    Observation-driven hierarchical density models for missing data imputation

    We propose an observation-driven dynamic common factor model for missing value imputation in high-dimensional panel data. The model exploits both serial and cross-sectional information in the data and can easily cope with time-variation in conditional means and variances, as well as with either isolated or long patches of missing values. The approach not only provides point forecasts, but also density forecasts for the missing data, thus allowing the researcher to quantify imputation uncertainty. The model's static parameters can be estimated by standard maximum likelihood methods due to the model's observation-driven structure. We apply the model to impute densities and risk quantiles in high-dimensional panels of daily global credit curves with large gaps of missings

    Scarcity in today´s consumer markets: scoping the research landscape by author keywords

    Scarcity refers to not having enough of what one needs. This phenomenon has shaped individuals´ life since ancient times, nowadays ranging from daily-life scarcity cues in shopping scenarios to the planet's resources scarcity to meet the world´s consumer demand. Because of this ubiquity of scarcity, the topic has been attracting attention from scholars and practitioners in different areas. Studies regarding scarcity were conducted across disciplines, based on different assumptions, and focused on distinct study subjects. A lack of mainstream about this topic hindered the convergence of core ideas among different schools of thought. In this article, we take an integrative socio-economic perspective to join diverse findings on scarcity affecting consumer markets, identify topic-specific research questions still to be answered, and provide suggestions for future and integrative research opportunities. A systematic review based on author keywords from 855 publications analyzing scarcity affecting business-consumer interactions serves as a database. Exploratory factor analyses based on author keywords identify shared patterns within and linkages across discourses stemming from various disciplines and theories. Results differentiate distinct research foci in the consumer behavior, socio-political, and other disciplinary research realms. A mapping of these research themes identifies the scarcity-related interplay among consumers, producers, and other stakeholders. Findings point out research directions for future studies at both the research realm level and the interdisciplinary level

    Revisiting front-of-pack nutrition labeling policies in Indonesia

    Effective implementation of Government Regulation (GR) No. 28/2024 on addressing excessive sugar, salt, and fats (SSF) consumption requires robust front-of-pack nutrition labeling (FoPNL) technical guidelines that prioritize public health while incorporating phased implementation. Interpretive warning labels are suggested as these have been proven effective from a public health perspective in middle-income countries like Chile, Mexico, Peru, and Uruguay. The FoPNL technical guidelines should also consider advancing a co-regulatory approach when transitioning to a mandatory scheme, enhancing consumer nutritional literacy, and strengthening the governance arrangements among key food regulators

    Regional free movement of persons as an opportunity in dealing with climate mobility: Great potential, difficult implementation

    As climate change progresses, the number of people who are being forced to leave their homes and cross borders due to environmental change is increasing. At the same time, they lack safe, orderly and regular migration pathways. Regional free movement can expand the leeway for those who are particularly affected by climate change. The African regional organisations ECOWAS (Economic Community of West African States) and IGAD (Intergovernmental Authority on Development) have both concluded agreements that could guarantee such free movement of persons. Their examples show the potential, but also the hurdles in implementing such regulations. In order to take advantage of these agreements in terms of climate mobility, German and European development and migration policy should do more to implement regional free movement. Furthermore, it is important to support the anchoring of climate aspects in the agreements. Cooperation between the European Union (EU) and individual African states should be questioned if it threatens to hinder the free movement of people in Africa through migration management and border security

