Innovationen sind der Schlüssel zur Weiterentwicklung der Logistikbranche 
und tragen maßgeblich zur Effizienzsteigerung, Kostensenkung und 
Umweltfreundlichkeit bei. Durch den Einsatz neuer Technologien und digitaler 
Lösungen können Unternehmen ihre Prozesse optimieren, Lieferketten trans-
parenter gestalten und flexibel auf Marktanforderungen reagieren. Besonders in 
Zeiten wachsender globaler Herausforderungen, wie steigender Transportkosten, 
zunehmender Umweltauflagen und sich ändernder Kundenanforderungen, 
spielen innovative Ansätze eine entscheidende Rolle. In diesem Text werden 
verschiedene technologische Fortschritte in der Logistikbranche beleuchtet und 
deren Bedeutung für die Zukunft der Transportwirtschaft analysiert [1]. 
Die Implementierung innovativer Technologien wird durch wissenschaftliche 
Fortschritte und staatliche Förderprogramme vorangetrieben. Gesetzliche Rah-
menbedingungen und wirtschaftliche Anreize ermöglichen es Unternehmen, sich 
schneller an neue Entwicklungen anzupassen und ihre Wettbewerbsfähigkeit zu 
steigern. Eine der bahnbrechendsten Technologien ist der 3D-Druck, der nicht nur 
in der Luft- und Raumfahrtindustrie Anwendung findet, sondern auch den 
logistischen Sektor revolutioniert. Durch die Möglichkeit, Ersatzteile und 
Bauteile direkt vor Ort herzustellen, werden Lieferzeiten drastisch verkürzt und 
Lagerkosten reduziert. Dies führt zu einer nachhaltigen Optimierung der 
gesamten Lieferkette und einer Minimierung von CO2-Emissionen. 
Ein weiteres innovatives Konzept ist der Einsatz unbemannter Luftfahrzeuge, 
insbesondere Drohnen, für die Paketzustellung. Unternehmen wie DHL und Am-
azon testen bereits den Einsatz von Drohnen, um Lieferungen in entlegene Ge-
biete schneller und kostengünstiger zu realisieren. Obwohl diese Technologie 
noch in der Entwicklung steckt und regulatorische Herausforderungen bestehen, 
zeigt sie großes Potenzial für die Zukunft der urbanen Logistik. Parallel dazu 
werden intelligente Transportsysteme entwickelt, die durch den Einsatz von

Sensoren und künstlicher Intelligenz den Verkehrsfluss optimieren und Verzöger-
ungen minimieren können. 
Deutschland nimmt eine führende Rolle in der additiven Fertigung ein, insbe-
sondere im Bereich des Schienen- und Luftverkehrs. Der 3D-Druck ermöglicht 
eine schnellere und flexiblere Produktion von Ersatzteilen, wodurch die Abhäng-
igkeit von traditionellen Lieferketten reduziert wird. Gleichzeitig verbessern mo-
derne Transportkonzepte die Effizienz des Güterverkehrs erheblich. Längere und 
aerodynamisch optimierte Lastwagen tragen dazu bei, den Treibstoffverbrauch zu 
senken und die Umweltbelastung zu reduzieren. Im Schienenverkehr wird mit 
immer längeren Güterzügen experimentiert, um die Transportkapazitäten weiter 
zu steigern und eine wirtschaftlichere Nutzung der Infrastruktur zu ermöglichen 
[1]. 
Die digitale Transformation ist ein zentraler Treiber für die Effizienzstei-
gerung in der Logistikbranche. Digitale Plattformen ermöglichen eine umfas-
sende Vernetzung aller Akteure entlang der Lieferkette und sorgen für eine 
präzisere Planung und Steuerung von Transportprozessen. Durch den Einsatz von 
Big-Data-Analysen und maschinellem Lernen können Unternehmen zukünftige 
Nachfrageentwicklungen besser vorhersagen und ihre Ressourcen optimal einset-
zen. Diese Technologien tragen dazu bei, Engpässe zu vermeiden, Kosten zu 
senken und den Kundenservice zu verbessern. 
Ein gelungenes Beispiel für die erfolgreiche Digitalisierung in der Logistik ist 
der Duisburger Hafen (duisport), einer der größten multimodalen Logis-
tikstandorte Europas. Durch den Einsatz modernster Technologien wie GPS-
Tracking, automatische Terminalregistrierung und intelligente Zeitfensterman-
agementsysteme konnten Staus und Wartezeiten erheblich reduziert werden. Dies 
führt nicht nur zu einer gesteigerten Effizienz, sondern auch zu einer verbesserten 
Nachhaltigkeit des Hafenbetriebs. 
Auch in der Luftfrachtlogistik schreitet die Digitalisierung voran. El-
ektronische Frachtbriefe (eAWB) ersetzen zunehmend papierbasierte Dokumente 
und erleichtern den Verwaltungsaufwand erheblich. Durch den elektronischen 
Datenaustausch werden Fehlerquellen minimiert, Prozesse beschleunigt und 
Ressourcen eingespart. Allein durch die Umstellung auf digitale Dokumentation 
können jährlich Tausende Tonnen Papier eingespart werden, was einen bedeu-
tenden Beitrag zum Umweltschutz leistet [1]. 
Die Zukunft der Logistik wird maßgeblich durch Automatisierung, Digital-
isierung und nachhaltige Innovationen geprägt sein. Echtzeit-Datenanalyse und 
künstliche Intelligenz ermöglichen eine präzisere Steuerung von Lieferketten und 
helfen Unternehmen, auf unerwartete Herausforderungen flexibel zu reagieren. 
Der Einsatz autonomer Fahrzeuge und selbstfahrender LKWs wird den 
Straßengüterverkehr revolutionieren, indem er Kosten senkt, Unfallrisiken min-
imiert und die Effizienz des Transportsektors steigert.

Gleichzeitig wird die Standardisierung und Koordination innerhalb der 
Lieferketten immer wichtiger. Nur durch eine enge Zusammenarbeit aller Akteure 
– von Herstellern über Logistikdienstleister bis hin zu Endkunden – kann eine

The relevance of the work is due to the fact that excise taxes occupy a special 
place in the budget revenues of the Republic of Belarus. They are the most stable 
sources of revenue for the state budget. They serve as the main economic pillar 
for the development of countries with economies in transition. Taxes take various 
forms and types, but the most common approach to their classification is to divide 
them into direct and indirect taxes. Indirect taxes are included in the final price of 
goods, works, and services that consumers pay, while taxpayers only transfer 
these funds to the tax authorities. 
According to Article 8 of the Tax Code of the Republic of Belarus, indirect 
taxes include value added tax and excise taxes [1]. They play almost a key role in 
the fiscal and customs policy of the state. The following features are typical for 
all types of taxes: 
−  They are permanent payments.

