The influence of cultural decision-Papuans People Assembly (MRP) Papua as a material consideration in determining and implementing the regional administration in terms of empowerment, protection and favor of indigenous Papuans in the container of the Republic of Indonesia Act No. 21 of 2001 about Special Autonomy for the Papuaâs Province as amended by the constitution of the Republic of Indonesia Number 35 Year 2008 on Special Autonomy for Papua and West Papua Province, These results indicate that the decision of the Papuans People Assembly doesnât affect the government policy which leads to the protection, empowerment and alignments of the indigenous Papuans, because of most the material that is clearly making a process delegation of law before the decision was made without the involvement of MRP in 2008 because there is no legal instrument on the mechanism of inter-institutional superstructure while the local government after the MRPs decision in 2010 and 2011 cannot describe the regulations that have been made and other materials for regulatory policy collided with a political agenda such as the election of members of the MRP and the election of Governor

Salah satu pilar utama sebagai upaya pencapaian stabilitas sistem keuangan suatu negara  diperlukan Pengaturan tentang Pengaman Sistem Keuangan (financial safety net) yang secara umum dapat mencegah bank run, meminimalkan kemungkinan terjadinya krisis keuangan, dan mengurangi frekuensi serta dampak kontraksi ekonomi. Sebagai upaya mengoptimalkan pengaman sistem keuangan di kawasan Negara-negara yang tergabung dalam Association of the South East Asian Nations (ASEAN)  ditindaklanjuti dengan perluasan kerjasama ekonomi di bidang keuagan dan moneter dalam kawasan Asia Timur dengan tujuan untuk mencapai dan memelihara stabilitas keuangan regional, menjaga dan mendorong pertumbuhan regional dan domestik yang berkesinambungan serta mengurangi ketergantungan pada lembaga keuangan internasional. Secara spesifik kawasan Asia Timur mencakup negara-negara yang tergabung dalam kerjasama ASEAN + 3 Negara. Dimana ASEAN  yang terdiri atas 10 Negara yaitu : Indonesia, Brunei, Kamboja, Laos, Malaysia, Filipina, Myanmar, Singapura, Thailand dan Vietnam serta plus 3 yaitu China, Jepang dan Korea Selatan. Dalam perkembangannya berbagai inisiatif kerja sama keuangan di kawasan Asia Timur telah mengemuka, bervariasi dalam bentuk usulan memperkuat regional surveillance, inisiatif untuk membentuk fasilitas keuangan regional, pengembangan pasar keuangan regional dan usulan kerja sama nilai tukar regional. Inisiatif kerja sama kawasan terus bergulir dan berevolusi mencari bentuk-bentuk yang ideal untuk dapat meningkatkan efektivitas pencapian tujuan bersama, yaitu : menciptakan stabilitas keuangan regional. Hal tersebut  kemudian mendorong negara-negara anggota untuk mulai memikirkan pencapaian kerja sama dalam bentuk integrasi keuangan dan moneter Asia Timur

This study discussed the theoretical construction of independent agencies in 1. constitutional structure of Republic of Indonesia. By using various theories created by some classical and contemporary theorists in term of independent agencies, and limitation of powers themes, as it has been implemented in constitutional law practice and revised in theoretical perspective, the result of this study showed independent agencies are a different branch of government, compare to the conception of Montesquieuâs trias politica. Indonesian constitutional law practice attracts fact about an existence of a different branch of government, where it is referred to as the independent agencies. As a new type of separation of power, theoretical construction of independent agencies could be referred to as "The New Separation of Power. " The result of this study also showed the existance of independent agencies in constitutional structure of Republic of Indonesia is still be placed under primary state agencies, and considered as auxiliary state agencies
