    Route Planning and Optimization for Traveling Salesman Problem and Variants

    The invention relates to route planning and optimization. In some embodiments, the invention includes obtaining vertex data describing target attributes, including at least one target location, and process dynamics data describing system constraints of a process: defining vertex functionals, describing attribute requirements, and edge functionals, which use the system constraints to determine cost requirements, for cost objectives; and using the data, the functionals, and the cost objectives to construct a T-graph that includes a label space representing the target attributes. Next, the T-graph is solved to construct a label space trajectory by determining waypoints such that the process (1) travels through all target locations and (2) satisfies the attribute requirements, dynamically calculating travel cost by applying the cost requirements to each intervening edge, and minimizing the travel cost according to the cost objectives. The optimal space trajectory is executed to navigate the process through the target locations

    PREDICTIVE MODELING AND SENSITIVITY ANALYSIS OF VX: AN INTEGRATED PHYSIOLOGICALLY BASED PHARMACOKINETIC APPROACH

    The modeling and analysis of physiologically based pharmacokinetics (PBPK) for chemical warfare nerve agents (CWNAs) is crucial for enhancing defensive measures for U.S. troops. Given the increasing accessibility of CWNAs and limited data on their effects, there is a critical need for robust predictive models. This research addresses this gap by utilizing the High Throughput Toxicokinetics (httk) R package, developed by the Environmental Protection Agency (EPA), to generate a PBPK model for VX, a highly toxic CWNA. The model incorporates toxicokinetic data, allometric scaling, and sensitivity analysis to enhance its predictive capability and application to humans. The model is validated using data from in-vivo studies conducted on hairless guinea pigs (GPs) due to their close physiological resemblance to humans. The model demonstrated high accuracy in predicting VX exposure at high doses but showed limitations at low exposures. The model successfully validated the human-extrapolated predictions, reinforcing the utility for military applications. The Army Chemical Biological Center (CBC) is continuing this research through further testing to refine predictive models, focusing on both dermal absorption and inhalation pathways. This thesis refines PBPK models for both guinea pigs and humans, conducts rigorous data analysis, and compares results with existing data. Future work should improve low-dose accuracy, broaden to other CWNAs, and refine exposure modeling.Distribution Statement A.     This thesis explores the potential for standardizing promotion processes within Naval Sea Systems (NAVSEA) Warfare Centers to enhance organizational effectiveness and talent retention. The primary research question examines whether insights from academic and procedural sources can guide the development of a framework for evaluating and improving technical personnel assessment within NAVSEA. The study uses a comprehensive literature review of relevant research, government policies, and existing procedures to create a new evaluation framework. The proposed framework integrates concepts of validity, fairness, and personality alignment, offering a structured approach to assess technical personnel in a way that aligns with NAVSEA’s operational requirements. The study’s findings suggest that implementing this framework can standardize promotion practices, mitigate unintentional biases, and enhance transparency across NAVSEA centers, ultimately improving talent retention and mobility.     This report explores Department of the Navy (DON) programmatic considerations for integrating hydrogen fuel into naval aviation, focusing on challenges and opportunities in the Operations and Sustainment phase of the acquisition lifecycle. Despite advancements in hydrogen-enabled prototypes, a defined sustainment framework is lacking. This research analyzes requirements across the twelve Integrated Product Support (IPS) elements to propose a roadmap for operational implementation. A Group 2 unmanned aircraft system (UAS) and Ground Support Equipment (GSE) Rapid Fielding case study examines critical logistical, maintenance, infrastructure, and training needs—especially those beyond traditional Military Occupational Specialties (MOS)—in shipboard and shore-based environments. Findings highlight major technical, regulatory, and logistical barriers to sustaining hydrogen-powered UAS for dispersed Marine Corps units in expeditionary settings in austere environments. The study concludes that successful integration requires developing comprehensive doctrine, streamlining certification pathways, and investment in expeditionary hydrogen technologies. Recommendations include tailored sustainment strategies, leveraging existing infrastructure, employing advanced storage and generation technologies, and delivering targeted training to enhance readiness, enable sustained operations, and align with the DON’s long-term energy resilience and sustainability goals.Distribution Statement A.     DRILL AND DEPART: UNCOVERING THE EXIT TRENDS OF ACTIVE DUTY DENTAL CORPS OFFICERS

    Attrition within the Military Dental Corps has increased in recent years, posing challenges to meet force readiness across the Department of Defense (DoD). This thesis analyzes personnel data from 2016 to 2023 to identify factors associated with attrition among dentists in the Navy, Army, and Air Force Dental Corps. Using Kaplan-Meier survival estimates and regression models, findings indicate that general (non-specialized) dentists experienced the highest attrition rates across all services, with an 87% relative increase when compared to specialist dentists, with most attrition occurring between seven and 12 years of service. Oral surgeons had a 76% relative increase in attrition when compared to specialist dentists predominately occurring between 13 and 19 years of service. Air Force dentists notably attrite at lower rates compared to Navy and Army dentists. Female and minority dentists attrite at lower rates; however, being assigned in the Pacific and South Atlantic regions are associated with increased attrition. These findings highlight the need for targeted, service-specific retention strategies—especially for general dentists—to preserve the military's investment in its dental workforce and maintain operational and force readiness.Distribution Statement A.
