IMPLEMENTASI PRINSIP FREEDOM OF SPEECH DALAM REGULASI PEMUTUSAN AKSES INTERNET DI INDONESIA
No full textThis paper aims to review the implementation of the principle of communication policy, freedom of speech in the regulation of internet access termination. Indonesia already has the ITE Law which regulates the policy of internet shutdowns. This means that the internet as an instrument to express freedom of opinion is no longer a free medium because it has been limited by the rule of law. In this study, the researcher uses the principle of freedom of speech communication policy to see the consequences of the law and the problems that may arise as a result of its implementation. This study finds that there is arbitrariness in the implementation of internet shutdowns regulations that are regulated in the ITE Law Article 40 (2a) and (2b) so it needs to be evaluated, reviewed, and revised.

No full textThis study aims to analyze the level of local government spending in South Konawe Regency in 2011-2020 from the perspective of the golden rule. The research method used is existing statistics research of a non-reactive method. The data used is numerical data for the time series of local government spending and gross regional domestic product 2011-2020. The quantitative data analysis technique used is the percentage statistic in SPSS Forecasting version 23.0. The results showed that the level of local government spending in South Konawe Regency in 2011-2020 was not optimal because it was far below the minimum criteria recommended as the golden rule in the theoretical literature on government spending. This sub-optimal level of local government spending has the connotation of the local government's inability to respond to increasing public demands and expectations, at least in providing public goods that the market cannot afford. No full textThis study is aimed at knowing the effectiveness of card programs KUSUKA at the Kendari City Fisheries Service Office this research is a qualitative, by using aqualitative descriptive research method. Data collection techniques and documentary studies. Analysed using Miles and Huberman’s method. The effectiveness of the Kusuka Card Program Service at the Kendari City Fisheries Office views of the five research indicators are well. Where, from the aspect of understanding the program is seen that The percentage of the Kusuka Card Program understanding by the Fisheries Service employees can be said to be very good. Similarly, the goal of the accuracy of the target, where the processing of data candidates of the Kusuka Cardiac data is carried out through a strict and integrated process with ministry data so that the channel of the Kusuka Card program can reach the parties who are truly a qualified fishery business personnel. But even so, there is still an indication of human error in the registry process that some societies are listed as fishermen but have actually switched other professions. According to the punctuality of the time, it is evident that although there is no clear rule of service time, the card service process I like is fast-tracked to be completed in less than 24 hours as long as the registry data is valid in the ministry. In addition, in terms of exposure to the objectives and the existence of real changes, it is seen that the perpetrators of the fishery business that has had the Kusuka Card has benefited in the form of the process of insurance claims and the help of fishery infrastructure facilities

This research is a field research, the informants in this study are 8 people consisting of the Head of the Marine and Fisheries Service of Wakatobi Regency, treasurer of the Office, The Field of Education and Training and Assistance of the Marine and Fisheries Service of Wakatobi Regency, as many as 2 people, the Field of Development of Aquaculture And Fish Hatchery Areas as many as 1 person, the people of Wakatobi Regency as participants in education and training in the development of human resources as many as 2 people. The data collection technique in this study is that data collection can be obtained from the results of interviews, document studies, and combined or triangulation. The type of research used in this study is a type of qualitative descriptive research. Based on the results of the study, it was concluded that this education and training was very useful and had an effect on the development of knowledge, community skills, in planning, preventing, facing and minimizing weather changes that affected farmers and the harvest increased by providing training education and assistance to the community in groups who were concerned about the improvement of community cooperation

No full textThis study aims to describe the management of village funds in the village of Wamboule, North Buton Regency and to describe the implementation of the development of the village of Wamboule, North Buton Regency. The data analysis method used in this research is descriptive qualitative. This study uses data sourced from primary and secondary data. The results of this study state that the management of village funds in Wamboule village, North Buton Regency can be said to be good based on three indicators, namely planning, implementation and accountability in accordance with the mandate of Government Regulation of the Republic of Indonesia Number 8 of 2016 concerning the second Amendment to Government Regulation of the Republic of Indonesia Number 60 of 2014 concerning Village Funds sourced from the State Budget and Expenditure Revenue. The implementation of the development of the Wamboule village, North Buton Regency in 2020 is going well based on the aspect of development and the use of the budget in accordance with the plan. In the implementation of development, the Wamboule village government always involves the community in both physical and non-physical development

