Proposed model on levels of degraded land at merawu watershed, banjarnegara regency, central java province, indonesia
Conservation of degraded land in Indonesia requires maps of degraded land. The maps were established based on a model developed in 1998 by the then Indonesia Department of Forestry. The model has 2 weaknesses i.e. 1. high level of uncertainty due to vector-based data used to build the thematic maps and 2. parameters redundancy or duplication from the model. This research was aimed to build up a proposed model on levels of degraded land at Merawu Watershed using fully raster-based data supported with remote sensing and GIS techniques. Parameters analyzed were Slope, Erosivity (R), Erodibility (K), Slope Length and Steepness (LS), Cover and Management (C), Support Practice (P) and Percentage of Canopy Cover. These data were presented in fully raster format. Management parameter was not explicitly used in this research because management parameter was already represented by the C and P parameters . Five parameters were directly obtained using fully raster format, i.e. Slope, LS, C, P and Percentage of Canopy Cover. The other 2 parameters went through spatial interpolation process before being presented as fully raster format. Correlation analysis among parameters was carried out. Parameters having high correlation coefficient (r ≥ 0.8) were excluded from the model to avoid redundancy. The proposed model only used parameters having low correlation coefficient. The research result showed that the determination of levels of degraded land was more accurate when using only erosion parameters, formulated as:
Level of Degraded Land (LoDL) ≈ Erosion ≈ R x K x LS x C x P

ABSTRACT: "Am I my brother's guard?" This question becomes a reflection of individuals as social being who meet with other people every day in their differences. This question inspires the conscience of each person to take the right attitude when dealing with others. And the attitude referred to here is responsibility in the concept of levinas, which is different from everyday understanding. This thought was then tried to collide with diversity in Indonesia, especially the attitude of religious people when dealing with adherents of other religions. so that the moment of meeting with others truly becomes an ethical moment towards meeting, based on this attitude of responsibility. Based on library data, the author tries to describe the concept of levinas responsibility so that ultimately every difference can be seen as a gift and shared wealth. Through reflection on the unique concept of the responsibility of levinas, the authors put it as a foundation for the relations of religious life and Indonesian society, which often experience clashes due to pluralistic reasons. It is very appropriate, if Levinas's responsibilities are implied into the lives of our people because also the essence of Levinas's thinking actually has a strong foundation in our country's philosoph

This article discusses how inclusive development is translated into policy and regional development planning. Perspectives used are that of the regional government apparatus in-charge of development planning. As a strategic actor in decision making, those in charge of development planning hold an important role in determining what counts as inclusive development, who the targets are, and how such inclusivity could be realized through development programs. The research was conducted in Bandung Regency, one of the regions that experience rapid economic growth, as well as one that is facing the challenges of poverty and the decline of environmental support capacity. The method that was used in this research is the quantitative method to discover the perceptions of government apparatus, which afterwards are confirmed through textual analysis of regional development planning documents. From this initial research, development planning process is suspected to not have optimal public participation, as well as to not have involved marginalized groups, so that policies and programs are less able to accommodate several strategic regional issues. Therefore, there is a need to create a comprehensive effort towards achieving an inclusive development agenda as the primary goal in Bandung Regency development
