    This research aims to describe the compatibility of the implementation of Local Regulation Number 4 of 2007 about Interference License Retribution in Karanganyar Regency with the broad, real and responsible autonomy principle, and to find out the factors causing disapproval of retribution license application and the business license ownership document. This study belongs to a non-doctrinal/sociological law research, with the fifth law concept used, that is, law as the manifestation of symbolic meanings of social behaviors apparent as interaction among them so that it employs a qualitative method. The format of research was an evaluative one, because the author wants to evaluate the program proceeding. The data collection was done using in-depth interview and documentation. The result of research shows that the implementation of Local Regulation Number 4 of 2007 about Interference License Retribution in Karanganyar Regency has been compatible with the broad, real and responsible autonomy principle. Substantially, Local Regulation Number 4 of 2007 can be said as compatible with the broad, real and responsible autonomy principle. Similarly, from the aspects of society structure and culture, it can be seen from the establishment of society public orderliness and tranquility in Karanganyar regency both from the development implementation aspect and government’s service giving to the people Karanganyar Regency. There are some factors causing disapproval of interference license application and the business license ownership document. From the substance and structure aspects, there are two factors: the expired date of license accomplishment and incompatibility between the business place and the potential development of Karanganyar Regency as determined in the Local Regulation Number 2 of 1999 about the Layout Design of Karanganyar Regency’s area. Meanwhile, from the society culture aspect, in addition to those two factors above, the society also has limitation in financial sector. There should be a frequent illumination from the officer about the importance of having business license ownership, and personal approach, if necessary, to the society. There should be an amendment to Local Regulation Number 4 of 2007 about Interference License Retribution in Karanganyar Regency in order to be adjusted with the social-economic condition of Karanganyar Regency’s people currently

    A system dynamics model of the community-based rural drinking water supply program (Pamsimas) in Indonesia

    The sustainability of the water supply program in developing countries is influenced by many inter-linked and dynamic factors, suggesting the need to analyse the system behaviour of the water supply program. However, no study analyses factors influencing the sustainability of rural drinking water supply programs holistically, and this study aims to fill that gap. This study utilized a system dynamics approach based on a case study of a community-based rural drinking water supply program (PAMSIMAS in Bahasa) in Magelang Regency, Indonesia. Five sustainability aspects were considered in the model development and simulation: Financial, institutional, environmental, technical, and social aspects. Eight scenario analyses related to those five aspects were conducted. The causal loop diagrams suggest that the overall loop in the system is reinforcing, meaning that the improvement in one aspect will improve the overall condition of the system and deterioration in one aspect will reduce the overall condition of the system. Scenario analysis shows that external fund is critical to support the program financially, especially at the beginning of the project when the piped system is being built and water revenue is still low. Scenario and sensitivity analyses revealed that human factors, i.e., the performance of the water board and response and support from the community, positively influence the sustainability of the water supply program. Additionally, the water board plays a key role in accelerating the pipe network growth. Finally, this paper argues that visualising and simulating the causal relationship and dynamic behaviour of the rural water supply program are critical for water stakeholders to better design and implement the water supply program.Sanitary Engineerin

    El diseño del ala de URCUNINA (VANT) fue llevado a cabo. El diseño preliminar fue realizado usando restricciones aerodinámicas para proceder al diseño detallado con un análisis estructural. Para este proposito simulaciones en CFD fueron realizadas para obtener las las cargas sobre el ala, se requirió un proceso para transformar los datos de salida obtenidos por CFD a información que pueda ser suministrada al modelo de Elementos Finitos.Este proceso incluye recolección de datos, Matlab, extrapolaciones, ajustes polinomiales y construcción del diagrama V-n para tener datos que sirvan para alimentar el modelo de elementos finitos. El análisis fue hecho en el software comercial ABAQUS CAE. La comparación de 3 configuraciones en laminado dieron las herramientas para decidir la configuración estructural de la propuesta después de ser evaluada usando desplazamientos y teorias de falla.The structural design of the wing for URCUNINA (UAV) was carried out. The preliminary design was conducted using aerodynamic restrictions to pass into a detailed design by a structural analysis. For this porpoise CFD simulations were accomplish to obtain the loads over the wing, the usage of a process to transform the CFD output into information that could feed the FEA model was accomplished. This process include data collection, Matlab extrapolations, polynomial fits and construction of the V-n diagram to obtain proper data that work as input for the FEA. The analysis was done in the software ABAQUS CAE.
