Struktury danych i algorytmy dynamiczne dla grafów planarnych
Obtaining provably efficient algorithms for the most basic graph problems like finding (shortest)
paths or computing maximum matchings, fast enough to handle real-world-scale graphs (i.e.,
consisting of millions of vertices and edges), is a very challenging task. For example, in a very
general regime of strongly-polynomial algorithms (see, e.g., [65]), we still do not know how
to compute shortest paths in a real-weighted sparse directed graph significantly faster than in
quadratic time, using the classical, but somewhat simple-minded, Bellman-Ford method.
One way to circumvent this problem is to consider more restricted computation models for
graph algorithms. If, for example, we restrict ourselves to graphs with integral edge weights, we
can improve upon the Bellman-Ford algorithm [14, 31]. Although these results are very deep
algorithmically, their theoretical efficiency is still very far from the only known trivial linear
lower bound on the actual time complexity of the negatively-weighted shortest path problem.
Another approach is to develop algorithms specialized for certain graph classes that appear
in practice. Planar graphs constitute one of the most important and well-studied such classes.
Many of the real-world networks can be drawn on a plane with no or few edge crossings. The
examples include not very complex road networks and graphs considered in the domain of VLSI
design. Complex road networks, although far from being planar, share with planar graphs some
useful properties, like the existence of small separators [20]. Special cases of planar graphs, such
as grids, appear often in the area of image processing (e.g., [7]).
And indeed, if we restrict ourselves to planar graphs, many of the classical polynomial-time
graph problems, in particular computing shortest paths [35, 58] and maximum flows [4, 5, 21]
in real-weighted graphs, can be solved either optimally or in nearly-linear time. The very
rich combinatorial structure of planar graphs often allows breaking barriers that appear in
the respective problems for general graphs by using techniques from computational geometry
(e.g., [27]), or by applying sophisticated data structures, such as dynamic trees [4, 10, 21, 66].
In this thesis, we focus on the data-structural aspect of planar graph algorithmics. By this,
we mean that rather than concentrating on particular planar graph problems, we study more
abstract, “low-level” problems. Efficient algorithms for these problems can be used in a blackbox manner to design algorithms for multiple specific problems at once. Such an approach
allows us to improve upon many known complexity upper bounds for different planar graph
problems simultaneously, without going into the specifics of these problems.
We also study dynamic algorithms for planar graphs, i.e., algorithms that maintain certain
information about a dynamically changing graph (such as “is the graph connected?”) much more
efficiently than by recomputing this information from scratch after each update. We consider
the edge-update model where the input graph can be modified only by adding or removing

single edges. A graph algorithm is called fully-dynamic if it supports both edge insertions and
edge deletions, and partially dynamic if it supports either only edge insertions (then we call it
incremental) or only edge deletions (then it is called decremental).
When designing dynamic graph algorithms, we care about the update time, i.e., the time
needed by the algorithm to adapt to an elementary change of the graph, and query time, i.e., the
time needed by the algorithm to recompute the requested portion of the maintained information.
Sometimes, especially in partially dynamic settings, it is more convenient to measure the total
update time, i.e., the total time needed by the algorithm to process any possible sequence
of updates. For some dynamic problems, it is worth focusing on a more restricted explicit
maintenance model where the entire maintained information is explicitly updated (so that the
user is notified about the update) after each change. In this model the query procedure is trivial
and thus we only care about the update time.
Note that there is actually no clear distinction between dynamic graph algorithms and graph
data structures, since dynamic algorithms are often used as black-boxes to obtain efficient static
algorithms (e.g., [26]). For example, the incremental connectivity problem, where one needs to
process queries about the existence of a path between given vertices, while the input undirected
graph undergoes edge insertions, is actually equivalent to the disjoint-set data structure problem,
also called the union-find data structure problem (see, e.g., [15]).
We concentrate mostly on the decremental model and obtain very efficient decremental
algorithms for problems on unweighted planar graphs related to reachability and connectivity.
We also apply our dynamic algorithms to static problems, thus confirming once again the datastructural character of these results.
In the following, let G = (V, E) denote the input planar graph with n vertices. For clarity
of this summary, assume G is a simple graph. Then, by planarity, it has O(n) edges. When we
talk about general graphs, we denote by m the number of edges of the graph.
2 Contracting a Planar Graph
The first part of the thesis is devoted to the data-structural aspect of contracting edges in planar
graphs. Edge contraction is one of the fundamental graph operations. Given an undirected
graph and its edge e, contracting the edge e consists in removing it from the graph and merging
its endpoints. The notion of contraction has been used to describe a number of prominent graph
algorithms, including Edmonds’ algorithm for computing maximum matchings [19], or Karger’s
minimum cut algorithm [44].
Edge contractions are of particular interest in planar graphs, as a number of planar graph
properties can be described using contractions. For example, it is well-known that a graph
is planar precisely when it cannot be transformed into K5 or K3,3 by contracting edges, or
removing vertices or edges (see e.g., [17]). Moreover, contracting an edge preserves planarity.
We would like to have at our disposal a data structure that performs contractions on the
input planar graph and still provides access to the most basic information about our graph,
such as the sizes of neighbors sets of individual vertices and the adjacency relation. While
contraction operation is conceptually very simple, its efficient implementation is challenging.
This is because it is not clear how to represent individual vertices’ adjacency lists so that
adjacency list merges, adjacency queries, and neighborhood size queries are all efficient. By
using standard data structures (e.g., balanced binary search trees), one can maintain adjacency
lists of a graph subject to contractions in polylogarithmic amortized time. However, in many
planar graph algorithms this becomes a bottleneck.
As an example, consider the problem of computing a 5-coloring of a planar graph. There
exists a very simple algorithm based on contractions [53] that only relies on a folklore fact that

a planar graph has a vertex of degree no more than 5. However, linear-time algorithms solving
this problem use some more involved planar graph properties [23, 53, 60]. For example, the
algorithm by Matula et al. [53] uses the fact that every planar graph has either a vertex of
degree at most 4 or a vertex of degree 5 adjacent to at least four vertices, each having degree
at most 11. Similarly, although there exists a very simple algorithm for computing a minimum
spanning tree of a planar graph based on edge contractions, various different methods have been
used to implement it efficiently [23, 51, 52].
The problem of maintaining a planar graph under contractions has been studied before. In
their book, Klein and Mozes [46] showed that there exists a (a bit more general) data structure
maintaining a planar graph under edge contractions and deletions, and answering adjacency
queries in O(1) worst-case time. The update time is O(log n). This result is based on the work
of Brodal and Fagerberg [8], who showed how to maintain a bounded-outdegree orientation of
a dynamic planar graph so that the edge set updates are supported in O(log n) amortized time.
Gustedt [32] showed an optimal solution to the union-find problem in the case when at any
time the actual subsets form disjoint and connected subgraphs of a given planar graph G. In
other words, in this problem the allowed unions correspond to the edges of a planar graph and
the execution of a union operation can be seen as a contraction of the respective edge.
