Kibernetska varnost med tehnološkim determinizmom, političnim vladovanjem in izzivi nacionalne varnost
The article advances the central thesis that the organization of cybersecurity within a given country is not solely determined by the technical aspects of information and communication technology. Instead, it is profoundly shaped by the relationships among civilian cybersecurity institutions, the intelligence community, military capabilities, and law enforcement agencies, as well as by the country’s political (security) culture, its integration into international organizations, and its perception of threats to national security. The study applies the theories of technological determinism and constructivism while employing a comparative methodology. Furthermore, it explores why significant functional and institutional differences exist among countries that are otherwise very similar in political and administrative structures, despite efforts to harmonize approaches through EU cyber legislation, international technical and political standards, and attempts to establish international law in cyberspace.Članek izhaja iz temeljne teze, da organiziranost kibernetske varnosti v posamezni državi ni določena zgolj s tehničnimi vidiki informacijsko-komunikacijske tehnologije, temveč jo oblikujejo kompleksni odnosi med civilnimi institucijami za kibernetsko varnost, obveščevalnimi službami, vojaškimi zmogljivostmi in organi pregona. Poleg tega imajo pomembno vlogo tudi politična in varnostna kultura države, njena vpetost v mednarodne organizacije ter način zaznavanja groženj nacionalni varnosti. Analiza v članku temelji na teoretskih okvirih tehnološkega determinizma in konstruktivizma ter uporablja primerjalno metodologijo. Avtor preučuje razloge za obstoječe funkcionalne in institucionalne razlike med državami, ki so si sicer politično-upravno sorodne in si prizadevajo za uskladitev svojih pristopov prek mehanizmov, kot so evropska zakonodaja o kibernetski varnosti, mednarodni tehnični in politični standardi ter pobude za vzpostavitev mednarodnega pravnega okvira za delovanje v kibernetskem prostoru
Učinek Direktive o preglednosti plačil na varstvo pravice do enakega obravnavanja
The Pay Transparency Directive (EU) 2023/970 represents
a significant step toward reducing gender pay gaps and promoting equal treatment in employment. This article provides an in-depth legal and empirical analysis of the Directive’s implementation challenges and opportunities within the Slovenian context, with a particular focus on enforcement and non-contentious legal mechanisms. Based on qualitative interviews with Slovenian employees, the study explores how workers perceive transparency measures and legal protections against discrimination. Findings reveal that pay transparency strengthens perceptions of fairness but also highlight practical concerns related to privacy, procedural delays, and cultural attitudes toward pay disclosure. The article concludes with policy and legal recommendations for effective implementation, including awareness-raising, the development of alternative legal remedies, and the alignment of national jurisprudence with the case law of the CJEU.Direktiva (EU) 2023/970 o preglednosti plač predstavlja

krepitvi enakega obravnavanja v delovnih razmerjih. Prispevek ponuja poglobljeno analizo pravnih določb direktive
in možnosti za njeno implementacijo v slovenskem kontekstu,
pri čemer izpostavlja vlogo izvršilnega in nepravdnega
prava. Temelji na poglobljenih intervjujih s slovenskimi zaposlenimi, ki razkrivajo, kako ti dojemajo ukrepe za plačno
transparentnost ter pravno zaščito pred diskriminacijo. Rezultati kažejo, da plačna transparentnost pozitivno vpliva na občutek pravičnosti, vendar opozarjajo tudi na izzive, povezane z varstvom zasebnosti, dolgotrajnimi postopki ter kulturnimi razlikami pri dojemanju preglednosti. Članek ponuja

ǂThe ǂplatelet antibodies testing in the diagnostics of immune thrombocytopenia
Imunska trombocitopenija je avtoimunska bolezen, za katero sta značilna povečana razgradnja in zmanjšano nastajanje trombocitov, ob padcu njihovega števila pa še zvečana nagnjenost h krvavitvi. Nastanek bolezni je povezan s tvorbo avto-protiteles proti trombocitom in megakariocitom, a tudi s celično posredovano imunostjo. Za bolezen so značilne krvavitve v kožo in sluznice, ki se kažejo kot hematomi, purpure, petehije ter druge krvavitve. Ker je za ustrezno zdravljenje nujno hitro postaviti pravilno diagnozo, običajno pa ni na voljo specifičnega laboratorijskega označevalca, uporabimo navadno postopek izključevanja drugih možnih vzrokov za izolirano trombocitopenijo. V pomoč pri diagnosticiranju nam je lahko tudi laboratorijska določitev trombocitnih avtoprotiteles v krvi bolnika, za katero je na voljo že kar nekaj metod. Članek obravnava imunohematološke metode za določanje in specifikacijo trombocitnih avtoprotiteles in klinično pomembnost teh preiskav.An autoimmune disorder - immune thrombocytopenia - is characterized by low platelet counts and increased bleeding tendency. The development of autoantibodies against megakaryocytes and platelets, together with cell-mediated immu-nity, are linked to the disease’s development. Clinically, immune thrombocytopenia is typified by bleeding into the skin and the mucous membranes, which can appear as purpura, petechiae, haematomas, bleeding from mucosal membranes, and other types of haemorrhage. Since a timely and precise diagnosis is necessary for appropriate treatment, and since there is currently no specific diagnostic laboratory test marker, the diagnosis is frequently established by excluding other possible causes for isolated thrombocytopenia. The laboratory measurement of platelet autoantibodies in the patient’s blood can be a useful aid in the diagnostics of immune thrombocytopenia, for which numerous techniques exist. Why do personal and demographic data matter in healthcare digitalization initiatives?
