principle of freedom to provide services to maritime transport within
the Member States (maritime cabotage). Since the entry into force of Regulation 3577/92,
providers of maritime cabotage services established in any Member State of the European
Union may provide these services in all territory of the Union. The European Commission
has been supervising the application of Regulation 3577/92 and brought four reports on the
application thereof. In the years 2003 and 2006, the Commission brought Communications
on interpretation of Regulation 3577/92, which are very important because in them the Commission
brings its interpretations of certain provisions of Regulation 3577/92, which have
proved deficient and disputable in practice. The paper analyses the European Commission
Communication on the interpretation of Regulation 3577/92 from April 2014, in which special
accent was put on the interpretation of the provisions of Regulation 3577/92 regarding
the procedure for awarding public service contracts, their duration and manning rules for
ships providing maritime cabotage services. The Communication also provides an overview
of transitional measures for the application of Regulation 3577/92 with respect to Croatia
since its accession to the Union. Also, the European Court of Justice of the European Union
brought several judgements, in which some provisions of Regulation 3577/92 were interpreted.

Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts

Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