Our Results
We show a data structure that can efficiently maintain a planar graph subject to edge contractions in linear total time, assuming the standard word-RAM model with word size Ω(log n). It
can report groups of parallel edges and self-loops that emerge. It also supports constant-time
adjacency queries and maintains the neighbor lists and degrees explicitly. The data structure
can be used as a black-box to implement planar graph algorithms that use contractions.
As an example, our data structure can be used to give clean and conceptually simple lineartime implementations of algorithms for computing 5-coloring or minimum spanning tree.
More importantly, by using our data structure, we give improved algorithms for a few
problems in planar graphs. In particular, we obtain optimal algorithms for decremental 2-edgeconnectivity (see, e.g., [30]), finding a unique perfect matching [26], and computing maximal
3-edge-connected subgraphs [12].
In order to obtain our result, we first partition the graph into small pieces of roughly logarithmic size (using so-called r-divisions [24]). Then we solve our problem recursively for each
of the pieces, and separately using a simple-minded approach for the subgraph induced by o(n)
vertices contained in multiple pieces (the so-called boundary vertices). Such an approach proved
successful in obtaining optimal data structures for the planar union-find problem [32] and decremental connectivity [50]. In fact, our data-structural problem can be seen as a generalization
of the former problem. However, maintaining the status of each edge e of the initial graph G
(i.e., whether e has become a self-loop or a parallel edge) subject to edge contractions, and
supporting constant-time adjacency queries without resorting to randomization, turn out to be
serious technical challenges. Overcoming these difficulties is our main contribution of this part
of the thesis.
3 Decremental Reachability
The second part of this thesis is devoted to dynamic reachability problems in planar graphs. In
the dynamic reachability problem we are given a (directed) graph G subject to edge updates and
the goal is to design a data structure that would allow answering queries about the existence of
a path between a pair of query vertices u, v ∈ V .

Two variants of dynamic reachability are studied most often. In the all-pairs variant, our
data structure has to support queries between arbitrary pairs of vertices. This variant is also
called the dynamic transitive closure problem, since a path u → v exists in G if uv is an edge
of the transitive closure of G.
In the single-source reachability problem, a source vertex s ∈ V is fixed from the very
beginning and the only allowed queries are about the existence of a path s → v, where v ∈ V .
If we work with undirected graphs, the dynamic reachability problem is called the dynamic
connectivity problem. Note that in the undirected case a path u → v exists in G if and only if
a path v → u exists in G.
State of the Art
Dynamic reachability in general directed graphs turns out to be a very challenging problem.
First of all, it is computationally much more demanding than its undirected counterpart. For
undirected graphs, fully-dynamic all-pairs algorithms with polylogarithmic amortized update
and query bounds are known [36, 38, 71]. For directed graphs, on the other hand, in most
settings (either single-source or all-pairs, either incremental, decremental or fully-dynamic) the
best known algorithm has either polynomial update time or polynomial query time. The only
exception is the incremental single-source reachability problem, for which a trivial extension of
depth-first search [68] achieves O(1) amortized update time.
One of the possible reasons behind such a big gap between the undirected and directed
settings is that one needs only linear time to compute the connected components of an undirected
graph, and thus there exists a O(n)-space static data structure that can answer connectivity
queries in undirected graphs in O(1) time. On the other hand, the best known algorithm for
computing the transitive closure runs in Oe(min(n

time [11, 59].
So far, the best known bounds for fully-dynamic reachability are as follows. For dynamic
transitive closure, there exist a number of algorithms with O(n

) update time and O(1) query
time [16, 61, 64]. These algorithms, in fact, maintain the transitive closure explicitly. There also
exist a few fully-dynamic algorithms that are better for sparse graphs, each of which has Ω(n)
amortized update time and query time which is o(n) but still polynomial in n [62, 63, 64]. For
the single-source variant, the only known non-trivial (i.e., other than recompute-from-scratch)
algorithm has O(n
1.53) update time and O(1) query time [64].
Algorithms with O(nm) total update time are known for both incremental [39] and decremental [48, 62] transitive closure. Note that for sparse graphs this bound is only poly-logarithmic
factors away from the best known static transitive closure upper bound [11].
All the known partially-dynamic single-source reachability algorithms work in the explicit
maintenance model. As mentioned before, for incremental single-source reachability, an optimal
(in the amortized sense) algorithm is known. Interestingly, the first algorithms with O(mn1−
)
total update time (where > 0) have been obtained only recently [33, 34]. The best known
algorithm to date has Oe(m
√
n) total update time and is due to Chechik et al. [13].
Dynamic reachability has also been previously studied for planar graphs. Diks and Sankowski
[18] showed a fully-dynamic transitive closure algorithm with Oe(

n) update and query times,
which works under the assumption that the graph is plane embedded and the inserted edges
can only connect vertices sharing some adjacent face. Łącki [48] showed that one can maintain
the strongly connected components of a planar graph under edge deletions in O(n

n) total
time. By known reductions, it follows that there exists a decremental single-source reachability
algorithm for planar graphs with O(n

n) total update time. Note that this bound matches the
recent best known bound for general graphs [13] up to polylogarithmic factors.

The evolution of surviving English preterite-present verbs (āgan, cunnan, *durran, *magan, *mōtan, *sculan): a corpus-based study
The dissertation describes and analyzes the finite and non-finite forms of six preterite-present verbs which have survived as Present-day English modals, i.e. ought, can, dare, may, must, shall. The discussion encompasses Old and Middle English data, as well as other Germanic and classical Indo-European languages. Chapter One provides new insights into the origin of such verbs, Chapters Two - Seven focus on morpho-syntax (with elements of phonology) and semantics, also revealing the main synchronic and diachronic tendencies in the evolution of the mentioned verbs. The research has been based on Old and Middle English data available in two electronic text corpora, i.e. the DOE Corpus (for Old English) and the Innsbruck Corpus (for Middle English), although the account makes use of other sources such as dictionaries, source-books, articles and various historical linguistic publications dealing with preterite-present verbs
Kolonia jako ważny ośrodek kulturalny oraz gospodarczy w historiografii i literaturze pięknej
W dysertacji Autorka przedstawiła czwarte co do wielkości miasto Niemiec, jakim jest Kolonia, ukazując je w przekroju historycznym z jednej strony oraz w literackich reprezentacjach z drugiej. Kolonia to jeden z ważniejszych ośrodków gospodarczych i kulturalnych w Niemczech, a ponadto kluczowy ośrodek komunikacyjny w Europie. W XIXw. stała się istotnym punktem przemysłu, handlu i bankowości. Dzięki bardzo dobremu położeniu geograficznemu handel jest tu nastawiony głównie na kontakty zagraniczne. Metropolia położona nad Renem ma olbrzymie możliwości transportowe. Jej specyfika gospodarcza obejmuje przede wszystkim przemysł spożywczy, chemiczny, samochodowy, farmaceutyczny oraz znaną powszechnie produkcję perfumeryjno-kosmetyczną.
Jednak o charakterze miasta stanowi przede wszystkim ogromna ilość zdarzeń kulturalnych oraz przebogata historia, odzwierciedlająca się m.in. w materialnych pamiątkach rozsianych na jego terenie. To bogactwo sprawiało i sprawia nadal, że Kolonia od wieków inspiruje wielu prozaików i poetów, którzy umieszczają ją w tle lub na pierwszym planie swoich dzieł literackich. W pracy zaprezentowano różne wizerunki Kolonii: urbanistyczny, kulturalny, historiograficzny, a także literacki, starając się zbadać istniejące pomiędzy nimi związki.