This study explores the role and usability of personal and demographic data (PDD) in Slovenian healthcare digitalization initiatives, assessing its impact on clinical aspects, operative procedures, public health policymaking, and cross-border health threats. Using a multiple-case study approach, data were collected from expert focus groups and supported by intelligence reports from the Central Register of Patient Data. Data were coded using a content analysis approach and utilized to enhance the understanding of the research subject and refine our inferences. PDD, including identifiers, residence details, education level, employment status, social history, lifestyle behaviors, cultural determinants, and other related information, isvital for effective healthcare delivery, public health surveillance, administrative and financial compliance of the healthcare system\u27s operations, and cross-border actions. The study highlights the pivotal role of PDD in the Slovenian eHealth system through real-world cases and applications. The key findings suggest that leveraging the potential of PDD requires systemic improvements, particularly in national strategy and regulation, data collection and quality, data utilization and integration, and privacy and ethical considerations. Advancing these areas through a coordinated and comprehensive approach can maximize the value of PDD and serve as a model for other countries aiming to strengthen their digital health systems
Computational analysis of musical elements across twenty‑two European countries
This work examines the similarities and differences between twenty-two European countries by using the computational model Information Dynamics of Music (IDyOM) to analyze various musical elements in folk songs, children’s folk songs, and children’s songs. The examination of the (dis)similarities between 22 European countries tests two hypotheses. First, it examines whether there are significant differences in the use of musical elements between European countries that are considered to have a common musical style. Secondly, it explores whether the musical elements used in the representative music of a particular country are more similar in countries with similar cultural, political, historical and economic backgrounds and geographical proximity. The results of the research, which compared the three genres across 22 European countries, revealed significant differences that highlight the unique ways in which these genres manifest themselves and how musical elements are integrated into the musical structure, suggesting that European countries do not possess a single musical style. Furthermore, some geographically distant countries have exhibited similarities, while other geographically close countries showed dissimilarities. This implies that either there is no shared musical foundation across different countries, or that the unique variations in musical expression within certain countries have had a significant influence on the overall population
Trade unions and sustainability
Despite the growing presence of trade unions (TUs) in sustainability discussions, academic research on their role is still scattered. This article presents an integrative review of 110 peer-reviewed English-language academic articles on this topic, indexed in Scopus and Web of Science and published between 1997 and early 2025. Through an iterative coding process, we identified five meta-theoretical perspectives: socio-technical transitions (MLP)imperial mode of living/treadmill of production (IML-ToP)industrial relations (IR)Marxist/critical political economyand degrowth/ecological political economy. We then used these perspectives to map the conceptual architecture of the field. Theoretical orientation significantly influences the interpretation of TU strategies, ranging from obstructive and reformist to transformative. Existing tensions between labour\u27s material dependence on unsustainable systems and its potential as an ecological agent of change are variously theorised, yet rarely resolved. By highlighting the associations between conceptual frameworks and evaluative conclusions, we provide a lens through which to reflectively assess this emerging field and outline avenues for more pluralistic and theoretically grounded research into labour-environment relations

Plovba po morju ima dolgo in raznoliko zgodovino, ki sega v najzgodnejše čase človeške
civilizacije. Plovba je odsev človeške ustvarjalnosti, tehnološkega napredka in želje po
pustolovščini. Jahta ni zgolj prevozno sredstvo, temveč prostor, kjer se srečujeta udobje in
raziskovanje. Plovba z jahtami je postala pomemben segment sodobne pomorske industrije, ki
združuje tradicijo pomorstva, tehnološki napredek in turistično-razvedrilne dejavnosti. Jahte
danes predstavljajo kompleksno področje, ki vključuje varnostne standarde, okoljske vidike,
gospodarski vpliv ter razvoj oblikovanja in gradnje plovil. Varnost na jahtah je temeljni pogoj,
da lahko plovba postane prijetna izkušnja in ne tveganje. Prav varnost namreč omogoča, da se
potniki lahko sprostijo in zaupajo posadki ter plovilu. V diplomski nalogi so obdelana ključna
področja, ki vplivajo na varnost plovbe z jahtami in zajemajo regulativne zahteve (mednarodne
konvencije), tehnološke rešitve in praktične varnostne postopke. Dobro poznavanje teh področji
je nujno, saj omogoča razumevanje celotnega varnostnega okvira. To pa v praksi pomeni
učinkovito zagotavljanje varne, skladne in odgovorne plovbe ter sprejemanje strokovnih
odločitev na morju.Maritime navigation has a long and diverse history that dates back to the earliest periods
of human civilization. Seafaring reflects human creativity, technological progress, and the
desire for exploration. A yacht is not merely a means of transport, but a space where comfort