The relevance of the work is due to the fact that excise taxes occupy a special 
place in the budget revenues of the Republic of Belarus. They are the most stable 
sources of revenue for the state budget. They serve as the main economic pillar 
for the development of countries with economies in transition. Taxes take various 
forms and types, but the most common approach to their classification is to divide 
them into direct and indirect taxes. Indirect taxes are included in the final price of 
goods, works, and services that consumers pay, while taxpayers only transfer 
these funds to the tax authorities. 
According to Article 8 of the Tax Code of the Republic of Belarus, indirect 
taxes include value added tax and excise taxes [1]. They play almost a key role in 
the fiscal and customs policy of the state. The following features are typical for 
all types of taxes: 
−  They are permanent payments.

−  Is collected by the state from individuals and legal entities. 
−  Aimed at achieving goals such as financing public needs and ensuring the 
safe functioning of the State apparatus [2].  
Excise taxes are an indirect tax that is levied on certain goods and services, 
most often related to consumption and having a negative impact on health or the 
environment [3]. Such a tax pursues not only the goal of increasing state revenues, 
but also stimulates a reduction in the consumption of harmful goods and services, 
as well as compensates for possible damage caused by their use. The manufac-
turer or seller pays excise taxes by transferring part of the income to the budget. 
If you look at it from the point of view of the law, the payers of this tax are or-
ganizations and enterprises that produce products subject to excise taxes, but, in 
fact, the real payer of excise taxes is an ordinary consumer, since the amount of 
excise tax is usually included in the cost of goods or services.  
In most countries, the following goods are subject to excise duty: alcoholic 
(regardless of the volume fraction of ethyl alcohol) and tobacco products, petro-
leum products (gasoline, diesel fuel), cars, and electricity. The rates for excisable 
goods are set out in the appendix to the Tax Code of the Republic of Belarus. That 
is, unlike, for example, VAT, excise tax rates are individual. There is also a tax 
period, that is, the time period for which the tax must be paid. According to the 
Tax Code of the Republic of Belarus, it is recognized as a calendar month.  
Thus, it can be concluded that excise taxes are one of the main instruments of 
the customs policy of the Republic of Belarus. They are used to protect the do-
mestic market from foreign competitors, as well as to generate additional income 
for the state budget. In other words, an indirect tax such as excise taxes is one of 
the key taxes that has a significant impact on the formation of the revenue side of 
the budget of the Republic of Belarus.

Проблема утилизации твердых бытовых отходов (ТБО) остается одной 
из самых острых экологических проблем как в Беларуси, так и по всему 
миру. С каждым годом количество мусора растет, что вызывает серьезные 
проблемы как для окружающей среды, так и для здоровья людей. Отсут-
ствие эффективной системы переработки, переполненные полигоны и за-
грязнение природы — все это требует немедленных действий и комплекс-
ных решений. 
В Беларуси ежегодно образуется около 4 миллионов тонн ТБО, и с каж-
дым годом эта цифра увеличивается. Однако уровень переработки в стране 
не превышает 25–30%. Основная часть отходов по-прежнему отправляется 
на полигоны, что приводит к загрязнению почвы, воздуха и водных ресур-
сов. Несмотря на развитие системы раздельного сбора мусора (独立的垃圾
收集系统) в некоторых городах и населенных пунктах, инфраструктура 
остается недостаточной, а экопросвещение населения на низком уровне. 
Люди часто не понимают важности раздельного сбора, что приводит к сме-
шиванию мусора и снижению эффективности переработки [1, c.39]. 
Мировая ситуация (全球形势) в этой области также неоднозначна. В 
странах с развитой системой переработки, таких как Германия, Швеция, 
Финляндия и Норвегия, переработка отходов достигла уровня 60-70%, а 
большая часть мусора используется повторно или превращается в энер-
гию. Швеция даже покупает мусор у соседних стран для переработки, пре-
вращая отходы в источник энергии. Однако в странах слаборазвивающихся, 
таких как Индия, Китай или в ряде регионов Африки, ситуация значительно 
хуже. Проблемы, такие как неконтролируемые свалки, плохая инфраструк-
тура для сбора и переработки мусора, а также низкая осведомленность насе-
ления об угрозах, которые несет неправильная утилизация отходов, создают 
угрозу не только для экологии, но и для здоровья людей. Проблема усугуб-
ляется растущим потреблением пластиковых и одноразовых упаковок (塑料
和一次性包装的消费), которые занимают много времени для разложения в 
природе. Это требует активной работы над внедрением экологически без-
опасных материалов, развитием технологий переработки, а также создания 
механизмов по стимулированию бизнеса к использованию альтернативных 
упаковок. Решение проблемы утилизации ТБО требует комплексного

подхода. В первую очередь необходимо модернизировать инфраструктуру 
переработки и создания эффективных схем вывоза мусора [2, c. 129]. Важно 
также активно работать над обучением и просвещением населения, внедре-
нием систем раздельного сбора мусора и жестким контролем за соблюде-
нием экологических стандартов. Задача состоит не только в утилизации от-
ходов (废物处置), но и в сокращении их образования через развитие систем 
повторного использования и переработки. Только при комплексном под-
ходе и сотрудничестве различных стран можно снизить объем отходов, ми-
нимизировать их негативное воздействие на природу и здоровье человека и 
сделать нашу планету более экологически устойчивой.

