    PERENCANAAN PENGEMBANGAN RUANG TERBUKA HIJAU SEBAGAI AREA PUBLIK

    When discussing Green Open Space (RTH), of course its existence is something that is underestimated by most people even by the district/city government. This is because the mindset of the community and the government that considers the development of Green Open Spaces is not too important is carried out because of the lack of feedback provided by Green Open Spaces to the community and government so that the land of a Regency / City area is overcrowded by other infrastructure developments plus other with the increase in population, resulting in the need for new Green Open Spaces in their minds. The research method used is a qualitative approach with data collection techniques through literature or literature studies.This was only realized because of the community's need for a place to release the fatigue that afflicts due to the many demands from work, the worsening of air quality in a Regency/City area as a result of the rise of industry and motorized vehicles which make the air increasingly polluted by air pollution, and also the lack of land for accommodate water when it rains which makes many areas flooded when it rains because of the lack of water catchment areas. Keywords: Development Planning; Green Open Space; Regulation   AbstrakBila membahas Ruang Terbuka Hijau (RTH) tentunya keberadaannya bagaikan sesuatu yang dianggap remeh oleh kebanyakan orang bahkan oleh pemerintah kabupaten/kota. Hal ini dikarenakan pola pikir dari masyarakat dan pemernitah yang menganggap pembangunan Ruang Terbuka Hijau tidaklah terlalu penting itu dillakukan  karena kurangnya input balik yang diberikan oleh Ruang Terbuka Hijau kepada masyarakat maupun pemerintahan sehingga membuat lahan dari suatu wilayah Kabupaten/Kota penuh sesak oleh pembangunan infrastruktur lainnya ditambah pula dengan bertambahnya jumlah penduduk sehingga mengakibatkan kebutuhan akan Ruang Terbuka Hijau baru terpikirkan oleh mereka.Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui studi literatur atau kepustakaan. Hal ini baru disadari karena kebutuhan masyarakat akan tempat untuk melepas kepenatan yang menimpa karena banyaknya tunututan dari pekerjaan, bertambah buruknya kualitas udara disuatu wilayah Kabupaten/Kota imbas dari maraknya industri dan kendaraan bermotor yang membuat udara semakin tercemar oleh polusi udara, dan juga kurangnya lahan untuk menampung air ketika hujan yang membuat banyak wilayah yang terendam banjir ketika hujan karena kurangnya wilayah resapan air.     Kata Kunci:   Perencanaan Pembangunan; Ruang Terbuka Hijau; Regulas

    Program Kartu Indonesia Pintar Kuliah (KIP-Kuliah) adalah sebuah program yang memberikan dukungan  keringanan biaya dalam sektor pendidikan dari negara bagi peserta didik tamatan SMA/SMK/MA/Sederajat yang mempunyai keinginan belajar yang baik, tetapi memiliki dependensi perekonomian keluarga dan ingin meneruskan ke jenjang pendidikan yang lebih tinggi baik D3, D4 maupun S1. KIP-Kuliah dibuat oleh pemerintah sebagai pelengkap dari program Bidikmisi, yang bertujuan membantu  masyarakat miskin untuk terus mengenyam pendidikan tinggi. Penelitian ini bertujuan untuk melihat implementasi program kartu indonesia pintar kuliah di Universitas Riau dan mengetahui faktor pendukung pengimplementasian tersebut. Metode penelitian yang digunakan adalah metode kualitatif deskriptif serta menggunakan teori implementasi kebijakan menurut George Edward III yang terdiri dari beberapa indikator yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian ini adalah ditemukannya kekurangan yang menjadi perhatian untuk perbaikan yaitu pada sosialisasi sehingga implementasi program KIP belum berjalan secara maksimal di Universitas Riau. Adapun faktor pendukung dalam implementasi program KIP di Universitas Riau diantaranya adalah komunikasi antar pelaksana, sumber daya manusia, sumber daya anggaran, sumber daya peralatan, sumber daya kewenangan, disposisi, dan struktur birokrasi. Peneliti memberikan saran agar komunikasi khususnya sosialisasi dapat ditingkatkan agar implementasi program ini dapat berjalan secara maksimal