    Unternehmen und anwendungsorientierte Forschung weisen der Blockchain-Technologie enorme Potenziale in diversen Sektoren zu. Besonders erfolgversprechend erscheint dabei der Einsatz von Blockchain-Technologien im Kontext des Supply Chain-Managements, da hiermit die Effizienz, die Transparenz und das Vertrauen zwischen den unterschiedlichen Akteuren über die gesamte Lieferkette gesteigert werden können. Ein Erfolgsfaktor für die Einführung und den Betrieb produktiver Blockchain-Lösungen bildet dabei ein adäquates Kompetenzmanagement, mit dem sichergestellt wird, dass die Mitarbeiter die notwendigen Fähigkeiten und Kenntnisse besitzen. Bestehende Kompetenzrahmen umfassen zwar eine Vielzahl digitaler Kompetenzen, jedoch adressieren diese bislang keine dedizierten Kompetenzen zum Einsatz von Blockchain-Technologien. Dieses Defizit wird mit dem vorliegenden Beitrag aufgegriffen, indem aufbauend auf einer kurzen Einführung und Darstellung der Blockchain-Technologie deren Anwendungspotenziale im Supply Chain-Management identifiziert werden. Anschließend wird ein Kompetenzrahmen zum Blockchain-basierten Supply Chain-Management entwickelt. Schließlich werden Kompetenzlücken in der Praxis aufgezeigt, Handlungsempfehlungen für Unternehmen formuliert sowie eine Schlussbetrachtung durchgeführt.Companies and application-oriented research have identified enormous potential for blockchain technology in various sectors. The use of blockchain technologies in the context of supply chain management appears particularly promising, as it can increase efficiency, transparency and trust between the various players along the entire supply chain. A success factor for the introduction and operation of productive blockchain solutions is adequate skills management, which ensures that employees have the necessary skills and knowledge. Although existing competence frameworks cover a wide range of digital competencies, they do not yet address any dedicated competencies for the use of blockchain technologies. This article targets this deficit by identifying the potential benefits of blockchain technology in supply chain management based on a brief introduction and presentation of blockchain technology. Building on this, a competence framework for blockchain-based supply chain management is developed. Finally, competence gaps in practice are identified, recommendations for action for companies are formulated and final conclusions are drawn

    In der digitalen Transformation tragen Hochschulen eine besondere Verantwortung. Sie bilden die Arbeitskräfte von morgen aus und sind maßgeblich für ihre digitale Kompetenz verantwortlich. Viele Hochschulen stehen hier jedoch noch am Anfang. Am Beispiel der Hochschule Esslingen wird deshalb untersucht, wie digitale Kompetenzen hochschulübergreifend vermittelt werden, wie sie bei Studierenden gemessen werden, und wie gut Studierende ihre eigenen digitalen Kompetenzen einschätzen können. Der auf Basis einiger bekannter Kompetenzrahmen entwickelte Digital Transformation Cube stellt dabei einen universellen und hochschulweiten Rahmen für die Förderung digitaler Kompetenzen dar. Durch den Digital Readiness Check können zum einen digitale Kompetenzen gemessen werden. Zum anderen wird untersucht, wie gut sich die Befragten selbst einschätzen. Dazu werden Selbsteinschätzungsfragen und Wissensabfragen ausgewertet. Die Ergebnisse zeigen, dass Studierende aller Fakultäten zur Überschätzung ihrer digitalen Kompetenz neigen. Technische Studiengänge sind davon weniger betroffen als nicht-technisch orientierte. Trotzdem bietet die Selbsteinschätzung eine gute Basis, um unter Einbezug eines Korrekturfaktors den tatsächlichen Wissensstand im Bereich digitaler Kompetenzen zu ermitteln. Damit wird eine gute Grundlage für die Messung digitaler Kompetenzen an Hochschulen gelegt, um diese langfristig in den Curricula zu verankern und so nachhaltig zu fördern.Universities bear a special responsibility in the digital transformation. They are training the workforce of tomorrow and are largely responsible for its digital competence. However, many universities are still at the beginning of this process. Using Esslingen University of Applied Sciences as an example, we are therefore investigating how digital competencies can be taught across universities, how digital competencies can be measured among students, and how well students themselves assess their own digital competencies. The Digital Transformation Cube, which was developed on the basis of several well-known competency frameworks, provides a universal, university-wide framework for promoting digital competencies. On the one hand, the Digital Readiness Check can be used to measure digital competencies. On the other hand, it examines how well the respondents assess themselves. Self-assessment questions and knowledge questions are evaluated for this purpose. The results show that students from all faculties tend to overestimate their digital competence. Technical courses are less affected by this than non-technical courses. Nevertheless, the self-assessment provides a good basis for determining the actual level of knowledge in the area of digital competencies with the inclusion of a correction factor. This provides a good basis for measuring digital competencies at universities in order to anchor those in the curricula in the long term and thus promote them sustainably