Customs authorities are required to fulfill a dual role: to provide the interna-
tional trading community with an appropriate level of facilitation, and to ensure 
compliance with regulatory requirements. This role has to be balanced with risk 
management. A strong risk management framework is therefore a key for spot-
ting, evaluating, and reducing potential dangers in customs activities. This paper 
examines the elements and significance of a risk management system in customs, 
emphasizing its advantages and potential drawbacks. 
Risk management in customs requires systematically finding and judging 
risks that could disrupt customs procedures. Risks facing customs range from 
noncompliance with customs laws such as licensing requirements, valuation pro-
visions, rules of origin, duty exemption regimes, trade restrictions, and security 
regulations to the potential failure to facilitate international trade. Customs au-
thorities shall manage these risks to ensure legitimate trade while protecting na-
tional security and revenue. 
The risk management process is complex. It comprises the establishment of 
the risk management context, risk identification, risk analysis, risk assessment,

The risk management process is complex. It comprises the establishment of

addressing the risks and monitoring and reviewing the process through compli-
ance measurement [1, p. 227]. 
While identifying risks, Customs bodies must pinpoint possible risks by stud-
ying past data, trade trends and patterns. This may involve monitoring trade 
routes, reviewing importer/exporter compliance records. Identified risks must 
then be assessed in terms of likelihood and consequence. It means ranking the 
risks to identify management priorities. The risks can be of HIGH, MEDIUM, 
and LOW levels. 
After assessing risks, customs must create to develop and implement a specific 
management plan which includes consideration of resources (human, financial 
and technical). It might include targeted checks of high-risk cargo, using ad-
vanced technologies, and boosting cooperation with other agencies. A good risk 
management system needs ongoing monitoring and review. Customs should reg-
ularly check how well their risk strategies work and adjust them as needed due to 
new risks and changing trade patterns. 
Efficient implementation of a risk management will allow Customs admin-
istrations to: 
• focus on high-risk areas and therefore ensure more effective use of available 
resources, 
• increase ability to detect offences and non-compliant traders and travelers, 
• offer compliant traders and travelers greater facilitation and 
• expedite trade and travel [2, p. 67]. 
Despite the significant advantages, the implementation of a customs risk man-
agement system faces a number of challenges:  
– data quality and availability; (reliable risk management depends on accurate, 
comprehensive data, which customs may find difficult to obtain).  
– resource constraints; (a sustainable system requires adequate resources, in-
cluding skilled personnel and advanced technology, which are often lacking in 
developing countries).  
– close international and inter-agency cooperation, complicated by different 
rules and procedures [3]. 
Effective risk management is critical for successful customs activities. It ena-
bles customs agencies to strengthen security, facilitate trade, and protect revenue. 
While implementing an effective risk management system is challenging, the po-
tential benefits outweigh the challenges. As global trade evolves, an adaptable, 
forward-looking approach to risk management at customs will continue to be crit-
ical.

In the context of globalization and increasing economic integration, 
knowledge of foreign languages has become a key factor for success in foreign 
economic activities and performing professional tasks. And the sphere of Cus-
toms is not an exception 
 In customs affairs, significant attention is paid to international standards and 
norms, such as the Code of International Trade, agreements of the World Trade 
Organization (WTO), and others. Knowledge of a foreign language allows spe-
cialists to interact with international organizations, participate in conferences and 
seminars, and correctly interpret international documents. 
Customs procedures require the completion of numerous documents, many of 
which may be written in a foreign language. Language proficiency helps customs 
workers accurately fill out declarations, invoices, certificates, and other important 
documents. Errors in documentation can lead to delays, fines, or even refusal to 
allow goods to pass through the border. 
The modern stage of development of world trade relations began after the end 
of the Second World War. It was characterized by significant changes in the world 
economic structure. The leading role in the world was taken by the USA, under 
the influence of whose policies many international organizations were created, 
and first of all the WTO.

Geräte von Mobiltelefonen bis hin zu Raumfahrzeugen ebnet [1]. 
Die Hauptleistung von Alferov war die Schaffung von idealen Heter-
ostrukturen - Schichtstrukturen aus verschiedenen Halbleitermaterialien. Diese 
Entdeckung hat die Elektronik und Photonik revolutioniert. 
Er hat über 500 wissenschaftliche Arbeiten und etwa 50 Erfindungen im 
Bereich der Halbleiter, Halbleiter- und Quanten-Elektronik verfasst. Unter an-
derem schuf er den ersten zuverlässig funktionierenden Transistor. Dank seinen 
Erfindungen wurden solche Errungenschaften im Gebiet der Physik möglich wie: 
− Mobiltelefone, 
− Solarbaterrien, 
− Laser-Augenchirurgie, 
− optische kohärente Tomographie, 
− Lesen von Barcodes. 
Im Jahr 2000 wurde Zhores Alferov zusammen mit Herbert Kroemer und Joel 
P. Benner mit dem Nobelpreis für Physik ausgezeichnet für ihren Beitrag zur 
Entwicklung von Halbleiter-Heterostrukturen. Diese Auszeichnung war eine 
Anerkennung seines herausragenden Beitrags zur Wissenschaft und Technologie. 
Neben seiner wissenschaftlichen Karriere engagierte sich Alferov aktiv in der 
Öffentlichkeit [2]. Er trat für die Unterstützung von Wissenschaft und Bildung in 
Russland und Belarus ein und betonte die Notwendigkeit von Investitionen in 
Forschung und Entwicklung. Seine Arbeiten in diesem Bereich zielten darauf ab, 
das wissenschaftliche Potenzial des Landes zu fördern und die Jugend für die 
Wissenschaft zu begeistern. 
Zhores Iwanowitsch Alferov war der geehrte Professor von vielen Universi-
täten: in Belarus (die BNTU), in Russland, in den USA.  
Außerdem war er Mitglied verschiedener wissenschaftlicher und technischer 
Organisationen, wie zum Beispiel: Amerikanische Physikalische Gesellschaft 
(APS), Institut der Elektro- und Elektronik-Ingenieure (IEEE), Russische Akad-
emie der Wissenschaften (RAN), Belarussische Akademie der Wissenschaften.

According to Article 416 of the EAEU Customs Code, Customs warehouses 
are viewed as «specially defined and equipped structures, premises (parts of 
premises) and (or) open areas intended for storing goods placed under the customs 
procedure of a customs warehouse» [2]. The article also specifies the possibility 
of storing Union goods in a customs warehouse placed under the customs

