Going Beyond Counting First Authors in Author Co-citation Analysis

counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Σ.Δ.Ι.Τ.: Διεθνής εμπειρία και αξιολόγηση της ελληνικής πραγματικότητας – Ο νέος Νόμος 3389/05
No full text189 σ.Η παρούσα διπλωματική εργασία ασχολείται με το θεσμό των Συμπράξεων Δημόσιου και Ιδιωτικού Τομέα (γνωστός ως Σ.Δ.Ι.Τ. ή με τον αγγλικό όρο Public-Private Partnerships, P.P.P), που έκανε την εμφάνισή του στην Ελλάδα με την κύρωση του Ν.3389/2005. Σκοπός: Επιχειρείται η παρουσίαση, ενημέρωση γύρω από το θεσμό των Σ.Δ.Ι.Τ. καθώς επίσης και η σύγκριση – αξιολόγηση μεταξύ της διεθνούς εμπειρίας και της ελληνικής πραγματικότητας πριν και μετά την εισαγωγή του Ν.3389/05, με απώτερο στόχο την εξοικείωση των ενδιαφερομένων με τον νεοεισερχόμενο θεσμό ως εναλλακτικό τρόπο παραγωγής δημοσίων έργων και υπηρεσιών. Μεθοδολογία: Η διπλωματική εργασία χωρίζεται σε δύο μέρη. Στο πρώτο μέρος (1ο και 2ο Κεφάλαιο) γίνεται ενδελεχής παρουσίαση του θεσμού των ΣΔΙΤ και του Ν. 3389/05 με βάση την έρευνα της επιστήμης από πηγές κοινοτικών κειμένων, του Ν. 3889/05 (συμπεριλαμβανομένων της αιτιολογικής και επιστημονικής έκθεσης), της σχετικής ελληνικής βιβλιογραφίας και των δημοσιευμένων επιστημονικών άρθρων, μελετών και κειμένων σε ημερίδες και διαδίκτυο. Στο δεύτερο μέρος (3ο και 4ο Κεφάλαιο) εξετάζεται η συνεισφορά των συμπράξεων στην κατασκευή υποδομών στο διεθνή χώρο, οι καινοτομίες τα οφέλη και οι ελλείψεις τους καθώς και η προϋπάρχουσα ελληνική εμπειρία από τις Συμβάσεις Παραχώρησης και οι πρώτες προσπάθειες εφαρμογής των ΣΔΙΤ βάσει του Ν.3389/05 ύστερα από έρευνα που πραγματοποιήθηκε από τη βιβλιογραφία, την Ειδική Γραμματεία ΣΔΙΤ καθώς επίσης από πηγές του διαδικτύου. Με βάση τα παραπάνω συνήχθησαν τα συμπεράσματα από την αξιολόγηση του θεσμού των ΣΔΙΤ και του Ν.3389/05 και παρουσιάστηκαν οι προτάσεις. Περιεχόμενο: Στο 1ο Κεφάλαιο με τίτλο «ΕΙΣΑΓΩΓΙΚΕΣ ΕΝΝΟΙΕΣ – ΤΙ ΕΙΝΑΙ Σ.Δ.Ι.Τ.» (σσ. 10-35) δίδονται οι εισαγωγικές έννοιες, όπως τι είναι οι Σ.Δ.Ι.Τ., ποια τα είδη και οι μορφές τους, τα χρηματοδοτικά σχήματα, παρουσιάζοντα τα οφέλη για το Δημόσιο, τους πολίτες-χρήστες, τον ιδιωτικό τομέα και τα μειονεκτήματά τους, καθώς επίσης γίνεται και μία σύντομη ιστορική αναδρομή στις συνεργασίες Δημόσιου και ιδιωτικού τομέα. Το 2ο Κεφάλαιο με τίτλο «ΘΕΣΜΙΚΟ ΠΛΑΙΣΙΟ» (σσ. 36-68) αναφέρει τι ισχύει ήδη στην ευρωπαϊκή νομοθεσία γύρω από τις Σ.Δ.Ι.Τ. (Ευρωπαικές Οδηγίες, Πράσινη Βίβλος κ.τ.λ.) και στη συνέχεια γίνεται μία εκτενής παρουσίαση των σημαντικότερων διατάξεων, κατ’ άρθρο, του νέου Ν.3389/05, που θεσπίστηκε στην Ελλάδα, και τα συναφή θέματα που ρυθμίζει, όπως το πεδίο εφαρμογής, τις ειδικές επιτροπές που δημιουργούνται, τις διαδικασίες ανάθεσης, το συμβατικό πλαίσιο, τα θέματα χρηματοδότησης, τις ειδικές ρυθμίσεις (έκδοση αδειών, προστασία του περιβάλλοντος, απαλλοτριώσεις, αρχαιολογικά ευρήματα), καθώς και νομικά θέματα ανάληψης κινδύνων από τα συμβαλλόμενα μέρη, ασφαλειών και επίλυσης διαφορών. Στο 3ο Κεφάλαιο με τίτλο «Η ΔΙΕΘΝΗΣ ΕΜΠΕΙΡΙΑ» (σσ. 69-88) παρουσιάζεται η υπάρχουσα διεθνής εμπειρία γύρω από τις ΣΔΙΤ, τα κράτη με αναπτυγμένο βαθμό χρήσης ΣΔΙΤ, τα κράτη με πρόσφατη εξοικείωση στον παραπάνω θεσμό καθώς και ευρωπαϊκά κυρίως, αλλά και διεθνή παραδείγματα, από τα οποία προκύπτουν αρκετές περιπτώσεις υιοθέτησής τους αλλά και ορισμένες περιπτώσεις αποφυγής τους. Στη συνέχεια στο 4ο Κεφάλαιο με τίτλο «Η ΕΛΛΗΝΙΚΗ ΕΜΠΕΙΡΙΑ» (σσ. 89-102) παρουσιάζεται η ελληνική εμπειρία στο θεσμό των ΣΔΙΤ. Αρχικά