    Low-Code-Entwicklungsplattformen gewinnen zunehmend an Bedeutung in der digitalen Transformation von Unternehmen. Diese Plattformen ermöglichen es, Softwareanwendungen mit minimalem Programmieraufwand zu erstellen, wodurch die Komplexität der Softwareentwicklung reduziert und Personal aus IT-fernen Geschäftsbereichen in die Anwendungsentwicklung einbezogen wird. In diesem Grundlagenbeitrag werden die Prinzipien, Vorteile und Herausforderungen der Low-Code-Entwicklung untersucht. Es wird gezeigt, wie Low-Code-Entwicklungsplattformen Geschäftsinnovationen fördern, indem sie die Effizienz und Flexibilität der Softwareentwicklung erhöhen und eine schnellere Anpassung an Marktveränderungen ermöglichen. Unsere Analyse basiert auf umfassender Literaturrecherche und über 30 Interviews mit Vertretern aus über 20 Unternehmen. Die Ergebnisse verdeutlichen, dass Low-Code-Plattformen nicht nur die Entwicklungszeit und -kosten reduzieren, sondern auch eine Kultur der Innovation und Zusammenarbeit innerhalb der Unternehmen fördern. Darüber hinaus werden konkrete Handlungsempfehlungen vorgeschlagen, die für eine erfolgreiche Implementierung von Low-Code-Plattformen erforderlich sind. Abschließend geben wir einen Ausblick auf zukünftige Forschungsthemen, einschließlich der Integration von Künstlicher Intelligenz und Machine Learning in Low-Code-Plattformen, um deren Potenzial weiter zu maximieren.Low-code development platforms are increasingly pivotal in the digital transformation of businesses. These platforms enable the creation of software applications with minimal coding effort, reducing the complexity of software development and involving personnel from non-IT business areas in application development. This foundational article explores the principles, benefits, and challenges of low-code development. It illustrates how low-code platforms drive business innovation by enhancing the efficiency and flexibility of software development and enabling quicker adaptation to market changes. Our analysis is based on extensive literature research and over 30 interviews with representatives from more than 20 companies. The findings highlight that low-code platforms not only reduce development time and costs but also foster a culture of innovation and collaboration within organizations. Additionally, we present specific recommendations necessary for the successful implementation of low-code platforms. Finally, we provide an outlook on future research topics, including the integration of artificial intelligence and machine learning into low-code platforms to further maximize their potential

    Das Ende der Ampelkoalition hat auch dafür gesorgt, dass das eigentlich geplante Forschungsdatengesetz vorerst auf Eis liegt. Es ist von zentraler Bedeutung, um den Zugang zu Forschungsdaten zu verbessern, wissenschaftliche Erkenntnisse zu fördern und eine evidenzbasierte Politikgestaltung zu ermöglichen. Internationale Erfahrungen zeigen, dass eine bessere Datenverfügbarkeit die Zahl hochwertiger wissenschaftlicher Publikationen sowie deren Nutzung in politischen Entscheidungsprozessen erhöht. Zudem trägt sie zu einer effizienteren Verwendung öffentlicher Mittel bei - ein zentraler Aspekt angesichts der bevorstehenden schuldenfinanzierten Ausgaben in Billionenhöhe. Der vorliegende Entwurf des Forschungsdatengesetzes adressiert wesentliche Probleme: So würde es unter anderem eine Datentreuhandstelle schaffen, die rechtlichen Rahmenbedingungen für die Bereitstellung und Verknüpfung unterschiedlichster Daten verbessern und moderne Zugangsverfahren ermöglichen. Ein modernes Forschungsdatengesetz ist essenziell, um politisches Lernen zu fördern, die Wirksamkeit öffentlicher Maßnahmen zu bewerten und innovative Lösungen für gesellschaftliche Herausforderungen zu entwickeln. Die nächste Bundesregierung sollte das Gesetzgebungsverfahren priorisieren und auf den bereits geleisteten Vorarbeiten aufbauen, um unnötige Verzögerungen zu vermeiden

    On the sidelines? The relationship between perceptions of inequality and political participation

    This policy paper explores the relationship between perceptions of political efficacy and economic inequality. The latest findings from the Konstanz Inequality Barometer show that many people feel they have little influence on political decision-making and perceive political institutions as being unresponsive to their needs. As a result, they feel politically sidelined. The study identifies clear statistical correlations between perceptions of political efficacy and economic inequality. The paper concludes with concrete policy recommendations for (re)strengthening political participation

    This paper contrasts two kinds of political economy, represented by welfare economics and social choice theory on the one hand and James M. Buchanan's constitutional political economy on the other hand. It posits that the difference between the two kinds has its roots in the different normative premises on which they are based, premises that I refer to as utility- or preference-individualism and choice-individualism respectively. And I show that, because of their different normative starting points, the two kinds of political economy pursue fundamentally different research agendas