procedure for export, or other goods in cases and in accordance with the procedure 
established by the legislation of the member States of the Union. 
The article defines the procedure for the functioning of a customs warehouse, 
namely, the date of establishment of a customs warehouse is considered to be the 
day following the day of inclusion of a person of a Member State in the register 
of owners of customs warehouses. The operation of a customs warehouse shall 
cease from the day following the day of exclusion of the owner of a customs 
warehouse from the register of owners of customs warehouses. 
In total, there are two types of customs warehouses – open and closed. Cus-
toms warehouses are called open warehouses if they are available for the storage 
of any goods and use by any persons having authority over these goods. And 
closed customs warehouses are designed to store the goods of the owner of this 
customs warehouse. 
The legislation of the EAEU Member States may determine individual cate-
gories of goods that are permitted to be stored in closed customs warehouses. It 
is also worth mentioning that it is allowed to store Union goods placed under the 
export customs procedure in a customs warehouse for six months from the mo-
ment such goods are placed under the export customs procedure. 
In the context of the development of customs warehouses in the Republic of 
Belarus, it seems promising to introduce energy-saving technologies to minimize 
the impact on the environment: 
− Solar panels. Installing solar panels on warehouse roofs to generate energy. 
It reduces energy costs and reduces the carbon footprint. 
− Energy-saving LED lighting. Replacing traditional lighting with LED sys-
tems. They consume less energy and have a long service life, which reduces costs 
and waste. 
− Waste management systems. Implementing programs for sorting and recy-
cling waste from packaging and other materials. This reduces the amount of waste 
in landfills and contributes to sustainable development. 
− Electric vehicles for transportation. Using electric vehicles for internal lo-
gistics. It reduces emissions of pollutants and improves air quality. 
Introducing environmental initiatives will considerably reduce operating 
costs, improve image and comply with international environmental standards. 
Customs warehouses within the EAEU play a key role in organizing trade and 
logistics between the Member states of the Union. Digitalization of processes and 
the introduction of new environmentally friendly technologies make the topic of 
warehouses even more relevant, opening up new opportunities for automation and 
data analysis.

The relevance of this article is due to the increasing role of efficient and trans-
parent logistics in the context of increased foreign economic activity and integra-
tion processes at the international level. In modern conditions, the activity of a 
customs carrier is becoming more and more in demand. The efficient operation 
of the customs carrier helps to reduce the time and cost of logistics operations, 
minimize risks and comply with the requirements of customs legislation. 
The customs carrier has a special status in transport and logistics services. Its 
rights, responsibilities and duties are enshrined in the Customs Code of the Eura-
sian Economic Union (EEU), and its activities are under control of the national 
customs services of member states. 
The Customs carriers ensure the transportation of goods across customs bor-
ders. Their activities include arranging the transport of goods, submitting neces-
sary documents and information to customs authorities, as well as paying all rel-
evant customs duties and fees. Utilising the services of a customs carrier is one of 
the main measures taken to comply with the law when transporting goods under 
customs control.  
According to the Code, a customs carrier is a legal entity of an EEU member 
state that meets the conditions defined by the legislation and is included in the 
register of customs carriers [1]. 
The Register of Customs Carriers is a tool for operational customs control of 
their activities. At the same time, it has an information component, allowing in-
terested foreign economic activity (FEA) participants to determine in time the 
choice of customs carrier in case their products fall into the commodity nomen-
clature, which requires accompanying the shipment under customs control to the 
place of customs clearance.

The strategies used by law enforcement agencies in the fight against interna-
tional organized crime are of considerable interest to the customs services of the 
Republic of Belarus. A clear regulation of the delivery of goods is particularly 
important. The main tool for combating illicit trafficking, including drugs and 
other contraband activities, is the controlled supply of drugs. This approach al-
lows illegal cargo to pass through the territory of the country, while being under 
the control of law enforcement agencies. This study examines the implementation 
and regulatory systems of controlled deliveries in Belarus and the United King-
dom. Both countries use controlled delivery to fight drugs trafficking, arms smug-
gling, and other illegal trade, but their operational strategies, legal bases, and ap-
proaches for international cooperation differ greatly. 
The legal basis for regulated distribution defines the authorities and limita-
tions of law enforcement agencies. The Law on Operational Investigative Activ-
ities governs controlled delivery in Belarus. This statute allows law enforcement 
authorities, including customs authorities, to carry out controlled deliveries under 
court supervision. Internal rules and interagency agreements define certain pro-
cedures in great detail. Belarus's legal system clearly emphasizes the primacy of 
national law and supports home jurisdiction in international proceedings. The UK 
shows more attention to international cooperation by synchronizing its controlled 
delivery activities with EU directives and international treaties. Customs officials 
are the main agents in controlled deliveries. They are tasked with recognizing 
suspected goods, starting investigations, and supervising the operational elements

of the delivery. In Belarus, controlled imports are governed by a synthesis of na-
tional laws and international treaties. As part of the Eurasian Economic Union, 
Belarus enforces strict customs control policies to stop any illegal movement 
across its borders. Customs officials are instructed to spot dubious goods and 
work closely with other law enforcement authorities like the Ministry of Internal 
Affairs. The Belarusian approach for controlled deliveries gives careful planning 
and inspection first priority. Customs officials use risk assessment tools, aggres-
sively review shipping records, and deploy sophisticated scanning technologies. 
When customs agents find a dubious item, they work with law enforcement agen-
cies to evaluate whether a controlled delivery is warranted. Approved, they con-
tinue to supervise the goods throughout the distribution process, ensuring that the 
operation stays closely under control. 
Despite fewer resources, new ways of moving goods, and more work with 
partners from other countries, Belarus has been able to conduct many controlled 
shipments that expose criminal organizations. The work of customs officers in 
this area demonstrates their high qualification and dedication to ensuring the se-
curity of the country's borders. They work closely with other agencies and receive 
special training to recognize the methods of drug smuggling. Their duties cover 
not only the monitoring of illegal goods but also the strategic planning and exe-
cution of operations meant to capture top leaders of criminal groups. 
In the United Kingdom, controlling deliveries has long been a tactic against 
organized crime, especially drug trafficking. The UK's customs administration 
works closely with law enforcement agencies nationwide, including the NCA and 
Border Force. As the primary point of contact in a controlled delivery scenario, 
customs officers often use profiling, intelligence collection, and cutting-edge 
screening tools to spot suspicious items. Despite emphasizing public safety and 
human rights, the process follows principles of proportionality, legality, and re-
sponsibility. Customs agents work closely with other law enforcement agencies, 
often involving international partners such as Europol and Interpol. The United 
Kingdom prioritizes the investigation of criminal organizations both domestically 
and internationally. 
A crucial element of this strategy is the use of intelligence operations. Cus-
toms officials employ risk assessment tools, data analysis, and international col-
laboration to detect and seize dangerous items. However, there are obstacles to 
overcome, such as limited resources, intricate supply chains, and ever-changing 
criminal methods. Despite these difficulties, British customs officers have played 
an important role in successful controlled shipments, leading to arrests and dis-
ruptions to criminal organizations. Customs agents work closely with other law 
enforcement agencies and international partners, such as Europol and Interpol. 
The main feature of the approach is an emphasis on intelligence operations, where 
customs officers rely on risk assessment tools and international cooperation.