and discovery come together. Yacht navigation has become an important segment of the modern
maritime industry, combining maritime tradition, technological advancement, and recreational
tourism activities. Today, yachts represent a complex field that encompasses safety standards,
environmental considerations, economic impact, and the development of vessel design and
construction. Safety on yachts is a fundamental prerequisite for ensuring that navigation
becomes an enjoyable experience rather than a risk. It is safety that allows passengers to relax
and place their trust in the crew and the vessel. This thesis examines the key areas that influence
the safety of yacht navigation, including regulatory requirements (international conventions),
technological solutions, and practical safety procedures. A thorough understanding of these
areas is essential, as it enables a comprehensive grasp of the overall safety framework. In practice, this means effectively ensuring safe, compliant, and responsible navigation, as well as

From biomarker discovery to clinical applications of metabolomics in glioblastoma
Background/Objectives: In recent years, interest in studying changes in cancer metabolites has resulted in significant advances in the metabolomics field. Glioblastoma remains the most aggressive and lethal brain malignancy, which presents with notable metabolic reprogramming. Methods: We performed literature research from the PubMed database and considered research articles focused on the key metabolic pathways altered in glioblastoma (e.g., glycolysis, lipid metabolism, TCA cycle), the role of oncometabolites and metabolic plasticity, and the differential expression of metabolites in glioblastoma. Currently used metabolomics approaches can be either targeted, focusing on specific metabolites and pathways, or untargeted, which involves data-driven exploration of the metabolome and also results in the identification of new metabolites. Data processing and analysis is of great importance and can be improved with the integration of machine learning approaches for metabolite identification. Results: Changes in α/β-glucose, lactate, choline, and 2-hydroxyglutarate were detected in glioblastoma compared with non-tumor tissues. Different metabolites such as fumarate, tyrosine, and leucine, as well as citric acid, isocitric acid, shikimate, and GABA were detected in blood and CSF, respectively. Conclusions: Although promising new technological and bioinformatic approaches help us understand glioblastoma better, challenges associated with biomarker availability, tumor heterogeneity, interpatient variability, standardization, and reproducibility still remain. Metabolomics research, either alone or combined with genomics or proteomics (i.e., multiomics) in glioblastoma, can lead to biomarker identification, tracking of metabolic therapy response, discovery of novel metabolites and pathways, and identification of potential therapeutic targets
Visual communication of climate change and sustainability on Instagram
Podnebne spremembe predstavljajo eno največjih groženj sodobni družbi, kljub temu pa ta tema v družbenem in medijskem prostoru pogosto ostaja zapostavljena. V magistrskem delu smo se osredotočili na vizualno komuniciranje podnebnih sprememb in trajnostnosti na Instagramu ter raziskali, kako različni vizualni elementi prispevajo k prenosu sporočila in oblikovanju pomena. Analizirali smo najpogostejše vizualne in besedilne značilnosti objav, uporabljene simbole, barvne palete in kompozicijske elemente ter proučili prisotno ikonografijo in navajanje virov informacij. Uporabili smo kombinacijo kvantitativne in kvalitativne multimodalne analize, pri čemer smo za interpretacijo podob izhajali iz vizualne slovnice Kressa in van Leeuwna. Rezultati kažejo, da je komunikacija usmerjena predvsem v iskanje rešitev, pogosto s poudarkom na tehnološkem napredku in optimistični viziji prihodnosti. Posamezniki se na platformi uveljavljajo kot pomembni akterji ozaveščanja, izobraževanja in mobilizacije javnosti ter kot glasniki sprememb. Pomanjkljivo navajanje virov pa lahko negativno vpliva na zaznavanje verodostojnosti objav. Instagram se izkazuje kot močno, a še vedno premalo raziskano orodje za učinkovito podnebno komuniciranje, ki ima potencial za spodbujanje družbene odgovornosti in trajnostnega delovanja.Climate change represents one of the greatest threats to contemporary society, yet the topic often remains marginalized in public and media discourse. This master\u27s thesis focuses on the visual communication of climate change and sustainability on Instagram, exploring how different visual elements contribute to meaning-making and message transmission. We analyzed the most common visual and textual features of posts, including symbols, color schemes, and compositional elements, while also examining the use of iconography and the frequency of source citation. A combination of quantitative and qualitative multimodal analysis was employed, grounded in the visual grammar framework developed by Kress and van Leeuwen. The findings indicate that climate communication on Instagram is predominantly solution-oriented, with a strong emphasis on technological innovation and an optimistic outlook on the future. Individuals emerge as key actors in raising awareness, educating, and mobilizing the public, thus assuming the role of agents of change. However, the lack of transparent sourcing may negatively affect the perceived credibility of such content. Instagram thus proves to be a powerful yet still under-researched tool for climate communication, offering significant potential to enhance public engagement, promote reflection, and encourage socially responsible and sustainable behavior