No full textThe National Library Standard is the minimum criteria that used as a reference for the organization, management, and development of libraries. Therefore, every library, both public and school library, must have a service standard to maintain and improve their quality, especially improving the quality of education services for school libraries in SMAN 3 Malang. The research aims to describe and analyze the implementation of national library standards in improving the quality of education services at SMAN 3 Malang. The research method used is a qualitative method approach with observation, interviews and documentation data collection techniques. The data analysis used is developed by Robert K. Yin which includes several stages including: compiling, assembling, reassembling, data interpretation, and conclusion. The conclusion of this study shows that SMAN 3 Malang City has tried to manage the library in accordance with the Regulation of National Library of Indonesia Number 12 of 2017 concerning National Standards for high school Libraries which include: collection standards, facilities and infrastructure standards, service standards, library staff standards, and library management standards, although there are still some standards that have not been met due to inadequate quantity and qualification of library staff and budget constraints. In addition, the location of the school library at SMAN 3 Malang which is less strategic is one of the inhibiting factors in meeting these standards. So, the suggestion that can be formulated in this research is the need for collaboration with various stakeholders (private sector) to be able to access CSR (Corporate Social Responsibility) and universities that have library science study programs for collaborative internships and transfer of knowledge as well as assistance in library management in the SMAN 3 Malang librar

No full textThe purpose of this study was to determine how the role of leadership in increasing employee productivity in the Lalolara sub-district, Kecamatan Kambu Kendari city. The type of research used is descriptive qualitative which describes the data obtained from the field, and the data obtained from the results of interviews with informants, namely: village heads, secretaries, personnel, staff, and the community. Then the data is analyzed and draw conclusions. The results of this study indicate that based on the results of the analysis and discussion that have been explained, that the leadership role in the Lalolara Lurah Office has been carried out well and full of responsibility, especially in determining the vision and mission of the Lalolara Lurah Office, which can be seen from three indicators, namely; The role of leadership as a search path, the role of the leader as a harmonic and the role of the leader as an empowerer of the three indicators have been carried out well and quite satisfactorily. Meanwhile, in the work productivity of employees using four indicators, namely: ability, improving the work achieved, morale, and self-development. of the four indicators, then based on the results of the study show that in improving the work results achieved is still not quite satisfactor
PENGARUH BUDAYA PATRIARKI PADA PERAN POLITIK PEREMPUAN DAN PENGAMBILAN KEBIJAKAN PUBLIK DI PARLEMEN
No full textTujuan penelitian ini untuk mengetahui dan mendeskripsikan pengaruh budaya patriarki pada peran politik perempuan dan pengambilan kebijakan publik di parlemen. Penelitian ini dilakukan di DPRD Provinsi Sulawesi Tenggara. Informan penelitian dipilih secara sengaja (purposive sampling). Adapun yang menjadi Informan, diantaranya Ketua DPRD Provinsi Sulawesi Tenggara, Kasubbag Kajian Perundang-undangan dan seluruh Politisi perempuan yang duduk dikursi DPRD Sulawesi Tenggara periode 2019-2024. Data dalam penelitian ini terdiri atas data primer dan sekunder. Teknik pengumpulan data menggunakan pengamatan (observasi), wawancara (interview) dan dokumentasi. Analisis data dilakukan secara deskriptif kualitatif dengan tahapan yaitu: reduksi data (data reduction), penyajian data (data display) dan penarikan kesimpulan (conclusion drawing/verivication). Hasil dalam penelitian ini menunjukan bahwa peran politik perempuan di DPRD Provinsi Sulawesi Tenggara secara kuantitas masih rendah. Sebab hanya terdapat 8 orang atau 17,7 persen perempuan dari 45 orang anggota legislatif, hal tersebut disebabkan oleh berbagai factor diantaranya: masih dominannya budaya politik patriarki yang tercermin melalui regulasi dengan starting point 30% untuk keterwakilan politik perempuan (2) terdapat penetapan zipper system yang mengatur setiap 3 bakal calon terdapat sekurang-kurangnya 1 orang perempuan; pandangan stretife bahwa perempuan tidak pantas dalam dunia politik; adanya anggapan pendidikan dan kemampuan politik perempuan lebih rendah dibandingkan dengan laki-laki. Peran perempuan dalam pengambilan kebijakan publik sudah cukup baik hanya saja belum maksimal. Hal tersebut dikarenakan jumlah personil atau kuantitas mereka yang memang masih minoritas sehingga menempatkan laki-laki pada posisi yang dominan dalam berbagai pengambilan keputusan pada kebijakan publik diparlemen
EFEKTIVITAS BANTUAN KEUANGAN DALAM MEWUJUDKAN KEMANDIRIAN PARTAI POLITIK DI PROVINSI JAMBI
No full textThis study aims to see the effectiveness of financial assistance provided to political parties in order to realize party independence in Jambi Province. The presence of political parties is a consequence of the choice of the political system and form of government adopted by a country. Political parties have a central function as components in a democratic country like Indonesia. Political party financial assistance is deemed necessary to be given to political parties to carry out their functions, so that they are independent and free from personal interests. This research is a qualitative research conducted through in-depth interviews and described descriptively. The results showed that although the organizer of the aid in this case was the national and political unitary body of the Jambi Province, it had implemented regulations in accordance with the procedures, but the distribution of financial assistance was hampered due to the presence of parties that did not follow the procedures. Collective disbursement of aid is the cause of delays in the distribution of financial aid and leads to the ineffective use of financial aid funds by political parties as an effort to realize the independence of their parties