There are challenges, such as limited budgets and complex requirements for 
service providers. In the UK, the focus is on destroying entire criminal networks 
rather than identifying individual shipments of drugs. Customs officers should be 
highly qualified in covert operations and be able to work with domestic and for-
eign partners. The legislation governing restricted deliveries varies from country 
to country. In the Republic of Belarus, customs officers operate in accordance 
with clear rules and regulations, while in the United Kingdom there is a well-
structured legal framework that includes customs regulations. Despite these dif-
ferences, the customs services of both countries demonstrate a high level of pro-
fessionalism. 
Although controlled delivery systems are effective in both countries, their ca-
pabilities differ. They face unique challenges. Strengths of the Belarusian Repub-
lic include established relationships with law enforcement agencies in the Com-
monwealth of Independent States, geographic proximity to major trafficking 
routes, and strong centralized control of law enforcement activities. Limited in-
ternational cooperation outside the CIS borders, corruption vulnerabilities, and 
administrative obstacles in interagency operations define the weak points of the 
Organization. The United Kingdom has a powerful judicial system, extensive 
global networks, sophisticated surveillance technologies, and superior intelli-
gence capabilities. The United Kingdom pays particular attention to investigating 
the activities of criminal organizations both within and outside the country. A key 
element of this strategy is the use of intelligence operations. Customs officers use 
risk assessment tools, data analysis, and international cooperation to detect and 
remove dangerous items. However, there are difficulties that need to be over-
come. These include the scarcity of resources, intricate supply chains, and the 
ever-evolving security protocols. The legal system can be a challenge, as can dis-
putes over jurisdiction in cross-border operations. Additionally, it is crucial to 
strike a balance between safeguarding human rights and meeting national security 
needs.  
The fight against transnational organized crime requires the use of controlled 
arms transfers. There is a need to continuously improve our operational capabili-
ties and develop close international cooperation as a future employee of the Cus-
toms Service of the Republic of Belarus. Integrating best practices and infor-
mation from countries such as the United Kingdom can help Belarus improve its 
controlled delivery program and contribute more effectively to international se-
curity initiatives. The introduction of new technologies, commitment to interna-
tional cooperation and continuous professional development will be vital compo-
nents of the ongoing fight against transnational crime.

менного бизнеса, обеспечивая эффективное движение товаров и услуг от 
производителя к потребителю. В условиях глобализации и интеграции эко-
номик страны стремятся оптимизировать свои логистические процессы для 
повышения конкурентоспособности. 
Республика Беларусь и Китайская народная Республика осуществляют 
активное взаимовыгодное сотрудничество в логистической сфере. Это 
стало возможным в связи с ростом компетенции специалистов логистиче-
ской сферы, а также с овладением большинством профессионалов китай-
ским языком как средством коммуникации и получения дополнительных 
данных с иноязычных платформ.  
Данная статья представляет собой сравнительный анализ логистических 
систем и их способов адаптации для удовлетворения потребностей рынка, в 
условиях стремительного развития технологий и изменения глобальных 
торговых потоков.

Bei der Erforschung von Steinbearbeitungstechniken hat sich die Technologie 
als ein mächtiges Werkzeug erwiesen, das die Art und Weise, wie wir die Eigen-
schaften und das Potenzial verschiedener Steinmaterialien erkunden und ver-
stehen, revolutioniert. Die aktuelle Forschung konzentriert sich darauf, technolo-
gische Fortschritte zu nutzen, um die Qualität, Nachhaltigkeit und Effizienz der 
Steinbearbeitung zu verbessern und somit einen bedeutenden Einfluss auf die 
Branche zu erzielen. 
Aufstrebende Technologien wie 3D-Bildgebung und digitale Modellierung 
verändern die Landschaft der Steinbearbeitungsforschung. Sie ermöglichen es 
Forschern, die strukturelle Zusammensetzung verschiedener Steinmaterialien im 
Detail zu untersuchen und somit überlegene maßgeschneiderte Designs zu erstel-

Der tägliche Verkehr zeigt uns, wo herkömmliche Systeme versagen: Pendler 
stehen in endlosen Staus, Rettungsfahrzeuge verlieren wertvolle Zeit an verstopf-
ten Kreuzungen, und Unfälle sind oft auf mangelnde Kommunikation zwischen 
Verkehrsteilnehmern und Infrastruktur zurückzuführen. Ohne Innovation bleibt 
der Verkehr unkoordiniert und ineffizient, mit hohen Kosten für Umwelt, 
Wirtschaft und Lebensqualität. 
Mit dem Auto durch die Stadt gleiten, ohne ständig an roten Ampeln anhalten 
zu müssen: Das ist der Traum vieler Autofahrer. Jetzt könnte er Wirklichkeit 
werden: Ingenieure arbeiten mit Partnern daran, Autos und Ampeln zu vernetzen. 
Um Staus zu vermeiden und den Verkehr sicherer und emissionsärmer zu ma-
chen.  
ITS steht für „Intelligent Transport Systems“ (deutsch: Intelligente 
Verkehrssysteme – IVS). Darunter fallen Systeme, die durch innovative

Technologien unsere Art, uns fortzubewegen, revolutionieren. Durch den Einsatz 
fortschrittlicher Technologien und Datenanalysen wird die Sicherheit erhöht und 
der Verkehr insgesamt effizienter gestaltet [1]. 
Intelligente Verkehrssysteme sind Systeme, bei denen Informations- und 
Kommunikationstechnologien im Straßenverkehr und an Schnittstellen zu an-
deren Verkehrsträgern eingesetzt werden. Intelligente Transportsysteme sollen 
also mit Hilfe technischer Mittel den Informationsaustausch zwischen Verkehr-
steilnehmern und Infrastruktur unterstützen. Beispiele dafür sind z. B.: 
− Fahrerassistenz- und Verkehrsleitsysteme; 
− Apps, die Reisende über alternative Transportmöglichkeiten informieren 
− das eCall-System, das bei einem Unfall automatisch die Rettungsdienste 
alarmiert. 
Solche interoperablen Systeme erleichtern es, Verkehr und Mobilität effizien-
ter zu gestalten und vernetztes Fahren zu realisieren.  
Die koordinierte Steuerung ist eine Form der systematischen Ampelsteuerung, 
bei der der Betrieb von Lichtsignalanlagen durch die Einhaltung bestimmter Zeit-
abstände (Phasenverschiebungen) zwischen den Schaltzeitpunkten der Signale 
benachbarter Ampeln synchronisiert wird. Die Grundidee der koordinierten 
Steuerung beruht auf der Beobachtung, dass bei dicht nebeneinanderliegenden 
Lichtsignalanlagen die Fahrgeschwindigkeiten der Fahrzeuge zwischen diesen 
Punkten in der Regel um einen bestimmten Mittelwert schwanken [2]. 
 
