GHS-OBAT: Global, open building attribute data reporting age, function, height and compactness at footprint level
Detailed geospatial data on building footprints represents a highly valuable source of information, as acknowledged by regulation in Europe. Such datasets are becoming increasingly available in Europe and at global scale, yet they often lack detailed and complete thematic information. Herein, we present the Global Human Settlement – Open Building Attribute Table (GHS-OBAT), a large-scale data integration effort to link thematic attributes to building geometries, namely 2.3 billion openly available building footprints from Overture maps. Specifically, we enrich building footprint geometries with information on the building construction epoch, building height, residential and non-residential building function, and building compactness, from open datasets in the Global Human Settlement Layer data suite. The footprint-level attributes in GHS-OBAT were extracted through vector-raster integration, by applying zonal statistics at the building feature level. The nearly-global coverage of these data adds new dimensions to large-scale building stock analyses, valuable for a wide range of application domains, including disaster risk management, studies of urbanization, energy transition and climate mitigation, affordable housing and renovation, urban design, or real estate.JRC.E.1 - Disaster Risk Managemen
Treating side-on shell contact with penalty-based pinballs in EUROPLEXUS
This report presents some improvements in the EUROPLEXUS code concerning the treatment of shell contact by hierarchic pinballs with the penalty method, when side-on impact occurs between shells. The scope is to avoid the severe spurious penetrations that had been observed in some recent applications involving this type of contact. Financial instruments for mitigation, adaptation and energy poverty actions
The Covenant of Mayors for Climate and Energy (CoM) is an ambitious initiative for local climate and energy actions. This document complements the main document of the CoM Guidebook by offering local authorities a targeted framework to identify financial barriers and opportunities while exploring a variety of traditional, innovative, and alternative financing instruments to support the implementation of mitigation, adaptation and energy poverty actions outlined in Sustainable Energy and Climate Action Plans.
While being in a privileged position to drive the transition to low-carbon and resilient cities, local authorities face significant challenges, including limited budgets, insufficient administrative capacity, and technical and regulatory obstacles. To overcome these barriers, it is essential to integrate traditional funding sources and financing instruments, such as grants and soft loans, with innovative models like public-private partnerships, green bonds, green loans, and citizen-based mechanisms, including cooperatives and crowdfunding.
The document explores several key financial instruments, emphasizing the role of grants in financing initial investments, soft loans for enabling large-scale projects, and leasing for acquiring energy-efficient equipment without substantial upfront costs. Among innovative instruments, it highlights the value of green bonds, green loans and insurance mechanisms for climate adaptation. Alternative approaches, such as crowdfunding and energy cooperatives and communities, are also effective in fostering community engagement and expanding the financial base for local initiatives.JRC.C.2 - Energy Efficiency and Renewable
High-resolution alpha-particle spectrometry of 243Am
Alpha particles emitted by a thin 243Am source were detected with an energy resolution of 9-10 keV in a planar ion-implanted silicon semiconductor detector. A magnet system was installed above the source to deflect conversion electrons emitted quasi-coincidentally with the alpha particles, thus avoiding sum peaks from simultaneous detections that would distort the energy spectrum. In addition, measurements were performed at different distances between the source and detector surfaces, to verify whether the energy spectra were insensitive to variations in geometrical efficiency. Peak shapes were fitted to the energy spectrum, the alpha-particle emission probabilities determined, the uncertainty budget calculated, and the results compared with literature values.JRC.G.II.6 - Nuclear Data and Measurement Standard
ArcX News - Africa Regional Centres of eXcellence and AKP Newsletter - Issue 2 - June 2025
This is a public newsletter providing regular updates on the Africa Regional Centers of eXcellence (ArcX) programme and the Africa Knowledge Platform (AKP). At the beginning of the year the ArcX programme was kicked-off. The latter engages the JRC in an Administrative Agreement with INTPA whose objective is to contribute to the Action "Scientific and Technological Support to Regional Centres of Excellence related to Green Transition" (ACT-61214), promoting a sustainable approach to a Green Transition in Sub Saharan Africa. The JRC will support the Action’s objective of strengthening the Africa-EU partnership on STI with a focus on enhancing scientific capacities in terms of human development; knowledge generation and management related to data and information production, collection, access and sharing; and support to practitioners, scientists, and policy makers (in particular the science-policy interface). Regional Centers of Excellence (RCoEs) will be supported to enhance their technical capacity to deliver data, knowledge and thematic expertise; to improve their interconnections and impact/engagement, and to develop and deploy standards to increase coherence and opportunities for working in a multi-disciplinary and inter-organisational manner.