Całość podzielono na pięć części, a każdą z nich na działy tematyczne i podrozdziały. W części pierwszej zostały przedstawione założenia badawcze oraz metodyka badań, która została przyjęta przez Autorką pracy.
W części drugiej, która ma charakter analityczno-teoretyczny, ukazano teorię miasta jako źródło inspiracji dla pisarzy i poetów. Rozdział zawiera teoretyczne zagadnienia na temat badania miasta w literaturze. Scharakteryzowane zostały wybrane pojęcia miasta i przeprowadzona analiza zmian w definiowaniu miasta w różnych obszarach badawczych. W rozdziale przedstawiono dyskurs miejski oraz teorię interpretacji miasta, jak również różnice w jego czytaniu w kontekście architektonicznym i literaturoznawczym.
W kolejnej, trzeciej części zaprezentowano Kolonię jako obiekt badań. Autorka szczegółowo omówiła kolońskie zwyczaje, przysmaki i zabytki. Ponadto przedstawiła najważniejsze informacje o Kolonii oraz krótką historię miasta w porządku chronologicznym, skupiając się na najważniejszych zabytkach, kościołach i muzeach oraz charakteryzując najważniejsze postaci związane z nadreńską metropolią.
W części czwartej przeanalizowała najważniejsze, jej zdaniem, przykłady literatury pięknej: baśnie i legendy związane z miastem, powieści, nowele, opowiadania, wiersze, ale też relacje z podróży, publicystykę, filmy i twórczość internetową korespondujące z tematami poruszanymi w częściach teoretycznej i historioznawczej. Wśród wybranych autorów znaleźli się: anonimowi twórcy średniowieczni (m.in. autor Annolied), Grimmelshausen, Goethe, Schlegel, Forster, Heine, Celan, Böll, Schätzing, ale także pisarze zagraniczni, jak Petrarca czy współczesny Craig Russell, jak również polscy poeci – Jankowski, Krynicki, Jastrun, Roguski, Hoffmann.
W części piątej dokonano podsumowania i wysnuto wnioski postawione w kontekście podjętych tez badawczych. Do najważniejszych konkluzji należy tu stwierdzenie o fundamentalnym znaczeniu historii miasta jako inspiracji dla twórczości literackiej, ale także o odbijaniu piętna literackich reprezentacji na wizerunku miasta
Nierynkowa wycena dóbr kultury: przypadek sztuk teatralnych
The topic of this thesis is the economic value of culture as an entity measurable and expressible in
monetary terms. Culture is defined here as the practices and products of cultural activity, with a
focus on the performing arts. Its economic value derives from the preferences of individuals. It
consists of use-value that can be observed through a person’s choices, and passive-use value that
people can assign to goods even though they do not use them directly. As the observation of market
transactions does not give full insight into preferences regarding cultural goods, non-market
valuation methods are employed to capture their total economic value. This thesis aims at using
non-market valuation methods to develop the understanding of the value of cultural goods,
particularly the performing arts.
Arts and culture receive public support in most countries. Performing arts is the cultural sector
that is most frequently supported. To the 21st century public, expenditures are neither an
entitlement nor a renewable privilege. They require rationale, preferably in the form of a costbenefit analysis, which has become the standard evaluation methodology used in policymaking. If
the costs of policies are known, we need to calculate the benefits which derive from the total
economic value of the cultural goods the policies address. The goal of my thesis is to demonstrate
the estimation of such a value as a direction for research-based cultural policy. Most of the papers
included in this thesis focus on the cultural policy in Warsaw as a case study. The city of Warsaw,
together with other local self-governments, bears most of the responsibility for the financial state
of the cultural sector in Poland. The research focuses on theatres – multi-output institutions that
simultaneously deliver novelty, diversity and the availability of theatre performances.
Methodologically, this thesis is classified as a microeconomic analysis of consumer preferences,
thus falling under neoclassical economics. Non-market valuation techniques have been developed
since the 1960s to address problems with estimating the benefits gained by consumers of public
and mixed goods. The non-market valuation of cultural goods has been gaining interest since the
1980s. However, studies of cultural resources are only a small fraction of the total literature on
non-market valuation. This thesis focuses on the use of stated preferences, which enable the
estimation of total value, including passive-use value. However, I also refer to revealed preferences.
The stated preference approach requires the collection of data in a specially designed survey. Such
survey is the source of data for most of the research presented.
This thesis is deeply rooted in cultural economics. Rationale of public subsidies for art and culture
has remained a prominent topic on the agenda since the origin of the discipline in the 1960s. This
thesis is a continuation on this path of reflection. According to the rule of consumer sovereignty,
the costs of public policies, governmental expenditures are justifiable if they do not exceed the
benefits people gain through them. The implications for cultural policies are therefore rooted in
welfare economics.
Overall, this thesis concludes that the economic value of cultural goods cannot be limited to the
use value. However, direct past and anticipated experience of culture proves to be the main driver
of societal agreement for the public support of culture. Omitting passive-use value, in the best-case
scenario, can lead to the supply of cultural goods being below the optimal level. Moreover, cultural
products (theatres, in this study) differ in terms of use and passive-use value generation. Their
quality characteristics help understand this distinction.
The empirical results of studies included in this thesis show that citizens assign the use value to
cultural institutions regardless of the institution’s organizational features or whether it belongs to
the private or public sector. Additionally, making the theatre truly a public good by broadening
accessibility is economically rationalized: the willingness to pay for such a policy exceeds its costs.
The hypothesis attributing the important role of passive-use value in valuation of cultural goods is
empirically confirmed. Theatres that specialise in repertoires with public-good characteristics
(educational, artistic, etc.) are worth the extended support. The research indicates that in general,
the estimated aggregated value of the cultural market (including the theatre sector in Warsaw)
extends the respective public budgets. Therefore, the level of public expenditures is justifiable.
However, public support for culture is distributed according to historical dependencies rather than
the people’s preferences.
The approach presented in this thesis adopts a purely economic perspective: goods have value if
(and only if) consumers are willing to pay for them. The included studies merely measure
preferences and their derivatives without judging whether these preferences are right or wrong.
This thesis shows that even without appealing to the other dimensions of the value of cultural
goods (such as to cultural values) economic analysis, and non-market valuation in particular, can
provide a sound basis for the division of public resources and evaluation of public support for art
and culture. It can help design a socially efficient cultural policy that reflects public preferences.Przedmiotem rozprawy jest wartość ekonomiczna kultury, którą można zmierzyć i wyrazić w
kategoriach pieniężnych. Kulturę definiuje się tutaj jako ogół praktyk i wytworów aktywności
kulturalnej, ze szczególnym uwzględnieniem sztuki. Źródłem ekonomicznej wartości tak
rozumianej kultury są indywidualne preferencje ludzi. Składają się na nią wartość użytkowa (wiedzę
na jej temat przynosi obserwacja ludzkich wyborów) i wartość poza-użytkowa, którą ludzie
przypisują pewnym dobrom nawet wtedy, gdy nie korzystają z nich w sposób bezpośredni. Wobec
tego, że transakcje rynkowe nie dają pełnego wglądu w preferencje społeczeństwa względem dóbr
kultury, metody wyceny nierynkowej zostały wykorzystane do uchwycenia ich całkowitej wartości.
