Morse Decomposition for Semi-Dynamical Systems with an Application to Systems of State-Dependent Delay Differential Equations
Understanding the structure of the global attractor is crucial in the field of dynamical systems, where Morse decompositions provide a powerful tool by partitioning the attractor into finitely many invariant Morse sets and gradient-like connecting orbits. Building on Mallet-Paret’s pioneering use of discrete Lyapunov functions for constructing Morse decompositions in delay differential equations, similar approaches have been extended to various delay systems, also including state-dependent delays. In this paper, we develop a unified framework assuming the existence and some properties of a discrete Lyapunov function for a semi-dynamical system on an arbitrary metric space, and construct a Morse decomposition of the global attractor in this general setting. We demonstrate that our findings generalize previous results; moreover, we apply our theorem to a cyclic system of differential equations with threshold-type state-dependent delay
Intellectual developmental disorder 56 associated with novel variants in the clathrin heavy chain encoding CLTC gene and brief review of the literature
Pathogenic variants in several genes are responsible for global developmental delay and intellectual disability. Many of them cause synaptic signalling dysregulation. Clathrin-mediated endocytosis is involved in synaptic vesicle recycling and pathogenic variants in the CLTC gene, encoding clathrin heavy chain 1 are associated with delayed development and cognitive difficulties. Our aim is to widen the genotypic and phenotypic spectra of the CLTC-related disorders by reporting two new patients.Gene panel sequencing was performed for the probands and the parents were tested for the variants found likely pathogenic in the probands.Novel, likely pathogenic variants in the CLTC gene were found in two patients. One of them, a boy had a heterozygous de novo missense variant. The other patient, a girl was the offspring of two siblings; both of whom carried the same heterozygous truncating variant as their daughter. All the patients were characterized by global developmental delay, intellectual disability and dysmorphic features.The spectrum of CLTC variants, causing intellectual developmental disorder 56 (OMIM 617854) has been expanded by two novel variants. The range of the heterogeneous clinical findings caused by mutations in this gene has also been widened. A brief review of the mutations found in CLTC and clinical features related to these mutations are provided

Closing the digital gap: promoting the right to health of elderly individuals in long-term care settings
Access to health-related information is fundamental to the elderly’s autonomy, well-being, and social inclusion. Article 19 of the Universal Declaration ofHuman Rights affirms the right to seek, receive, and impart information freely. Inline with this, the Madrid International Plan of Action on Ageing (2002) stressesthe importance of ensuring that elderly persons benefit from new technologies,including accessible and user-friendly digital tools. Similarly, the Council of theEuropean Union, in 2020, emphasized the promotion of digital inclusion for theelderly, taking into account their diverse needs and living environments.Despite increasing policy attention, many elderly individuals – particularlythose in long-term care (LTC) settings – continue to face exclusion from digitalresources. This exclusion stems from multiple barriers, including physical andcognitive impairments, socioeconomic disparities, limited digital literacy, andageist attitudes. These challenges are further exacerbated by the poor usability ofdigital tools and underdeveloped telehealth infrastructures.Bridging the digital divide is thus essential to safeguarding the right to healthof older adults, especially those in LTC settings who are among the most vulnerable. This study aims to promote the right to health in LTC contexts by addressingthe digital divide from both the users’ and providers’ perspectives. It seeks to answer two central questions:1) How does the digital divide affect the right to health of the elderly inlong-term care settings?2) What are effective practices to bridge this divide and uphold the rightto health for the elderly
