    Australian boys’ and girls’ enjoyment of reading

    The ability to read competently is an important educational goal. But results from the most recent cycle of the Programme for International Student Assessment (PISA) indicate that the average reading performance of Australian 15-year-olds decreased significantly between 2000 and 2018

    Developing an assessment of oral language and literacy: Measuring growth in the early years

    Children develop rapidly in their early years. A crucial component of this development is a child’s ability to learn and use language. Even before they enter formal education, children have learned much about oral language and literacy through meaningful interactions with others, and from their life experiences. Children, however, do not develop at the same pace – some children arrive in early childhood education and care (ECEC) programs more advanced while others require additional support. Recent reviews of the assessment tools available to ECEC educators show a lack of good quality measurement and a reliance on checklist style inventories or narrative approaches. This paper presents a new measure of oral language and pre-literacy specifically designed to be accurate enough to reliably measure an individual child’s growth. Results from a combined calibration of children’s responses using a many-facets item response model show the measure to be reliable, valid and sensitive enough to measure growth within children and between groups of children over time. Implications for future assessment development and for educators’ practice are discussed, including how such measures can provide insight into what children know, understand, and can do (Reynolds, 2020) and what educators can do to support future learning experiences targeted at children’s specific language and literacy need

    Australian students say they understand global issues, but few are learning another language compared to the OECD average

    More Australian 15-year-olds feel they are familiar with global issues such as climate change, migration, causes of poverty and equality between men and women than the OECD average. But only 8 per cent of Australian students say they are learning two or more foreign languages, compared to 50 per cent of students across OECD countries

    GEM Centre: Completion report for Phase 2 funding, 2017–2020

    In 2014, the Australian Council for Educational Research (ACER) and the Australian Government’s Department of Foreign Affairs and Trade (DFAT) established a partnership under the Global Education Monitoring Centre. Since then, there have been two funding periods: Phase 1 from 2014–2017 and Phase 2 from 2017–2020. Phase 3 will cover 2020–2023. This report documents the completion of Phase 2 funding and describes the shared priorities of DFAT and ACER through the GEM Centre, followed by the objectives and key outcomes of the work program during this period. The outcomes and lessons learned, together with findings from the GEM Centre mid-term review (MTR) in 2019, are reflected against the impact and sustainability of the ACER–DFAT partnership. The MTR validated the overall success of the GEM Centre and identified areas for further development, specifically to improve the effectiveness of the partnership. This report concludes with a brief outlook on how these developments will be addressed under Phase 3 of the GEM Centre

Teachers’ assessment literacy can have an impact on the quality of educational provision.     A man of measure and more: John P. Keeves 1924-2020

    John Philip Keeves was an eminent researcher with a lifelong quest to improve teaching and learning by being a researcher, teacher, supervisor and mentor. He produced a myriad of scholarly publications, many on topics of research design, comparative research and educational measurement. In 1962, John was recruited to the Australian Council for Educational Research and he moved to Melbourne, later becoming Associate Director from 1972 to 1977 and then Director until his retirement in 1984. During this time, he also undertook research fellowships at the Australian National University and the Institute of International Education in the University of Stockholm. After John’s retirement from ACER, he was an Emeritus Professor at both Flinders University and the University of Adelaide, where he lectured to and supervised both higher degree and doctoral students. This book honours John by bringing together memories of the man from those who knew him well, his family, his students, colleagues and friends
