    Regional Initiatives in the South East of Ireland

    This paper focuses on a number of ICT, eBusiness, and eWork initiatives in the South East of Ireland. The core theme is that it is essential to develop coherent umbrella regional and national initiatives, with suitable funding, to avoid different initiatives competing with each other instead of co-operating. One example of this integrated approach is the South East Information Society Strategy (SEISS http://www.seiss.ie), a body with representation from all the regional authorities, and relevant industries, established by the South East Regional Authority (SERA http://www.sera.ie). For many micro SMEs, which make up the bulk of SMEs in Europe as a whole, access to on-line services is still problematic. Unless there is direct investment in ICT infrastructure in regions the economic trends will draw industry away from regions to central conurbations increasing the digital divide. This is because in central locations more ICT competition leads to lower costs for the same services. Interestingly wireless options (e.g. wireless GPRS, local wireless LAN or WiFi, satellite) may provide cheap low bandwidth always-on connectivity before any fixed wire options (e.g. cable-modem, ADSL) are actually deployed in peripheral regions

    Peer-to-peer Innovations for eBusiness and eWork: A Vision of Emerging Software Service Technologies

    This paper describes the emerging platform for computing based on a number of developments in converging technological streams. It argues that software developed for this new platform will increasingly be described, designed, constructed and deployed using a service-driven focus. One technology that may well have an interesting impact is that of peer-to-peer (p2p) networking, in contrast with traditional client/server architectures. The most likely application/service domain for such new services will be in the area of on-line presence management, information exchange, and groupware. Some new products and services in this domain are discussed in detail. The analysis of the emerging p2p technology domain is based on current work in designing and developing SIP and SIMPLE services for 3G wireless networks and daily exposure to p2p collaboration services

    Research into information systems development (ISD) continues to focus on pre-implementation activities such as software engineering, software testing, requirements specification and so on (Stapleton (2001)). Given the extent of the problems that many firms have encountered after going live with large-scale Information Systems, serious economic risks have been associated with the current wave of advanced information technologies (Davenport (1998)). To date a significant amount of IS literature has documented dismal accounts of ERP failure. Such accounts suggest a significant lack of knowledge concerning post-implementation activities. This short fall in knowledge has significant ramifications for organisations implementing large scale Information Systems such as ERP. Throughout his research Stapleton has found post-implementation to be the critical period when the system becomes bedded down in the host organisation (see Stapleton (2000 and 2001)). However, given the huge contribution of post-implementation activities to the overall success of IS projects and the reality that most difficulties emerge after the system goes live, very little work has been done to establish key activities for this critical period. Wilcocks, Feeny & Islei (1997) reinforce this issue claiming that ‘the attention given to post-implementation processes is undoubtedly disproportionate in light of its importance to ISD’

    As the shift towards the next generation of services runs its course, the emphasis within accounting for such services has moved towards robust and flexible components. An accounting architecture with the ability to scale, based on the foundation of a solid core of rating components, incorporating transaction management, object pooling and queuing is presented. Using the workbook approach to algorithm modelling is a logfical option that allows for the decoupling of the algorthm from the architecture of the rating component. Decoupling the algorithm, allows for the design of core functionality that will rate for any service based on the concept of "pluggable" algorithms for each respective service

    A Rating Bureau Service for Next Generation IP Services

    The marked increase of IP-based services has resulted in the need for a more flexible rating process than the present 'flat-rate' accounting approach. This paper presents the design and development of a Rating Bureau Service for the IP telecommunications environment. It illustrates the architecture, information model, technologies, and standards used in development of the system, as well as expounding upon some of the key implementation goals. In the proposed rating environment, flexibility is achieved by decoupling the charging algorithm and the core rating system. Hence, algorithms can be changed independently of the core system, avoiding the need to recode and recompile. Algorithms can be swapped in and out of the system during rating, allowing a potentially limitless range of services to be rated by equal numbers of tailored algorithms. All algorithms in the system are spreadsheet-based. This approach moves the modelling and construction of algorithms from the programming domain into the business design arena. Anyone with a working knowledge of spreadsheets can effortlessly construct/update these arbitrarily complex charging algorithms. This paper focuses on the development of a fixed line call charging algorithm that may be employed by a large telecommunications company

    Systems Engineering Methodologies, Tacit Knowledge and Communities of Practice

    In the context of technology development and systems engineering, knowledge is typically treated as a complex information structure. In this view, knowledge can be stored in highly sophisticated data systems and processed by explicitly intelligent, software-based technologies. This paper argues that the current emphasis upon knowledge as information (or even data) is based upon a form of rationalism which is inappropriate for any comprehensive treatment of knowledge in the context of human-centred systems thinking. A human-centred perspective requires us to treat knowledge in human terms. The paper sets out the particular importance of tacit knowledge in this regard. It sets out two case studies which reveal the critical importance of a careful treatment of tacit knowledge for success in two complex, technology-driven projects

    Customisable Resource Discovery Services

    The advancement of the Internet as a primary source of both business and educational information is limited by the inefficiencies of present day search engines. In many cases the match between the user requirements and the Internet search results are limited is extremely poor. This paper presents a customisable resource discovery service, based on technologies such as CORBA and XML. The Resource Discovery Service (RDS) can improve the current search engines and offer better search accuracy for the users by using their profile information. The Resource Discovery Service implementation was started within the context of a European funded project GESTALT (Getting Education Systems Talk Across Leading Edge Technologies) whose objective was to develop a distributed distance learning system. The major requirement in developing a customisable RDS was the definition of a profile management service and an educational search service