In der Praxis wird die koordinierte Steuerung typischerweise mit Hilfe von 
zyklischen Signalprogrammen organisiert. Diese Programme sind durch eine 
feste Zykluszeit C gekennzeichnet, innerhalb derer die Signale für jede Sig-
nalgruppe in der gleichen Reihenfolge wiederholt werden. Die wichtigsten Pa-
rameter für die Erstellung eines solchen Programms sind: 
 die Reihenfolge der Signalschaltungen für die einzelnen Signalgruppen, 
 die Dauer der jeweiligen Signale, 
die Verschiebung der lokalen Zykluszeit gegenüber der einheitlichen Zeit, die 
durch die Formel φ = (td − tuni) mod C beschrieben wird (Abbildung 2).

Die Gesamtheit dieser Parameter für alle synchronisierten Lichtsignalanlagen 
wird als Koordinierungsplan (KP) bezeichnet [3]. 
Die am weitesten verbreitete Form der koordinierten Steuerung ist die „Grüne 
Welle“, die vor allem auf geradlinigen Streckenabschnitten (z.B. Straßenab-
schnitten oder Hauptverkehrsachsen) für einen flüssigen Verkehrsablauf sorgt. 
Der Hauptvorteil der Einführung einer koordinierten Steuerung liegt in der 
deutlichen Verlängerung der Streckenabschnitte, auf denen die Fahrzeuge ohne 
anzuhalten fahren können. Dieser Effekt ist besonders auf geradlinigen Strecken 
spürbar und wird von den Verkehrsteilnehmern positiv wahrgenommen. Diese 
Art der Steuerung wird als Hauptstraßenkoordination (arterial coordination) bez-
eichnet, deren Ziel die Organisation von Fahrspuren des kontinuierlichen 
Verkehrsflusses oder des ununterbrochenen Fahrens (vehicle progression) ist.  
Zur visuellen Darstellung des Koordinationsplans wird häufig ein Zeit-Weg-
Diagramm (time-space diagram) verwendet. Auf der horizontalen Achse wird die 
einheitliche Zeit für alle synchronisierten Ampeln abgetragen, während die 
vertikale Achse die Koordinaten der Haltelinien entlang der Strecke zeigt. Für 
jede Haltelinie wird ein Zeitdiagramm der Ampelsignale dargestellt, die den 
Verkehrsfluss an diesem Punkt steuern. Die auf dem Diagramm entstehenden 
Bänder, die mögliche Fahrtrouten bei durchschnittlichen Geschwindigkeiten 
zwischen den äußeren Haltelinien der Strecke darstellen, werden als Bänder des 
kontinuierlichen Verkehrsflusses bezeichnet (Abbildung 3).

Grüne-Welle-Systeme dienen in erster Linie dazu, Start-Stopp-Vorgänge zu 
minimieren, um Emissionen zu verringern. Bei einer grünen Welle werden des-
halb mehrere benachbarte Ampeln eines Straßenzuges so geschaltet, dass Fahr-
zeuge bei Einhaltung einer bestimmten Geschwindigkeit auf mehrere grüne Am-
peln treffen und ungehindert passieren können. 
Allerdings läuft dieses System nicht immer reibungslos: Ändern sich die 
größten Verkehrsströme innerhalb eines Tages, muss die Koordinierung neu 
abgestimmt werden. Zudem können sich zwei grüne Wellen kreuzen oder Bee-
inträchtigungen durch Kleinstörungen wie Abbieger, ausparkende Fahrzeuge 
oder Rückstau auftreten. 
In Deutschland wird das als «Grüne Welle» bekannte ampelkoordinierte 
Kontrollsystem in verschiedenen Städten weit verbreitet eingesetzt, um einen 
Nonstop-Verkehr sicherzustellen. Es wird besonders aktiv in großen Städten mit 
starkem Verkehr eingesetzt. 
In München funktioniert die Grüne Welle aufgrund der städtebaulichen Geg-
ebenheiten während der Hauptverkehrszeiten überwiegend in eine Richtung. Am 
Morgen ist sie auf den Verkehr in Richtung Stadtzentrum ausgerichtet, während 
sie am Abend den Verkehr aus der Stadt heraus begünstigt. Fahrer, die gegen den 
Hauptverkehrsstrom unterwegs sind (zum Beispiel morgens aus der Stadt hinaus-
fahren), müssen mit längeren Wartezeiten an Ampeln rechnen, da die Signale in 
ihrer Fahrtrichtung nicht synchronisiert sind [4]. 
Mittlerweile konnte in einigen Teilen Deutschlands zusätzlich ein ganz neues 
Verkehrsschild entdeckt werden. Hierbei handelt es sich um die „digitale grüne 
Welle“. Doch was hat es mit diesem Verkehrsschild auf sich? 
Das Verkehrsschild zeigt in seinem oberen Bereich ein blaues Viereck an, 
welches eine Zahl anzeigt. Im unteren Schildbereich ist ein weißer Kreis mit einer

grünen Welle. Die obere Tafel zeigt die empfohlene Geschwindigkeit, um die 
grüne Welle mitzunehmen und zügig durchfahren zu können. Wenn man sich also 
an diese Empfehlung hält, kann man an den folgenden Ampeln mit einer grünen 
Welle rechnen [5]. 
In diesem Zusammenhang ist es wichtig zu betonen, dass Intelligente 
Verkehrssysteme den Straßenverkehr durch fortschrittliche Technologien wie 
künstliche Intelligenz, Sensorik und Vernetzung revolutionieren. Sie verbessern 
die Verkehrsflusssteuerung, erhöhen die Sicherheit und reduzieren Staus und 
Emissionen. Die Zukunft des Verkehrs liegt in intelligenten Systemen, die eine 
effiziente und nachhaltige Mobilität ermöglichen.

