    In the era of globalization critical literacy skills possessed by students. Ironically literacy in Indonesia is very low. Learning history is integrated with geography expected to improve the literacy history skills of students departement social studies. Traffic literacy can make students understand the history of local history in the surrounding environment and have a critical attitude towards historical environment. This study is a qualitative research. The study was conducted at UIN Maulana Malik Ibrahim Malang. The subjects were students of the fifth semester majoring departement social studies class A. Data collection research using observation sheets, interviews, documentation and assessment indexes based on historical literacy. Analysis of the data using the model of Miles and Huberman. Based on observations conducted by researchers, the first and second meetings of learning to do without integrated with geography. The result is the literacy skills at an early stage of history to understand the events that indexes and narrative of the past. The third and fourth meetings learning is done by integrating the science of history with geography. The result is the development of historical literacy students be perfect cover 12 index are to understand the events, narratives, research skills, language history, the concept of history, an understanding of ICT, connect, debate and disagreement, the representation of expression, moral judgment, the application of scientific and historical explanation.     Indonesia consists of various regions separated by the Strait and the sea, both the outer islands and the outlying and less developed regions (3T). This contributed to difficulties in the distribution of development efforts, due to the distance that must be taken to reach the center of government. These conditions cause uneven quality of education. Thus, it is necessary to enhance the quality of education in the outer islands and the outermost regions lagging through character education for students. However, the reality is not in accordance with the appropriate conditions. This paper aims to identify the conditions of the students in the outermost, and lags well as analyzing the corresponding character based learning applied to students in order to increase competitiveness in the global era in the outermost regions leading and lagging. Data obtained through observation, interviews, and documentation and analyzed descriptively. The results showed that the character of the students in the outermost, and behind is a lack of patriotism, hard work, creativity, responsibility, discipline, and love to read. Character-based learning are applied to students in the area 3T is the integration of character education in schools and subject culture, such as an increased sense of patriotism through the use of Indonesian was good and true in every learning and always start with singing the national anthem.     This paper aims to examine the integration of cultural values of ethnic Bugis Makassar in learning Social Geography as one of the strategies to face the Asean Economic Community (AEC). Local cultural values is an important issue that should be studied in study Social Geography. This new face is needed to adopt a variety of strategies including local cultural values in the learning process. Planting the values of the local culture in the learning process is expected to offset the influence of foreign culture that is increasingly prevalent in our society, especially South Sulawesi. Culture Bugis Makassar as one of the local culture that is growing and developing among the Bugis Makassar, has an important element that can increase the motivation of learners, namely the concept of Siri 'and Pacce.