Pierwszym celem rozprawy jest pogłębienie zrozumienia natury wartości dóbr kultury, a w
szczególności sztuk performatywnych, dzięki zastosowaniu metod wyceny nierynkowej.
W większości krajów sztuka i kultura są przedmiotem publicznych dotacji. Sztuki performatywne
stanowią jeden z najczęściej dofinansowywanych sektorów. W XXI w. publiczne wsparcie nie może
być bezwiednie odnawianym przywilejem. Wymaga ono racjonalnego uzasadnienia, wyrażonego
najlepiej w formie analizy kosztów i korzyści, która stała się standardowym narzędziem ewaluacji
polityk publicznych. Znając koszty polityk, wystarczy policzyć korzyści płynące z całkowitej
wartości dóbr kultury będących przedmiotem interwencji publicznej. Drugim celem rozprawy jest
dostarczenie przykładu oszacowania tej wartości tak, by mogła służyć jako wskazówka dla polityk
kulturalnych. Polityka kulturalna Warszawy stanowi studium przypadku dla większości artykułów
zaprezentowanych w rozprawie. Warszawa wraz z innymi miastami na prawach powiatu ponosi
większość odpowiedzialności za stan finansowy sektora kultury w Polsce. Przedstawione badania
dotyczą przede wszystkim teatrów – instytucji, które równocześnie dbają o nowatorstwo,
zróżnicowanie i dostępność oferowanych spektakli.
W rozprawie wykorzystywana jest metodologia mikroekonomicznej analizy preferencji, którą
należy wpisać w nurt ekonomii neoklasycznej. Narzędzia wyceny nierynkowej są rozwijane od lat
60. XX w. Mają one pomóc w szacowaniu korzyści, jakie przynoszą konsumentom dobra publiczne
i mieszane (ang. mixed goods), których przykładem są dobra kultury. Nierynkowe wyceny dóbr
kultury są prowadzone od lat 80. XX w., niemniej stanowią one ułamek bibliografii badań
prowadzonych z wykorzystaniem tej metody. Preferencje deklarowane są podstawą badań
przedstawionych w rozprawie. Ich analiza umożliwia oszacowanie wartości poza-użytkowych, i,
tym samym, oszacowanie całkowitej wartości dóbr. Niemniej sięgam także po preferencje
ujawnione. Analiza preferencji deklarowanych wymaga przeprowadzenia specjalnie
skonstruowanej ankiety. Taka ankieta jest źródłem danych wykorzystywanych w większości
prezentowanych artykułów.
Rozprawa jest głęboko zanurzona w dyskursie ekonomii kultury. Uzasadnienie publicznych dotacji
pozostawało naczelnym tematem w obrębie tej dyscypliny od czasu jej powstania w latach 60. XX
w. Rozprawa jest bezpośrednią kontynuacją dotychczasowej refleksji. Zgodnie z zasadą
suwerenności konsumentów, poniesienie kosztu polityk publicznych jest uzasadnione jeśli nie
przekraczają one korzyści, które te polityki przyniosą społeczeństwu. Rekomendacje dla polityk
formułowane w oparciu o wyceny nierynkowe są więc wyrażane w kategoriach ekonomii
dobrobytu.
Podstawową konkluzją teoretyczną płynącą z przeprowadzonych badań jest przekonanie, że
ekonomiczna wartość dóbr kultury nie może być sprowadzana do wartości użytkowej. Należy
jednak zwrócić uwagę, że to właśnie bezpośrednie uczestniczenie w kulturze, przeszłe i
antycypowane, decyduje o tym, czy członkowie społeczeństwa są gotowi poprzeć publiczne
wydatki na rzecz kultury. Niemniej pomijanie poza-użytkowych wartości dóbr kultury skutkuje, w
najlepszym razie, przykładaniem nadmiernej wagi do danych frekwencyjnych, co może prowadzić
do podaży dóbr kultury, które zaspokajają nie tylko potrzeby indywidualne, ale także społeczne,
poniżej poziomu optymalnego. Dobra kultury, sztuki teatralne analizowane w tej rozprawie, w
różnym stopniu są źródłem wartości użytkowych i poza-użytkowych. Ich cechy jakościowe
pomagają zrozumieć to zróżnicowanie.
Wyniki badań empirycznych prezentowane w rozprawie pokazują, że ludzie przypisują wartość
użytkową instytucjom kultury niezależnie od tego, czy przynależą do sektora publicznego, czy
prywatnego. Okazuje się także, że polityki kulturalne, które sprawiłyby, że teatry stałyby się
prawdziwie publicznie dostępne, mają uzasadnienie ekonomiczne: członkowie społeczeństwa są
gotowi zapłacić za nie więcej niż wynoszą koszty wprowadzenia takich polityk. Teoretycznie
przyjmowana istotna rola wartości poza-użytkowych w całkowitej wartości dóbr kultury została
potwierdzona empirycznie. Teatry specjalizujące się w repertuarze, któremu można przypisać
wartość społeczną (edukacyjną, artystyczną itd.) są warte większego wsparcia publicznego.
Przeprowadzone badania pokazują, że zagregowana oszacowana wartość rynków kultury i sektora
teatralnego w Warszawie przewyższa wydatki ponoszone na nie z budżetu publicznego. A zatem
zasadniczo poziom wydatków publicznych jest uzasadniony. Jednak dystrybucja wsparcia
publicznego nie jest zgodna z preferencjami mieszkańców Warszawy, wynika raczej z historycznych
i prawnych zależności i konieczności.
Perspektywa przyjęta w tej pracy jest perspektywą czysto ekonomiczną: dobra mają wartości wtedy
(i tylko wtedy), gdy ludzie są gotowi za nie zapłacić. Zaprezentowane badania mierzą jedynie
preferencje i wskazują ich źródła, nie rozstrzygając subiektywnej oceny ludzkich wyborów (czy są
one dobre, czy złe). Rozprawa dowodzi, że ekonomiczna analiza kultury, w szczególności wycena
nierynkowa, nawet jeżeli pomija inne wymiary wartości dóbr kultury, takie jak wartość kulturowa,
może być wiarygodną podstawą dla podziału publicznych środków i ewaluacji publicznego
wsparcia dla sztuki i kultury. Może pomóc w sformułowaniu efektywnych polityk kulturalnych,
które uwzględniałyby preferencje członków społeczeństwa
An eye-tracking analysis of translation behaviour while using machine translation technology integrated into computer-assisted translation (CAT) tool
Do niedawna programy wspomagające tłumaczenia (tzw. narzędzia CAT) i tłumaczenia maszynowe były postrzegane jako przeciwstawne podejścia do komputerowego wspomagania tłumaczeń. Celem narzędzia CAT nie jest zastąpienie tłumacza, a tylko usprawnienie jego pracy poprzez zapamiętywanie już przetłumaczonych par (tzw. segmentów) przechowywanych w tzw. pamięci tłumaczeniowej. Tłumaczenie maszynowe natomiast jest tłumaczeniem automatycznym wykonanym przez program i pierwotnie miało zastąpić „żywego” tłumacza. Relatywnie niedawno w branży tłumaczeniowej pojawił się nowy nurt, a mianowicie jednoczesne korzystanie z pamięci tłumaczeniowej i tłumaczenia maszynowego w ramach jednego narzędzia CAT. Ma to na celu przyśpieszenie procesu tłumaczenia pisemnego. W niniejszej pracy zostanie zatem zbadany proces, który można opisać jako tłumaczenie wykonane w narzędziu CAT z podglądem tłumaczenia maszynowego.