State economic policy may have several varieties, among which are fiscal, 
monetary, foreign trade and currency. Depending on the chosen course of eco-
nomic development and the political structure of society, various combinations of 
these varieties are used. 
According to Keynes's concept, due to the imperfection of the system of mar-
ket interactions, the state must influence them. The policy of the appropriate in-
fluence of the state on the economy through manipulation of the income and ex-
penditure of the state budget is called fiscal policy.

Improving the quality of tax management of relations between subjects and 
objects of tax and budget policy is concluded in the competent selection of a com-
bination of types of tax and budget policy. It is difficult to achieve this in Belarus 
due to the fact that the local state has not previously encountered problems asso-
ciated with the absence of a systemic state budget in the country and, accordingly, 
scientific activity in the field of macroeconomics. In countries with an established 
capitalist form of economy, these problems are among the critical ones, therefore, 
active work was carried out abroad to develop and systematize such a category as 
the state budget and taxes.

COMPARATIVE CHARACTERISTICS OF SMUGGLING IN THE 
REPUBLIC OF BELARUS AND THE REPUBLIC OF KAZAKHSTAN

Smuggling poses a serious threat to the economic security of the state, under-
mines the tax system, promotes the spread of illegal goods and increases corrup-
tion. For the countries of the Eurasian Economic Union (EAEU), including the 
Republic of Belarus and the Republic of Kazakhstan, this problem is of particular 
importance due to their transit position and the length of their external borders. 
Belarus and Kazakhstan occupy strategically important positions in the 
EAEU: the former as the western "gateway" to the EU, the latter as a key partner 
in the east, bordering China. Both states, being the "external perimeter" of the 
Customs Union, are responsible for border control, which makes the fight against 
smuggling a priority task at the state level. 
The fight against smuggling in the Republic of Belarus is regulated by a num-
ber of regulations: the Criminal Code of the Republic of Belarus, in particular 
Articles 228 and 229, which provide for liability for the illegal movement of 
goods, currency, weapons and other items. The Customs Code of the EAEU, in

force since 2018, as well as various acts of the President, resolutions of the Coun-
cil of Ministers and orders of the State Customs Committee, are also applied. 
In the Republic of Kazakhstan, similar regulation includes Articles 234–236 
of the Criminal Code, which cover smuggling-related crimes. Customs proce-
dures are also regulated by the Customs Code of the EAEU, and laws on national 
security, combating terrorism and money laundering are additionally applied. 
Despite the general framework established by the EAEU, the countries differ 
in their institutional approaches. Belarus has a more centralized system with the 
active participation of security agencies, including the KGB, while Kazakhstan 
relies on digital technologies and a more autonomous control model. 
Smuggling in the Republic of Belarus and the Republic of Kazakhstan takes 
different forms, determined by both domestic demand and the geographical loca-
tion of the countries. The most common types of contraband include tobacco 
products, alcohol, drugs, electronic equipment, cars, as well as luxury goods and 
goods prohibited from import due to sanctions. 
In Belarus, the smuggling of tobacco products destined for the European Un-
ion, where such goods are subject to high excise taxes, predominates. Belarusian 
products, often produced legally, are exported illegally across the borders with 
Poland, Lithuania and Latvia. Belarus also serves as a transit country for narcotics 
sent from Asia to Russia and further to Europe. 
In Kazakhstan, the main sources of contraband are the southern and eastern 
borders, especially the border with China. Electronics, household appliances, tex-
tiles, counterfeit goods and medicines are imported here. Drugs, mainly heroin 
from Afghanistan, are smuggled across the southern border. In addition, a sepa-
rate problem in recent years has been the import of cars from Armenia, bypassing 
customs duties, which became possible thanks to mechanisms within the EAEU. 
The geographical location of both countries determines the directions and spe-
cifics of contraband flows: in Belarus — transit to the West, in Kazakhstan — 
mainly import from the East and the South. 
In the Republic of Belarus, the fight against smuggling is carried out through 
the coordinated work of the State Customs Committee, the State Security Com-
mittee (KGB), the Ministry of Internal Affairs and the Border Committee. These 
structures actively use modern technologies, including X-ray machines, cargo 
scanning systems and electronic declaration. Belarus also participates in joint op-
erations within the EAEU, SCO and CIS. 
In Kazakhstan, the leading role in combating smuggling belongs to the State 
Revenue Committee, which is part of the Ministry of Finance. The Border Service 
of the National Security Committee, the Ministry of Internal Affairs and other law 
enforcement agencies also play an important role. The country has the Astana-1 
system, which allows for electronic processing and tracking of cargo flows.

Kazakhstan actively cooperates with China, Russia and the countries of Central 
Asia on customs control issues. 
An important element is international cooperation. Both countries participate 
in information exchange programs, conduct joint raids, and coordinate actions to 
combat organized crime groups. 
According to official data, more than 3,200 cases of smuggling were opened 
in the Republic of Belarus in 2023. The most resonant case was the detention of 
a batch of 40 million cigarettes intended for illegal import into the European Un-
ion. The damage from this activity was estimated at millions of euros. Attempts 
to smuggle narcotics, currency, and sanctioned goods are also actively sup-
pressed. 
In Kazakhstan, the number of violations detected in 2023 exceeded 5,000. 
Gray import schemes, especially from China, cause significant damage to the 
economy. The damage from such operations in just one quarter of 2023 amounted 
to about 20 billion tenge. In addition, cases of mass import of cars without paying 
duties under the guise of temporary import from Armenia caused a public outcry. 
These examples demonstrate that smuggling remains a real threat to both the 
economy and public safety. 
The Republic of Belarus and the Republic of Kazakhstan have similar features 
in the fight against smuggling: both countries are transit countries, have long bor-
ders, are members of the EAEU and are required to apply a single Customs Code. 
Both countries implement digital control systems, strengthen technical border 
protection measures, and interact with international organizations. 
However, there are also significant differences. In Belarus, the fight against 
smuggling is more centralized, with the active participation of law enforcement 
agencies. In Kazakhstan, on the contrary, the emphasis is on technology and trans-
parency, but at the same time, problems of corruption and weak control in some 
areas of the border are more acute. In addition, the direction of smuggling flows 
differs: in Belarus - mainly export to the EU, in Kazakhstan - import from the 
East and South. 
The comparative analysis showed that smuggling remains a pressing problem 
for both the Republic of Belarus and the Republic of Kazakhstan. Both countries 
face large-scale disruptions in their foreign economic activity, due to both internal 
factors and geopolitical situations. Belarus demonstrates a higher level of organ-
izational control due to the centralization of power and the active participation of 
security forces. Kazakhstan is betting on digitalization and international cooper-
ation, but faces difficulties due to its long and poorly controlled border.

