    Includes Supplementary MaterialModern warfare is increasingly shaped by the information environment, where the speed, accuracy, and reliability of decision-making are critical to achieving operational success. As adversaries exploit advanced capabilities to manipulate, disrupt, and dominate in the information environment, the Marine Corps must adopt transformative technologies to maintain a competitive edge. This thesis explores the potential of artificial intelligence and machine learning (AI/ML) to enhance decision-making across all warfighting functions, with particular emphasis on information. AI/ML systems can improve situational awareness, accelerate data processing, and deliver actionable insights to commanders operating in dynamic operating environments. However, integration of AI/ML capabilities into Marine Corps operations is not without risk. Operational vulnerabilities, technical limitations, and ethical risks all pose significant challenges that must be addressed to ensure effective and responsible implementation. Using a combination of doctrinal review, technical evaluation, and operational vignettes, this study conducts a comprehensive analysis of strengths, weaknesses, opportunities, and threats (SWOT) for AI/ML-enabled decision-making. Practical recommendations for warfighting functions can help guide the Marine Corps to integrate AI/ML capabilities in a way that strengthens decision-making and secures information advantages in future conflicts across the competition continuum.Distribution Statement A.     COMPUTATIONAL COMPRESSOR PERFORMANCE IMPROVEMENTS UTILIZING SELF-RECIRCULATION THROUGH INLET GUIDE VANES

    Compressor stall is a performance limit on aircraft engines. Increasing compressor stall range broadens the safe operating range of the aircraft. Research into compressor casing treatment designs is needed to accomplish an increase in compressor stability range, while not completely sacrificing efficiency. Flow recirculation over the compressor rotors has been demonstrated to improve both efficiency and stall range in transonic compressors; however, a single general method has not been developed. A different approach to extend the stability range of transonic compressors is flow recirculation through the inlet guide vanes, which was explored in this study. Computational fluid dynamics (CFD) was used to predict performance improvements in the demonstration transonic compressor at the Naval Postgraduate School's Turbo Propulsion Lab. This study demonstrated that pressure side axial flow-recirculation provided a 7.89% stability range increase, a 2.96% stall margin increase, and a 0.23% efficiency increase.Distribution Statement A.     Confidence in sonar performance is essential in an ever-evolving undersea warfare domain. Part of characterizing sonar performance is assessing the probability density function (PDF) of reverberation. To better characterize statistics of active sonar systems, a physical scattering model was developed to predict the effect of random seafloor roughness on synthetic aperture sonar (SAS) image statistics, based on the composite roughness approximation. Changes in image statistics caused by roughness are quantified by the scintillation index (SI). To date, this model does not address how SI scales with grazing angle for real aperture systems as well as it does for synthetic aperture systems. The model of Lyons et al. was modified for use with real aperture sidescan data. This compares results from a SAS system processed using synthetic aperture and real aperture (sidescan) beamforming. With these two processing types, this thesis analyzes the grazing angle dependence of SI for systems with different resolution cell sizes and shapes. This work enables future research that seeks to understand how detection thresholds can be set when the statistics of active sonar returns vary with range. Ultimately, this work assists in maximizing effectiveness of real aperture systems by better modeling the probability of false alarms.Distribution Statement A.     FPGA-BASED VIRTUAL TWIN TESTBED DESIGN AND IMPLEMENTATION FOR ZONAL NANOGRID SYSTEM DIGITAL TWINS

    Microgrids have become increasingly prevalent in industrial and military settings to provide power outside the commercial electrical grid; however, there have been difficulties prioritizing power during electrical faults or failures. This research builds on the premise that the solution is to use a zonal nanogrid system to power critical loads. The zonal nanogrid system is based on zonal ship power systems that have been time-tested on naval warships like the DDG-51 Arleigh Burke-class destroyers. The benefit of a zonal system is that it provides redundancies and increases reliability. Therefore, the purpose of this thesis is to initiate the project of developing a digital twin of a zonal nanogrid system by specifically developing a field programmable gate array (FPGA)-based virtual twin testbed of a zonal nanogrid system. The virtual twin is achieved by developing a physics-based nanogrid model on Simulink, converting the model to hardware description language (HDL) for Vivado, and then implementing the Vivado project onto multiple connected FPGAs for testing and validation. This research successfully validates the FPGA-based virtual twin with control hardware in the loop (CHiL) simulations. Moreover, the research produces a general design for creating a programmable integrated circuit (IC)-based virtual twin for any digital twin application. Future research should incorporate this FPGA-based virtual twin into a fully operational digital twin of a zonal nanogrid system.Distribution Statement A.     LEGAL SETTLEMENTS ON THE PREVENTION AND TREATMENT OF OPIOID ADDICTION IN THE WAKE OF THE OPIOID CRISIS

    Many public discussions surround the opioid crisis, a focal point asking how to effectively allocate legal settlement awards to address opioid addiction. While there have been a mix of proposals for fund allocations and how to prioritize funds, there has been no consensus among the states as to how to effectively allocate funds in order to establish prevention programs, harm reduction, and treatment services to mitigate societal costs. This study examines the best practices for allocation recommendations from the Centers for Disease Control (CDC), the National Institutes of Health (NIH), and Johns Hopkins Medicine (JHM), comparing them to funding allocation approaches of three states representative of diverse populations: Arkansas, Texas, and California. Data pertaining to opioid legal settlements for different opioid abatement categories are analyzed using a synthesis, to characterize the allocations employed by these three states to promote areas of harm reduction, prevention, and treatment in the wake of the opioid crisis. To effectively reduce mortality rates, communities must communicate their primary areas of concern to receive settlement allocations where most needed. Recommendations include outreach efforts to populations at risk of overdose, expanding access to medications for opioid use disorder (OUD), focusing on evidence-based treatments, and collaborating with public safety programs.Distribution Statement A.