περιγράφονται τα μεγάλα έργα υποδομής της χώρας που κατασκευάστηκαν με τη μέθοδο της «Σύμβασης Παραχώρησης» πριν τη θέσπιση του Ν.3389/05. Έπειτα παρουσιάζεται ο κατάλογος των έργων που έχουν προγραμματιστεί να γίνουν με ΣΔΙΤ του Ν.3389/05 (βλ. Παράρτημα Β) καθώς και ο πρώτος ανάδοχος έργου ΣΔΙΤ. Επίσης γίνεται μια αναφορά στη δυναμική που μπορούν να έχουν τα ΣΔΙΤ στους Οργανισμούς Τοπικής Αυτοδιοίκησης και τα ενταγμένα έργα μέσω του προγράμματος «ΘΗΣΕΑΣ». Τέλος, στο 5ο και τελευταίο Κεφάλαιο με τίτλο «ΣΥΜΠΕΡΑΣΜΑΤΑ» (σσ. 103-109) γίνεται μία σύνοψη των όσων παρουσιάστηκαν, στη συνέχεια πραγματοποιείται μια αξιολόγηση του Ν.3389/05 και συνάγονται σχετικά συμπεράσματα και το Κεφάλαιο ολοκληρώνεται με τις παρατηρήσεις – προτάσεις επί του Νόμου και γύρω από το θεσμό των ΣΔΙΤ.The present dissertation deals with the Public Private Partnerships (PPPs), which made their appearance in Greece with the ratification of Law 3389/2005. There is attempted a presentation of PPPs as well as a comparison - evaluation between the international experience and the greek reality before and afterwards the introduction of Law 3389/05. More specifically: In Chapter 1 the introductive significances are given, as what the PPPs are about, who are the types and their forms, what are the financing models. Also are presented the profits for the State, the citizens-users, the private sector and the disadvantages that come out. As well, a short historical retrospection about PPPs is given. The 2nd Chapter reports what is in effect already in the European legislation around PPPs (European Directives, Green Bible etc.). Afterwards is becoming an extensive presentation of the most important provisions of Greek Law 3389/05, and the relevant subjects that are regulated through it, as the field of application, the special committees that are established, the entrusting processes, the conventional frame, the financing subjects, the special regulations (authorisations, protection of environment, expropriations, archaeological discoveries), as well as legal subjects of undertaking dangers from the contracting parts, insurance issues and resolution of differences. In the 3rd Chapter is presented the existing international experience around PPPs, the countries with developed degree of PPPs usage, the countries with recent familiarization with the above method. As well as european mainly, but also international examples are presented, with their advantages and disadvantages. Afterwards in the 4th Chapter is presented the Greek experience from the introduction of PPPs. Initially, are described infrastructure projects that were constructed with the method of “Concession” before the introduction of law 3389/05. Then, it is presented a list of projects that have been programmed to be constructed through PPPs under the force of law 3389/05. As well as, the first PPP contractor in Greece is presented. Also are referred the dynamics that PPPs can have in the Local Self-government Organisations and the included projects via “THISEAS” program. Finally, in the last Chapter there is a synopsis describing all that discussed previously. Afterwards is attempted a total evaluation of law 3389/05 and relative conclusions are presented. Variations on the Author
Full text link“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Full text linkWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
Full text linkWe conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