W badaniu został przeanalizowany program Matecat. Program ten został wybrany do analizy ze względu na to, że, według jego twórców, jego celem jest pogłębienie integracji tłumaczenia maszynowego i konwencjonalnego (tzw. human translation) w ramach narzędzia wspomagającego tłumaczenie.
W badaniu wykorzystana została metoda okulograficzna pozwalająca na ewaluację wysiłku kognitywnego podczas pracy w narzędziu CAT z uruchomionym podglądem tłumaczenia maszynowego (czyli na stwierdzenie, czy rzeczywiście taki tryb tłumaczenia jest mniej pracochłonny niż zwykłe tłumaczenie w programie CAT) oraz na stwierdzenie, czy układ graficzny tego programu jest przyjazny tłumaczowi.
W badaniu zostały poddane obserwacji dwa procesy – tłumaczenie w narzędziu CAT bez podglądu tłumaczenia maszynowego (jako proces podstawowy) i tłumaczenie z podglądem tłumaczenia maszynowego. Badanie umożliwiło zatem porównanie tych dwóch procesów oraz sprawdzenie, czy aktywność wzrokowa ujawnia znaczące różnice pomiędzy nimi.
Praca składa się z Wprowadzenia i trzech rozdziałów. We Wprowadzeniu przedstawione są usystematyzowane pojęcia (w tym problemy terminologiczne) oraz ogólne uwagi dotyczące badania (opis przedmiotu i tematu badań, uzasadnienie wyboru, zarys problemu badawczego oraz pytania badawcze). Na końcu przedstawione są zarys oraz struktura pracy.
Rozdział pierwszy ma na celu przedstawienie technologii, która stanowi przedmiot niniejszej pracy, a mianowicie tłumaczenia wspomaganego komputerowo i jego „podrodzaju” – tłumaczenia wspomaganego przez system tłumaczenia maszynowego (tzn. tłumaczenia w programie CAT z podglądem tłumaczenia maszynowego), jej historii i aktualnego miejsca w branży tłumaczeniowej, a także programu CAT, który został wykorzystany w badaniu.
Rozdział drugi ma na celu próbę odpowiedzi na pytanie: co wiemy, a czego jeszcze nie wiemy jeśli chodzi o tłumaczenia w programie CAT z podglądem tłumaczenia maszynowego? Innymi słowy przedstawia on podstawowe zagadnienia związane z badaniami w dziedzinie, która jest przedmiotem niniejszej rozprawy doktorskiej. Omówione zostały również rozważania metodologiczne, które stanowią podstawę badania.
Trzeci rozdział składa się z dwóch części: opisu badania i opisu jego wyników. W pierwszej części omówione zostały układ i warunki prowadzenia badania oraz charakterystyka grup. Oddzielny podrozdział poświęcony został procedurze analizy wyników. W drugiej części zaprezentowane są wyniki badania według różnych typów danych uzyskanych przy pomocy okulografu oraz programu Matecat. Analiza została przeprowadzona na poziomie tłumaczenia całego tekstu w programie Matecat oraz na poziomie tłumaczenia poszczególnych segmentów.
Praca kończy się podsumowaniem, gdzie zaprezentowane są również implikacje dydaktyczne i wskazane są kierunki możliwych dalszych badań.Until recently translation memory (TM) used in computer-aided translation (CAT) tools and machine translation (MT) were perceived as opposite approaches to using technology in translation — the initial aim of MT is to replace a human translator and the aim of TM is to optimize and expedite human translation workflow. In the last years thanks to progress in the field of machine translation and learning, performative MT has been increasingly implemented in CAT tools giving translators additional suggestions, especially when it comes to the segments from the „no match” category. The latter results in a situation where the translator can edit both TM matches and MT output within a single CAT tool. This work is devoted to such a phenomenon, the so-called MT-enhanced computer-aided translation which is nowadays present in translators’ practice but yet not given much attention to by linguists.
The dissertation seeks to advance the knowledge about MT integration in the Matecat CAT tool and to investigate its effectiveness through the use of eye tracking methodology. The selection of the eye tracking methodology was driven by the fact that it has been successfully used for both cognitive load-related and software usability studies. Thus it allowed the author to investigate the cognitive load of participants performing translation in the Matecat tool in MT suggestion and no-MT suggestion mode and to explore the usability of the program being run in these two modes. The analysis of empirical data is preceded by theoretical considerations of the current state of research in the field. Yet the ultimate goal of this dissertation is to present implications on the use of MT in CAT tools. The author believes that a proper understanding of the mechanisms underlying MT-enhanced CAT translation is an important determinant of its effective use.
The Introduction presents the topic, goals, questions and an outline of the research. It also introduces data types as well as data collection procedures.
Chapter 1 provides an overview of computer-aided translation and its special type — MT-enhanced computer-aided translation, both its history and current place in the translation industry. Moreover, it gives an insight into the growing popularity of this form of translation and its use in translators’ practice. The core features of the Matecat CAT tool which was used in the study are also discussed in this chapter.
Chapter 2 addresses the theoretical framework of the work with a special focus on anthropocentric language theory developed by F. Grucza and the use of eye tracking in linguistics studies. It delineates the current state of research in the field in an attempt to answer the question: what do we know and what do we not yet know when it comes to MT-enhanced CAT translation? This chapter lays out the theoretical foundations propelling the study conducted for the purpose of this dissertation.
Chapter 3 consists of two parts: the outline of the study and the presentation of the study results. The first part provides an overview of the study conditions, the equipment used, the study material (text) and the research groups. It also addresses the results analysis procedure as well as eye tracking metrics and parameters that were taken into consideration. The second part of the chapter is devoted to the presentation of the study results according to different types of eye tracker data obtained as well as data generated by the Matecat program. The analysis was carried out at the level of the entire text as well as its particular segments.
