DOLLARS AND SENSE: DECIPHERING THE ECONOMIC RELATIONSHIP BETWEEN SOUTHEAST ASIA AND TAIWAN AMIDST CHINA’S RISE
Southeast Asian countries have developed a reputation for hedging between the United States and China. However, in the event of a conflict over Taiwan, it may become impossible for them to avoid taking sides. At that time, they would have to consider not just their relations with China and the United States, but also their dependence on economic ties to Taiwan. Despite Taiwan’s effort to promote these ties, their importance to Southeast Asia has not been examined carefully. To fill this gap, this thesis presents data on trade, investment, and employment between Taiwan and Southeast Asia, and then assesses the impact on Southeast Asia that would be caused by a disruption of those ties, e.g., as a result of a quarantine. The main finding is that economic ties with Taiwan are much smaller than those with China. However, it also finds that some Southeast Asian countries depend on Taiwan for crucial inputs (e.g., semiconductors) or have politically important economic interests to protect (e.g., workers in Taiwan). Ultimately, given the economic benefit Taiwan and China each offers to the Southeast Asian economies, this thesis argues that greater use of hedging policies is required so as to benefit from both sides.Distribution Statement A. Phase II Performance Evaluation Trait Validation
NPS NRP Technical ReportThis project concludes our two-year study supporting the Navy’s efforts to update its existing performance evaluation system (PES). In FY22, our team validated and refined trait and value statements (TVS) developed for rating the job performance of Sailors at their current grade and potential for performance at the next paygrade. We also conducted a large-scale prototyping study, fielding the performance evaluation prototype instrument we developed across the United States Navy (USN). Phase II of our study evaluates the predictive validity of the prototype on Sailors’ actual historical job performance and promotion, and tests whether demographic groups by race and gender receive systematically different ratings on the new TVS. We find that the new TVS are overall valid, though in some cases they have low predictive validity. WHAT ARE THE CENTRAL STRUCTURAL FACTORS THAT DRIVE VIOLENCE TOWARD WOMEN ENGAGED IN TRANSIT MIGRATION THROUGH MEXICO?
This thesis analyzes the structural factors that contribute to gender-based violence against women in transit migration through Mexico. Using a geospatial perspective, the impacts of different policies on the incidence of such violence in three broad regions of the country are analyzed. The thesis examines how migration policies, law enforcement practices, systemic challenges, and socio-economic disparities interact to shape the prevalence and patterns of violence experienced by women engaged in transit migration. The findings highlight the significance of structural factors in understanding violence against migrant women. Information derived from geospatial data and policy frameworks underscores how state actions, or lack of action, can serve as facilitators of such violence. By merging a geospatial perspective with an analysis of structural factors, this thesis offers insights for policymakers and advocates working toward context-specific initiatives that can assist in combating violence against women in transit through Mexico.Distribution Statement A. Solid State Circuit Breaker with Reduced Clamping Voltage
A solid state circuit breaker that may include a metal oxide varistor (MOY) that is connected in series to a thyristor, the MOY to clamp voltage of current flowing through the solid state circuit breaker; the thyristor including a gate to control flow of the current to the MOY along a first path to the MOY; a breakover diode to activate at a target voltage level to allow the current to flow to the MOY along a second path; and a Zener diode to close the gate and allow current to flow along the first path in response to the current on the second path
ADVANCED TECHNOLOGIES TO ENABLE OPTIMIZED MAINTENANCE PROCESSES IN EXTREME CONDITIONS: MACHINE LEARNING, ADDITIVE MANUFACTURING, AND CLOUD TECHNOLOGY
The way routine maintenance is conducted is not an optimal way to handle maintenance in extreme battlefield conditions. This is a common maintenance problem across various domains, such as repairing battle damage to aircraft or ships without access to a port or depot. The extreme conditions context can also include repairing the Alaska pipeline in the extreme cold, or handling repairs during COVID-19. The researcher examined how modern technology can optimize productivity and reduce the cycle time of the extreme maintenance process. The results of this research found that three emerging technologies, additive manufacturing, cloud in a box, and machine learning (ML), could improve process value, save labor costs, and reduce cycle time. ML had the most significant impact on improving productivity and cycle time. When all technologies were utilized together, productivity and cycle time improvement were more significant and consistent. The research accounted for the riskiness of these technologies, which is necessary to accurately forecast the value added for this extreme maintenance process context. This research is vital because getting correct valued repairs done quickly for the Department of Defense can make the difference between winning and losing a conflict.Distribution Statement A.