    The purpose of this study was to determine and analyze the quality of services in the field of basic education in Kulisusu District, North Buton Regency. This study uses a descriptive qualitative approach. There were 11 research informants consisting of the Head of the Education and Culture Office, Head of the GTK Division of the Education and Culture Office, Head of SD Lamoahi, Head of SD Lelamo, Head of SDN Wa Ode Buri, 3 teaching staff and 3 Committee Chairs. The selection of informants was done purposively. Data were collected through observation, interviews and document studies. The data collected was then analyzed descriptively qualitatively.The results showed that the quality of service in the field of basic education in Kulisusu District, North Buton Regency was not optimal. This can be seen from the 10 dimensions measured, indicating that the indicators of tangible, credibility, competent, reliable and security are not yet optimal and still require serious improvement.     The Covid-19 pandemic necessitates a rapid change to the digital age. Currently, the Directorate General of Treasury continues to make policies that refer to the principles of E-government by developing the direction of transactions that occur in the government. One of them is the launch of SAKTI, which has been specifically designed to simplify and speed up the financial management process from planning to budget accountability, which consists of nine modules integrated into one database (single database) within the scope of the work unit. This study uses qualitative methods, data collection is done by interviewing parties related to the use of the SAKTI application and observations at KPPN Palembang. This research is expected to provide an overview of the implementation of SAKTI at KPPN Palembang. The result of this research is that the Expenditure Treasurer of KPPN Palembang as the operator of the Treasurer Module has implemented the SAKTI Treasurer Module properly according to the laws and regulations and does not mix with SILABI. Since the use of SAKTI desktop, switching to SAKTI Web has made it easier for treasurers to administer the money they manage online. However, the development of increasingly sophisticated technology must be a challenge and motivation in developing SAKTI. In addition, the quality and competence operator SAKTI is also very important and necessary in achieving the successful implementation of SAKTI

    This study aims to provide a description of the understanding and harmonization of the concepts of village minimum service standards according to the Republic of Indonesia's Minister of Home Affairs Regulation Number 2 of 2017 to the apparatus of the Adinuso Village, Reban District, Batang Regency. This research is based on community service in Adinuso Village, Reban District, Batang Regency from January to February 2020. In this study, the approach used is a combination of qualitative and quantitative. A qualitative approach is used to describe how the process provides understanding and harmonization of the concepts of village minimum service standards according to the Republic of Indonesia's Minister of Home Affairs Regulation Number 2 of 2017 to the Adinuso Village apparatus, Reban District, Batang Regency, while the quantitative approach used is hypothesis testing of the signs used to analyze service standards village before and after community service is carried out. Meanwhile, in order to ascertain whether or not there is a change in the state of public service standards, before and after treatment (before and after treatment research design) a hypothesis testing method is used for changes using the Mac Nemar change test. The conclusions of this study are (1) that the community service carried out can improve the service standards of the Village Government community, (2) that there has been a change in the standard state of community service in the Adinuso Village Government, Reban District, Batang Regency after community service

    Semanggi batik is a typical batik of Surabaya City which has problems in increasing competitiveness, especially in the aspect of packaging quality. Therefore, a Semanggi batik product packaging design training program was implemented. The purpose of this training is to increase the understanding and skills of the semanggi batik craftsmens in developing product packaging designs. This article aims to measure and describe the effectiveness of the implementation of the packaging design development program for semanggi batik Surabaya products. The research was conducted with a quantitative approach with data collection techniques using a questionnaire. The data analysis technique used descriptive analysis. The results showed that the effectiveness of the implementation of the training program for the packaging design development of semanggi batik Surabaya products can be categorized as very high. This is because all aspects to measure the effectiveness of program implementation, such as compliance with implementation procedures, the degree of delivery of benefits to targets, the degree of change felt by target groups and differences between program outcomes and objectives have been optimally fulfilled.