The Africa Knowledge Platform is part of the Transversal Component of the ArcX programme and as such serves as the backbone for knowledge and data sharing as well as the ideal promoter of cross-fertilization between regions and thematics via, e.g., the development of Decision Support Systems.

A conceptual framework for assessing and monitoring social risks and impacts related to hydrogen technologies and their value chains
The proposed framework is aimed at assessing social risks, impacts and benefits generated by hydrogen technologies and their value chains, addressing technologies at different Technology Readiness Levels. Risks, impacts and benefits are captured at two levels: technology-specific im-pacts and impacts at macro level. The framework is rooted into the life cycle approach, and pro-poses six social areas of concerns (i.e., social topic of interest for society) and a set of social indi-cators for measuring them. Most of the indicators can already be measured and evaluated, and only a limited set requires further operationalization. Addressing all the areas of concerns of the framework in a satisfactory way (minimising impacts and risk and maximising benefits) paves the road for an increased acceptability of the hydrogen technologies by stakeholders. The appli-cation of the framework to all hydrogen-related projects funded by the Clean Hydrogen Joint Undertaking programme, coupled with the financial value of the projects, can be the basis for defining Key Performance Indicators for measuring the social value generated by the Clean Hy-drogen Joint Undertaking programme. Regional Disparities and the Localisation of the Sustainable Development Goals in the EU
This article examines the territorialisation of the Sustainable Development Goals (SDGs) within the European Union by analysing key indicators at the national and regional (NUTS2) levels, identified by cross-referencing the 2023 EU SDG monitoring report, and the regional SDG indicators developed by the Joint Research Centre. The analysed indicators measure progress towards poverty reduction, healthcare access, education engagement, employment, and research and development investment. Our findings suggest that whilst there is an overall trend towards achieving the SDGs at the national level, there are considerably larger disparities and more pronounced mixed trends at the NUTS2 level. These findings underscore the importance of implementing place-based policies that consider regional particularities. Enhanced data collection at the regional level is essential to tailor effective SDG strategies. The article concludes with a call for inclusive governance to ensure equitable and sustainable development across all EU regions, aligning with the EU Territorial Agenda 2030.JRC.B.3 - Territorial Developmen
JRC INVISIONS Neuromorphic Sensors Parametric Tests
The JRC INVISIONS Neuromorphic Sensors Parametric Tests Dataset is composed of repeated dynamic sequences captured by different event cameras (neuromorphic) and eventually integrated with a frame-based camera. Tests are performed with an optical table, which provides a controlled environment for precise image acquisition and manipulation and repeated events. Data is collected with different camera configurations in three distinct scenarios: moving targets, mechanical vibrations, rotating fan. For moving targets, spatially and temporally synchronized frame-based data is provided, with keypoints and corners computed on the frames. For mechanical vibrations, a vibrating bar and ArUco markers are recorded; the ground truth frequency and the frame equivalent fiducial marker is provided. Drought conditions are affecting large parts of central and northern Europe as well as northern Africa, the
eastern Mediterranean, and the Middle East.Recent above-average temperatures in western Europe have exacerbated the effects of the prolonged lack of precipitation, particularly on soil moisture. Low flow conditions in river discharge are detected mostly in eastern Europe, in the Baltic Sea region, and in some rivers of Türkiye.Impacts on vegetation are emerging in eastern Europe. The already affected areas are mostly in the Mediterranean region. Seasonal forecasts point to a warmer than usual 2025 summer with dry conditions in a very large region
