In general, the publishing industry is run by a staff of editors with non-specialist qualifications otherwise known as the "unintentional profession". Editors learn the skills to work 'on the job' (lesson learned) with more senior colleagues up to a certain time until deemed worthy and appropriate for promotion. Therefore, tacit knowledge plays an important role in supporting the editor's career in publishing. This study aims to answer the question of how the practice of transferring tacit knowledge is aimed at supporting the career development of editors at LIPI Press. Data collection was conducted in April-May 2021 using qualitative methods. Data was collected through a literature review, in-depth interviews with eight informants, and the active participation of researchers in observing document searches as a medium for lessons learned. The results show that most of the tacit knowledge transfer processes occur in editorial activities, which include socialization, externalization, combination, and internalization activities, both formally and informally. In this case, the greatest support felt by the editors was internalization in the form of knowledge sharing or flexibility in informal discussions, such as mentoring and coaching colleagues. In addition, this activity is also the most dominant or often carried out compared to other SECI stages, because the informal internalization process is felt to be more flexible and dynamic to exchange ideas, opinions, criticize, and understand a topic or problem being discussed. Finally, this study concludes that publishing activities based on knowledge of human resources require an adequate approach to understanding the social and strategic aspects of organizations so that they can support individual achievement and collaborative excellence, namely the transfer of knowledge, access to resources, and capabilities complete each other

In general, researchers conduct research on academic implications and the object of the research is academics, but this research is different, the object of this research is official LINE account of KEMKOMINFO which is a government institution. This research uses descriptive qualitative methods with content analysis techniques without using respondents or informants as research objects. Content analysis for infographics on the official LINE KEMKOMINFO account was carried out for 6 months in October 2019 to March 2020. There are 9 information displays on the official LINE account of KEMKOMINFO: (1) latest news on the most popular issues in Indonesia; (2) information on specific themes; (3) information regarding the results of the activity conducted by government institutions; (4) information regarding KEMKOMINFO's clarification of news and issues circulating in public; (5) congratulory message at certain moments; (6) quiz about knowledge related to Indonesia; (7) information regarding procedures in the management of government-related matters; (8) the game of finding words based on clues; (9) word equivalents or translate. To facilitate the dissemination of information to the public, the Ministry of Communication and Information Technology (KEMKOMINFO) chose to use infographics because information in visual form is more attractive and easily understood by the general public, especially by the younger generation as readers

Barriers to the implementation of open access globally need to be studied further using a systematic review. The purpose of this study is to look at the barriers from various countries in implementing open access. This study uses a systematic review method with a qualitative approach. The data collection method is in the form of planning, implementation, and synthesis of search results. This study uses Google Scholar to capture all research on implementing scientific communication with open access in the global realm. The search results on Google Scholar using Boolean logic found 273 articles. After the elimination process based on research objectives became 16 articles. This study shows that the biggest obstacle in implementing open access is the perception of the researchers (33.3%) which indicates that the quality of open access journals is less guaranteed, that is, many of them fall into the category of predatory journals. In addition, another obstacle identified was policy (25.6%). The government or stakeholders must make policies that regulate the standards for the quality of open access journals, the editorial board, and the time intervals for publishing journals. Other obstacles include financial factors where many researchers have minimal research funds but open access publications require large funds (23.1%), followed by copyright (10.3%) and language (7.7%) because not all researchers are fluent in English. The results of this study can be used as a reference for further research in assessing the obstacles that have also been happened in Indonesia

Personalized information service is an information service delivered by digital libraries so that users can only get information according to their needs online. This article is a conceptual study that examines the role of mobile devices as technology to support personalized information services from the aspects of user data collection and service delivery. Data obtained through literature review of scientific articles that have relevance to the main concept. The results showed that mobile devices have a role in sending data and accessing library services efficiently. As a two-way communication medium, mobile devices can send various forms of feedback to the library which eventually become data for further analysis. As for service access, mobile devices can support mobile applications so that there are several traditional services that can be accessed online anywhere and anytime. Not only data in the form of text, technological developments have been able to analyze data in other types, one of which is in the form of voice. The development of technology in the 4.0 industrial revolution has also become an aspect that encourages efficiency because it can bring about automation in the aspects of data collection and access to library services
