    This edition of the Social Panorama of Latin America and the Caribbean, 2024 focuses on the challenges of non-contributory social protection in advancing towards inclusive social development in the region. Tackling the development crisis, inclusive social development gaps and changing risk structure demands progress towards universal, comprehensive, sustainable and resilient social protection systems. Non-contributory social protection policies are essential to fulfil the goals and functions of social protection systems: the protection of income, access to social services and labour inclusion. One in three households in the lowest income quintile lacks access to social protection and the amounts provided by social protection programmes are generally insufficient to overcome poverty. The region faces persistent gender inequality and a care crisis that is likely to be exacerbated by rapid ageing. Eliminating poverty requires comprehensive policies and progress in establishing a standard of investment in non-contributory social protection.A. Social protection, especially its non-contributory component, is essential for advancing towards inclusive social development .-- B. Towards the Second World Summit for Social Development: social protection at the heart of inclusive social development strategies .-- C. The high-inequality trap and high levels of poverty: challenges for non-contributory social protection .-- D.     Nearshoring in Mexico: diverse options for industrial upgrading

    Mexico has been a “nearshoring” platform for the United  States (U.S.) economy on a regular basis in recent decades. However, the nature and degree of Mexico’s integration within North America, as well as its ability to create and capture value and innovation rents in its core domestic industries, have varied over time. Previous examples of nearshoring in Mexico in the automotive and textile and apparel industries, we well as regional trade agreements like NAFTA and USMCA and global trade conflicts such as the U.S.-China trade war, have made Mexico a likely candidate to take advantage of recent U.S. industrial policies to strengthen strategic American supply chains. Current U.S. nearshoring opportunities in industries such as semiconductors, electric vehicles, pharmaceutical active ingredients, and rare-earth minerals such as lithium will require active industrial policies in Mexico related to infrastructure (e.g., ports, electricity, water), attracting appropriate foreign direct investment, capability-building in local firms, and building a skilled workforce for new industries. While some investments are occurring at the subnational level in Mexico, a more focused national response will multiply potential nearshoring benefits for Mexico.Abstract .-- Introduction .-- I.     En este documento se presentan los principios fundamentales de las cuentas nacionales distributivas y su aplicación práctica en el contexto de la información disponible en los países de América Latina. La metodología propuesta representa un esfuerzo significativo por mejorar las prácticas actuales, proporcionando mediciones de la desigualdad del ingreso que complementan las que se obtienen a través de las encuestas de hogares. Dadas las limitaciones inherentes a la información disponible, esta metodología debe considerarse como una estrategia en evolución cuya aplicación debe llevarse adelante con un enfoque crítico y reflexivo.     La región de América Latina y el Caribe ha realizado destacables esfuerzos para lograr la igualdad de género. Para consolidar los avances y cumplir con los compromisos asumidos, la región debe acelerar el ritmo hacia la igualdad sustantiva y el pleno ejercicio de derechos de todas las mujeres y las niñas. En este documento se analizan los indicadores de género para el seguimiento de los Objetivos de Desarrollo Sostenible (ODS) de la Agenda 2030, en sincronía con la Agenda Regional de Género emanada de la Conferencia Regional sobre la Mujer de América Latina y el Caribe. Se examinan particularmente los ODS 1, 2, 3, 5, 8 y 17. La región enfrenta desafíos para alcanzar un desarrollo más productivo, inclusivo y sostenible, y el progreso hacia el logro de los ODS es, en la mayoría de ellos, demasiado lento o insuficiente. Es necesario acelerar los esfuerzos para superar los cuatro nudos estructurales de la desigualdad de género: i) la desigualdad socioeconómica y la persistencia de la pobreza; ii) los patrones culturales patriarcales, discriminatorios y violentos y el predominio de la cultura del privilegio; iii) la división sexual del trabajo y la injusta organización social del cuidado, y iv) la concentración del poder y las relaciones de jerarquía en el ámbito público.Introducción .-- I.