The work ends with a summary, where the implications propelled by insights from the research project are discussed and the directions of possible further research are indicated. The findings are presented in relation to the research questions. Also, the limitations of the study are acknowledged
Instrumenty prawne Wspólnej Polityki Rolnej wpływające na konkurencyjność polskiego rolnictwa
Praca poświęcona jest analizie regulacji prawnych Wspólnej Polityki Rolnej UE i jej oddziaływania na konkurencyjność rolnictwa. W pracy przeanalizowano instrumenty prawne, które oddziałują na konkurencyjność rolnictwa. Dokonano tego przy wykorzystaniu metody historycznoprawnej, prawnoporównawczej, dogmatycznej. Zbadano instrumenty prawne o charakterze inwestycyjnym, społecznym i środowiskowym. Wskazano na możliwe dysfunkcje zarówno w konstrukcji tych instrumentów, jak i w procedurach związanych z ich stosowaniem. W szczególności zwrócono uwagę na niespójność niektórych rozwiązań prawa krajowego oraz europejskiego. Dokonano również oceny efektywności poszczególnych instrumentów i ich dalszej przydatności do realizacji celów WPR. Przedstawiono postulaty de lege ferenda w zakresie możliwych zmian WPR po 2020 r. The work is devoted to the analysis of legal regulations of the Common Agricultural Policy of the EU and its impact on the competitiveness of agriculture. The work analyzes legal instruments that affect the competitiveness of agriculture. Historical-legal, comparative-legal and dogmatic method was used in this study. Legal instruments of investment purposes, social and environmental instruments were examined. The possible dysfunctions in both, the constructions of these instruments and in the procedures related to, were exposed. In particular, attention to the inconsistency in some national and European legislation was drawn. The efficiency of individual instruments and their further suitability for achieving the objectives of the CAP were also assessed. Rail passengers’ rights protection in the European Union
Przedmiotem pracy doktorskiej jest analiza ochrony praw pasażerów kolei w Unii Europejskiej (UE). Celem badań jest przegląd i próba oceny obowiązujących przepisów prawa unijnego pod kątem ich realizacji i skuteczności w zapewnianiu ochrony praw pasażerów kolei na poziomie państw członkowskich UE. Podstawowym aktem prawnym w tym obszarze jest rozporządzenie (WE) nr 1371/2007 Parlamentu Europejskiego i Rady z dnia 23 października 2007 r. dotyczące praw i obowiązków pasażerów w ruchu kolejowym.
W pracy zweryfikowane zostały dwie hipotezy badawcze. Według pierwszej z nich rozporządzenie 1371/2007 zapewnia minimalny poziom ochrony praw pasażerów kolei w UE. Zawarte w nim przepisy prawa materialnego i proceduralne gwarancje w zakresie ochrony praw pasażerów kolei są wystarczające na szczeblu unijnym, a o ich skuteczności w wymiarze realizacji na poziomie krajowym decydują przede wszystkim trzy elementy: (i) zakres stosowania przepisów rozporządzenia 1371/2007 w poszczególnych państwach członkowskich UE, (ii) dotkliwość sankcji krajowych za naruszenie przepisów tego rozporządzenia oraz (iii) zadania i sprawność instytucjonalna organów odpowiedzialnych za egzekwowanie i stosowanie przepisów rozporządzenia 1371/2007. Druga hipoteza zakłada, że w związku z tym, że pasażer kolei jest konsumentem na rynku przewozów kolejowych, ochronę jego praw zapewnia również prawo unijne przyjmowane w ramach polityki konsumenckiej, w tym dotyczącej usług turystycznych.
W celu dokonania weryfikacji powyższych hipotez należało odpowiedzieć na następujące pytania badawcze:
- w jakim zakresie regulacje prawa materialnego UE wpływają na ochronę praw pasażerów kolei?
- jakie prawa przysługują pasażerom kolei w UE?
- które państwa członkowskie UE i w jakim zakresie przyznały zwolnienia ze stosowania przepisów rozporządzenia 1371/2007?
- jakie sankcje za naruszenie przepisów rozporządzenia 1371/2007 przewidują regulacje krajowe państw członkowskich UE?
- jakie są zadania i usytuowanie instytucjonalne poszczególnych organów krajowych odpowiedzialnych za egzekwowanie przepisów rozporządzenia 1371/2007?
- jakie są mechanizmy i procedury dochodzenia roszczeń wynikających z praw pasażerów kolei w UE?
- czy instytucje unijne kontrolują przestrzeganie praw pasażerów kolei w państwach członkowskich UE i, jeżeli tak, to w jaki sposób?
Tak przedstawione problemy badawcze stanowiły oś rozważań w ramach poszczególnych rozdziałów rozprawy. Praca składa się ze wstępu, pięciu rozdziałów oraz zakończenia. W pierwszym rozdziale pracy zostały uporządkowane i scharakteryzowane podstawy prawne dotyczące praw pasażerów kolei w UE, począwszy od prawa międzynarodowego. Akty prawa pochodnego UE przyporządkowane zostały do jednego z dwóch obszarów: sektora transportu kolejowego lub prawa konsumenckiego. Drugi rozdział poświęcony został omówieniu poszczególnych praw pasażerów kolei wynikających przede wszystkim z odpowiednich przepisów rozporządzenia 1371/2007. Analizą objęto również zwolnienia ze stosowania przepisów rozporządzenia 1371/2007 wprowadzone przez poszczególne państwa członkowskie UE oraz sankcje krajowe z tytułu naruszenia przepisów tego rozporządzenia.
W trzecim rozdziale poddano analizie ochronę praw pasażerów kolei z punktu widzenia regulacji i zagadnień dotyczących rynku wewnętrznego UE. Natomiast czwarty rozdział traktuje o ochronie praw pasażerów kolei w świetle prawa konsumenckiego UE, w tym aktów prawnych dotyczących usług turystycznych. W ostatnim, piątym rozdziale pracy przedstawione zostały proceduralne gwarancje ochrony praw pasażerów kolei w UE. Analizie poddano przede wszystkim rozwiązania prawno-instytucjonalne przyjęte w państwach członkowskich UE, które udzieliły odpowiedzi na pytania zawarte w kwestionariuszu ankiety stanowiącym aneks do pracy doktorskiej. Rozprawę doktorską kończy podsumowanie zawierające wnioski de lege ferenda.The subject of this dissertation is to analyse the rail passengers’ rights protection in the European Union (EU). The aim of the research is to review and attempt to evaluate the existing EU law provisions in terms of their implementation and effectiveness in ensuring the protection of rail passengers’ rights at the level of EU member states. The main legal act in this area is the regulation (EC) no 1371/2007 of the European Parliament and of the Council of 23 October 2007 on rail passengers’ rights and obligations.
Two research hypotheses were verified. According to first one, Regulation 1371/2007 provides a minimum level of protection for the rail passengers’ rights in the EU. The substantive provisions and procedural safeguards in the scope of protecting rail passengers’ rights are sufficient at the EU level, and their effectiveness in the implementation at the national level is determined mainly by three elements:
(i) the scope of application of the provisions of regulation 1371/2007 in the EU member states, (ii) the severity of national sanctions for violation of the provisions of this regulation; and (iii) the tasks and institutional efficiency of national bodies responsible for enforcing and applying the provisions of regulation 1371/2007. The second hypothesis assumes that due to the fact that the rail passenger is a consumer on the railway transport market, his rights protection is also ensured by the EU law adopted as a part of consumer policy, including on tourist services.
In order to verify the above hypotheses, it was necessary to answer the following research questions:
- to what extent EU material law affect the protection of rail passengers’ rights?
- what are the rights of rail passengers in the EU?
- which EU member states and to what extent have granted exemptions from the provisions of regulation 1371/2007?
- what sanctions for the violation of the provisions of regulation 1371/2007 are provided for by the national law of the EU member states?