    POLITIK KEKERABATAN AGUS AMBO DJIWA PADA PEMILUKADA KABUPATEN PASANGKAYU TAHUN 2020

    One study that is interesting to discuss is the political kinship established by the Agus Ambo Djiwa clan. Agus Ambo Djiwa has played an important role in Pasangkayu politics in building politics since 2005 to become deputy regent and then to regent two for the 2010-2020 period. Now he has successfully led his brother and wife to become regents and deputy regents of Pasangkayu in the 2021-2024 period. The purpose of this study was to determine the modalities of Agus Ambo Djwa's kinship politics in winning the political event in Pasangkayu. This study uses a qualitative method. Data collection techniques using observation, interviews, and documentation studies. Data analysis used the Miles and Huberman model, namely data collection, data reduction, data presentation and verification. The results showed that there was an inheritance of leadership politics in Pasangkayu which was after the expansion of the Mamuju district. The Agus Agus Djiwa clan won the 2020 elections because it has four basic material modalities, namely the Ambo Djiwa Family social capital, which is one of the figures in the formation of the division of North Mamuju Regency which is currently known as Pasangkayu and Agus Ambo Djiwa still in control of the regional bureaucracy, cultural capital relying on family names and politics ethnic identity, political capital supported by political parties and economic capital originate from personal wealth and donations from donors.

    It is known that the people's economy has experienced a significant decline due to the Covid -19 Pandemic which has spread in various regions in Indonesia. From an economic point of view, we found that there was a decrease in income felt by UMKM actors, one of which was in the Gedangan Sub-District, Sidoarjo District which was caused by the Covid-19 pandemic. So that we are interested in examining how the efforts made by the Government through the Ministry of Finance regarding Final Income Tax Incentives to deal with the decline in income faced by UMKM’s. This study aims to determine how the implementation of the Final PPh Tax Incentive policy for UMKM’s during the current Covid-19 pandemic and to find out how the impact felt by UMKM’s regarding the Final Income Tax incentives issued by the Indonesian Minister of Finance. The method we use in this research is descriptive qualitative with data collection techniques using interviews and observations. The results of this study indicate that the tax incentive policy can not be felt by UMKM actors in Gedangan District, this is due to the lack of socialization provided, resulting in their lack of knowledge about this policy and what conditions they must have to get tax incentives issued by the Ministry of Finance

    This study aims to determine how the policy implementation of South Ring Road development in Tuban District that analyzed using the policy implementation model from Van Meter and Van Horn (1775). The type of research used is the type of qualitative research with data collection techniques in the form of observation, interviews, and documentation. The results of the study indicate that all indicators of the policy implementation model from Van Meter and Van Horn (1975) as a measure of the success of the policy implementation of South Ring Road development in Tuban District are due to minimal financial resources, causing poor road construction. failure to achieve standards, inaccuracies and inconsistencies in communication during the policy implementation process which caused problems, and the presence of people who did not support the development policy of the Ring Road. So it can be concluded that the policy implementation of South Ring Road development in Tuban District has not run optimall

    ANALISIS DAMPAK PENGANGGURAN, INDEKS PEMBANGUNAN MANUSIA, ZAKAT DAN PDRB TERHADAP KEMISKINAN DI PROVINSI ACEH

    Poverty, which is closely related to welfare, is one of national resilience scopes. National resilience guarantees the survival of the nation's life which is manifested through citizens' tough living conditions based on trigatra and pancagatra. Based on BPS Indonesia data, the Aceh's poor population percentage in 2007-2014 has always been above the national average and among the top ten provinces with the highest poverty rates in Indonesia. This study aims to determine the effect of the Unemployment Rate, HDI, ZIS; and GRDP per capita with oil and gas to the Poor Population Percentage in Aceh Province in 2009-2015. Using quantitative approach with panel data regression, results of the FEM processed with EViews 9 shows four independent variables have simultaneous and partial significant effect with an adjusted R-squared value of 95.11%. Every increase in Unemployment, ZIS and GRDP per capita by 1% will decrease the Poor Population Percentage. Every increase in HDI will increase the Percentage of Poor Population. Recommendations from the results of this study are that Aceh government should focus on poverty alleviation programs in rural areas in accordance with the 2008 BRR NAD-Nias report and also needs find a one-stop zakat mechanism so the potential of ZIS in Aceh Province can be realized as maximum as possible