In the current system of customs control, corruption damages the economic 
interests of the state of the Republic of Belarus, as well as the countries that are 
members of the Eurasian Economic Union. It threatens the security of citizens of 
these countries and the moral values of society. 
As a social phenomenon, corruption in the customs sphere is characterized by 
a high degree of public danger, since it encroaches on the economic security of 
the Republic of Belarus and on the interests of the civil service, and its causes and 
consequences are characterized by diversity and unpredictability. The causes of 
corruption also include shortcomings in the study, selection and placement of per-
sonnel; poor knowledge or even ignorance of the legal regulation of a specific 
activity; gaps in legislation that give rise to more and more new ways of commit-
ting offenses in the customs sphere with the involvement of customs officers in 
such activities; personnel protectionism; lack of proper control over the work of 
customs officers and failure to respond to the facts of their violation of discipline, 
which contributes to the continuation of a bad faith attitude to the duties per-
formed [1]. 
In Art. 1 of the Law of the Republic of Belarus "On Combating Corruption" 
No. 305-3 of 15.07.2015 corruption is characterized as the deliberate use by a 
state official or a person equivalent to him, or a foreign official of his official 
position and the opportunities associated with it, for the purpose of illegally ob-
taining property or other benefits in the form of work, services. In legal literature, 
corruption is defined as the use of an official's position for selfish, criminal pur-
poses [2]. 
The documents of the State Customs Committee of the Republic of Belarus 
pay serious attention to the formation of anti-corruption consciousness in the sys-
tem of customs authorities of Belarus.

В современном мире глобализации и развития международной торговли 
проблема обеспечения подлинности таможенных документов приобретает 
все большую актуальность. Фальсификация таможенных документов явля-
ется одним из самых распространенных способов уклонения от уплаты та-
моженных платежей, незаконного перемещения товаров через таможенную 
границу и совершения других таможенных правонарушений. Все это нано-
сит значительный ущерб экономике государства, подрывает доверие к си-
стеме таможенного регулирования и создает благоприятные условия для 
развития теневой экономики. 
Преступники постоянно совершенствуют и открывают какие-то новые 
методы подделки, используя передовые технологии для имитации ориги-
нальных документов. Контроль подлинности таможенных документов с ис-
пользованием технических средств таможенного контроля (далее ТСТК) ос-
новывается на анализе соответствующих требований к форме, содержанию 
документов. Именно ТСТК позволяют обнаружить отсутствие признаков 
фальсификации, внесения несанкционированных изменений и определить 
подлинность объекта. 
Одним из методов, позволяющий определить подлинность таможенных 
документов, является визуальный контроль с использованием

увеличительных приборов. Визуальный контроль – это первый этап про-
верки подлинности документы с использованием лупы, микроскопа и др. 
Увеличительные приборы позволяют детально изучить структуру бумаги, 
качество печати, наличие признаков подчистки и дописок. С помощью 
лупы, микроскопов и других увеличительных приборов можно выявить 
микроскопические элементы защиты, такие как микротекст, микрорисунки 
и химические волокна и заметить нечеткость линий, размытие краски, нали-
чие посторонних точек и пятен. 
Ультрафиолетовое и инфракрасное излучения также помогают опреде-
лить подлинность таможенных документов. Под ультрафиолетовым излу-
чением можно выявить наличие специальных красок, водяных знаков, ме-
ток и волокон, светящихся под ультрафиолетовыми лучами. Контроль в ин-
фракрасном излучении позволяет выявлять элементы защиты, выполнен-
ные специальными метамерными красками, которые невидимы в обычном 
свете, но проявляются в инфракрасном диапазоне (метки, рисунки). 
Проверка подлинности таможенных документов может проводиться с 
использованием рентгеновских установок. Рентгеновский контроль позво-
ляет выявлять скрытые элементы защиты, такие как металлизированные 
нити и водяные знаки, и обнаруживать предметы, спрятанные в документах. 
Контроль подлинности таможенных документов является важным эле-
ментом системы таможенного контроля, направленным на обеспечение эко-
номической безопасности государства и защиту интересов законной тор-
говли. Использование ТСТК позволяет оперативно выявлять и пресекать 
факты подделки, защищая тем самым интересы государства и граждан. Раз-
витие технологий и появление новых методов подделки требуют постоян-
ного совершенствования ТСТК для того, чтобы обнаруживать сложные 
имитации подделок и предотвращать их дальнейшее распространение.

АНАЛИЗ СОВРЕМЕННОГО ПРЯМОГО НАЛОГООБЛОЖЕНИЯ

В настоящее время все более актуальным становится увеличение по-
ступлений в консолидированный бюджет Республики Беларусь посред-
ством прямого налогообложения, рассматриваемого как наиболее действен-
ный инструмент для быстрого решения важнейших экономических и соци-
альных задач. В отличие от косвенных налогов, таких как налог на добав-
ленную стоимость (НДС), который, хотя и уплачивается продавцами, фак-
тически перекладывается на конечного потребителя, прямое налогообложе-
ние представляет собой непосредственные выплаты в пользу государства 
(центрального или местных органов власти). 
Прямые налоги взимаются с физических и юридических лиц с целью фи-
нансирования государственных расходов и реализации фискальной поли-
тики. Ярким примером служит подоходный налог, который напрямую 
уменьшает доход налогоплательщика. 
Структура налоговой системы страны формируется под влиянием ин-
фляции, экономических дисбалансов и интеграционных процессов в рамках 
СНГ. Прямые налоги обладают рядом преимуществ по сравнению с косвен-
ными: они лучше соответствуют платежеспособности налогоплательщиков, 
не требуют сложного контроля за производством и сбытом, а также обеспе-
чивают большую стабильность и предсказуемость бюджетных поступле-
ний. 
Для достижения бюджетного равновесия в Беларуси необходимо стиму-
лировать приток средств в бюджет и одновременно сокращать государ-
ственные расходы, используя комплексный подход. В 2020 году более 30% 
налоговых поступлений в Беларуси формировались за счет прямых налогов 
на доходы и прибыль. 
В текущих реалиях прямое налогообложение в Беларуси не всегда обес-
печивает полные поступления из-за низких доходов населения и особенно-
стей менталитета. Представляется более справедливым переход к налогооб-
ложению расходов, когда снижение одного налога компенсируется ростом