- what are the tasks and institutional efficiency of the national bodies responsible for enforcing the provisions of regulation 1371/2007?
- what are the mechanisms and procedures for pursuing claims arising from the rail passengers rights in the EU?
- do the EU institutions control compliance with the rail passengers’ rights protection in the EU member states and, if so, how do they do?
The presented research problems were the subject of consideration within the respective chapters of the PhD thesis. The dissertation consists of an introduction, five chapters and a conclusion. In the first chapter, the legal bases concerning the rail passengers’ rights in the EU, starting from the international law, have been ordered and characterized. EU secondary legislation has been assigned to one of two areas: the rail transport sector or consumer law. The second chapter is devoted to the discussion of respective rail passenger rights resulting mainly from the relevant provisions of regulation 1371/2007. The analysis also covered exemptions from the provisions of regulation 1371/2007 granted by the EU member states and national sanctions for breach of these provisions.
The third chapter analyzes the rail passengers’ rights protection from the point of view of regulation and issues related to the EU internal market. The fourth chapter, on the other hand, deals with the protection of rail passengers’ rights in the light of EU consumer law, including legal acts concerning the tourist services. The last, fifth chapter presents procedural guarantees to protect the rail passengers rights in the EU. The analysis covered the legal and institutional solutions adopted by the EU member states that responded to the questions in the questionnaire attached to the dissertation. The influence of the EU macroprudential instruments on banks’ business activity
Celem rozprawy doktorskiej Wpływ unijnych instrumentów makroostrożnościowych na działalność gospodarczą banków jest analiza i ocena tytułowych regulacji pod kątem realizacji swobody przedsiębiorczości w sektorze bankowym. Opracowanie uwzględnia zarówno punkt widzenia pojedynczego banku jako przedsiębiorcy, sektora usług bankowych, a także szerszą perspektywę systemu finansowego jako całości. Podwyższone wymogi kapitałowe zaadresowane do banków stanowią bowiem oś unijnej polityki makroostrożnościowej i zostały zaprojektowane jako rozwiązanie systemowe w celu zapobiegania kryzysom finansowym.
Dyrektywa 2013/36/UE i rozporządzenie (UE) nr 575/2013 tworzące tzw. pakiet regulacyjny CRDIV/CRR wprowadzają do prawa unijnego standardy zaproponowane przez Bazylejski Komitet ds. Nadzoru Bankowego. Myśl przewodnią reform stanowi wdrożenie wyższych wymogów kapitałowych i płynnościowych oraz objęcie dodatkowym reżimem instytucji uznanych za globalne i systemowo ważne. Wprowadzono bufory antycykliczne i zmienioną definicję kapitału, uwzględniającą jego strukturę jakościową. Banki podlegają nowym obowiązkom polityki makroostrożnościowej przede wszystkim z uwagi na przypisywane im funkcje gwarancyjne. Analiza narzędzi tej polityki i jej wpływu na działalność gospodarczą banków zmierza do odpowiedzi na pytanie o poprawę zdolności absorbowania strat i zapobieganie translokacji niestabilności sektora bankowego na pozostałe gałęzie gospodarki.
Kluczowe cele badawcze stanowiące punkt wyjścia rozważań poszczególnych rozdziałów rozprawy zostały sformułowane wokół postępującego ograniczania swobody gospodarczej banków w kontekście ich szczególnej roli w systemie finansowym. W pierwszej kolejności omówiono charakter norm ostrożnościowych i formy wykonywania działalności gospodarczej przez banki, w tym usługi transgraniczne z wykorzystaniem Internetu. Zasygnalizowano istotne zasady funkcjonowania sektora bankowego, tj. jednolitą licencję bankową i właściwość nadzorczą kraju macierzystego. Następnie, na tle zagadnień z pogranicza nauk ekonomicznych i finansów, takich jak adekwatność kapitałowa i ryzyko, scharakteryzowano przedmiot ochrony unijnej polityki makroostrożnościowej, czyli stabilność systemu finansowego. Zdiagnozowano nowe źródło jej zagrożenia – ryzyko systemowe i potencjał jego rozprzestrzenienia się na gospodarkę realną. W dalszej części rozprawy omówiono instytucjonalną sieć bezpieczeństwa finansowego, związki polityki makroostrożnościowej z innymi politykami gospodarczymi, oraz porównano ją z polityką mikroostrożnościową. W odrębnym rozdziale skatalogowano i scharakteryzowano wybrane instrumenty strategii makroostrożnościowej. Na końcu, uwzględniając aspekty teoretycznoprawne doboru tych instrumentów dokonano próby oceny wpływu nowej architektury finansowej na sektor bankowy.
Problematyka przeciwdziałania materializacji ryzyka systemowego wpisuje się w istotny globalny trend ochrony sektora bankowego i gospodarki realnej przed kryzysami finansowymi. Celem nadrzędnym polityki makroostrożnościowej jest stabilne funkcjonowanie i bezpieczny rozwój rynku finansowego, a środkiem do jego osiągnięcia – dyscyplinowanie banków do ponoszenia kosztów ryzyka i pokrywania strat związanych z prowadzoną działalnością. Globalizacja i nasilenie się integracji europejskich rynków finansowych zostały w rozprawie uwzględnione jako czynniki sprzyjające rozwojowi transgranicznej bankowości, ale i generujące realne, systemowe zagrożenia. W ich obliczu skomentowana została podwójna rola banków: jako przedsiębiorców, których swoboda działalności doznaje ograniczeń, i jako ogniwa sieci bezpieczeństwa systemu finansowego.The PhD dissertation Impact of EU macroprudential instruments on business operations of banks is intended to analyse and evaluate the regulations specified in the title in terms of the exercise of the freedom of business in the banking sector. The dissertation takes into account both the point of view of an individual bank as an enterprise, the banking services sector, and a broader perspective of the financial system as a whole. That is because the increased capital requirements addressed to banks constitute an axis of the EU macroprudential policy and have been designed as a system solution with a view to prevention of financial crises.
Directive 2013/36/EU and Regulation EU No 575/2013, which form the so-called CRDIV/CRR regulation package, introduce into the EU law the standards proposed by the Basel Committee on Banking Supervision. The leading motive of the reforms is to implement higher capital and liquidity requirements and to impose an additional regime on institutions which are considered important in global and systemic terms. Countercyclical buffers were introduced and the definition of capital was amended, taking into account its quality structure. Banks are subject to the new obligations of the macroprudential policy mainly in view of the guarantee functions ascribed to them. An analysis of the tools of that policy and its impact on business operations of banks leads to answering the question about improvement of the capability of absorption of losses and prevention of translocation of the instability of the banking sector onto the other branches of the economy.
Key research goals, being a starting point for discussion in individual chapters of the dissertation, have been formulated around the progressing restriction of business freedom of banks in the context of their special role in the financial system. First, the nature of the prudential norms and the forms of conducting business operations by banks have been discussed, including cross-border services using the Internet. Important rules of the functioning of the banking sector have been signalled, namely the uniform banking licence and the supervisory competence of the home country. Subsequently, in the light of issues in the overlap between the economics and finances, such as capital adequacy and risk, the dissertation characterises the subject matter of the protection of the EU macroprudential policy, i.e. the stability of the financial system. A new source of a threat posed to it has been diagnosed - systemic risk and the potential of its dissemination onto the real economy. Further, the dissertation discusses the institutional network of financial security, connections of the macroprudential policy with other economic policies, compares the macroprudential policy to the microprudential policy. A separate chapter catalogues and characterises selected instruments of the macroprudential strategy. Finally, taking into account the theoretical legal aspects of the selection of these instruments, an attempt is made to evaluate the impact of new financial architecture on the banking sector.
The issues connected with counteracting materialisation of systemic risk is a part of an important global trend to protect the banking sector and the real economy from financial crises. The overarching aim of the macroprudential policy is stable functioning and safe growth of the financial market, and a measure to achieve it is to discipline banks to make them incur the costs of the risk and cover losses related to the operations conducted. Globalisation and intensification of integration of European financial markets have been considered in the dissertation as factors contributing to the growth of cross-border banking, but at the same time generating real systemic threats. In the view of them, the double role of banks has been commended upon: as enterprises, whose freedom of business is being restricted and as a nexus in the network of the financial system security
From ad hoc interventions to system solutions of emergency management in flood hazard in Poland after 1989
Celem pracy było dokonanie analizy polskiego systemu zarządzania kryzysowego w kontekście zagrożeń powodziowych. Od 1989 r. wystąpiły dwie wielkie powodzie, w 1997 r. oraz 2010 r. Ponieważ ryzyko występowania powodzi rośnie, prowadzenie badań w tym obszarze wydaje się uzasadnione i potrzebne. Hipotezą badawczą rozprawy było twierdzenie, że w Polsce nie stworzono efektywnego systemu zarządzania kryzysowego wobec zagrożeń powodziowych, ponieważ nie wykorzystano wszystkich doświadczeń wynikających ze skutków powodzi, które nastąpiły w 1997 oraz 2010 roku, nie zintegrowano działań podejmowanych we wszystkich fazach procesu zarządzania kryzysowego oraz nie uporządkowano otoczenia systemu. Rozprawę przygotowano w oparciu o materiał źródłowy – akty prawne i ich projekty, raporty, dyskurs parlamentarny i relacje z powodzi, a także literaturę – tworzoną przez polskich i amerykańskich badaczy.
W pierwszym rozdziale dokonano konceptualizacji pojęć. Gruntownie omówiono proces zarządzania kryzysowego, zwłaszcza w kontekście jego efektywności i realizacji w oparciu o system. Omówiono także zjawisko powodzi.
Rozdział drugi był niezbędny do określenia uwarunkowań dla zarządzania kryzysowego. Wskazano czynniki polityczne, prawne, administracyjne i społeczne wpływające na ten proces, a także uwarunkowania ekonomiczne oraz związane ze środowiskiem naturalnym.
Granice rozdziału trzeciego wyznaczyły 1989 r. oraz powódź w 1997 r. Omówiono m.in. problemy organizacyjne oraz anachroniczne regulacje prawne. Transformacja ustrojowa nie objęła kwestii zarządzania kryzysowego, a trudna sytuacja gospodarcza powodowała konieczność redukcji wydatków i struktur. Wyraźny problem wiązał się ze zjawiskiem resortowości, wyrażającym się w odrębnym postrzeganiu i regulowaniu dziedzin działania państwa oraz organizowaniu administracji według takiego wzorca. Jednakże wskazać trzeba, że dokonano niezbędnych reform w służbach kluczowych dla zarządzania kryzysowego.
W rozdziale czwartym analizowano okres 1997-2010. Omówiono kolejne, pojawiające się propozycje regulacji sfery zarządzania kryzysowego, aż do uchwalenia w 2007 r. ustawy o zarządzaniu kryzysowym. Wskazano problemy obecne w pracach nad propozycjami – merytoryczne słabości i niezadowalającą prędkość procedowania. Zwrócono uwagę na ówczesne obawy o naruszenie praw i wolności obywateli oraz działania aparatu administracyjnego, samodzielnie tworzącego pewne rozwiązania.
Celem rozdziału piątego stało się porównanie obydwu powodzi w kontekście zarządzania kryzysowego. Wykazano, że choć od 1997 r. nastąpił postęp, to wiele błędów powtórzono – przede wszystkim w fazie zapobiegania, na skutek braku odpowiedniego finansowania i koordynacji działań. Efekty wprowadzenia w 2007 r. nowoczesnego systemu zarządzania kryzysowego są widoczne w odniesieniu do faz przygotowania i reagowania, choć i tu pewne zadania zaniedbano. Nie stworzono dobrych, stałych rozwiązań ułatwiających realizację fazy odbudowy.
Uzupełnieniem analizy stał się przegląd zmian dokonanych w latach 2010-2018, zawarty w zakończeniu.
Hipoteza badawcza została potwierdzona jedynie częściowo. Omawianą sferę gruntownie uporządkowano – powstał efektywny system zarządzania kryzysowego. Jednak w kontekście zagrożeń powodziowych jego największym mankamentem jest brak integracji, widoczny zwłaszcza w fazie zapobiegania. Skala powtórzonych błędów pokazuje, że doświadczenia z powodzi nie zostały w pełni wykorzystane. Sformułowano następujące wnioski: Konieczne jest zwiększenie aktywności państwa w reformowaniu zarządzania kryzysowego. Ogromnie obciążone są samorządy. Ich zadania powinny być dostosowane do możliwości organizacyjnych i finansowych. Największą słabością systemu zarządzania kryzysowego wydaje się brak orientacji na potrzeby obywatela. Zmian wymagają m.in. zagadnienia alarmowania, ewakuacji, angażowania obywateli do działań. Reformy zarządzania kryzysowego powinny być tworzone w oparciu o szerszą wizję – spójną politykę bezpieczeństwa państwa.The aim of this thesis was to analyze the Polish emergency management system in the context of flood hazard. Since 1989, there have been two large floods, in 1997 and 2010. As the threat of flooding in Poland increases, conducting related research seems justified and necessary. The research hypothesis was that in Poland, an effective emergency management system with regard to flood hazard was not established, because not all the experiences from the consequences of the floods of 1997 and 2010 were used, actions taken in all the phases of the emergency management process were not integrated and the surroundings of the system were not ordered. This thesis was prepared based on the source material: legal acts and their drafts, reports, flood accounts, and the literature created by Polish and American researchers.
The first chapter contains the conceptualization of terms. The process of emergency management was extensively discussed, particularly with respect to its effectiveness and functioning based on the system. The term of flood was also explained.
The second chapter was to determine conditions of the emergency management. Political, legal, administrative and social factors influencing this process, plus economic and environmental ones were indicated.
The timeframe described in chapter three was 1989 and the flood of 1997. The analysis showed organizational issues and an anachronistic state of the law. The system transformation did not cover the emergency management and a difficult economic situation entailed the necessity of cutting funds and structures. It was connected with the phenomenon of a division into departments without a coordinated policy, which translated into regulating certain domains of State actions separately and organizing the administration in this way. However, it should be noted that indispensable reforms in key services to the emergency management were introduced.
In chapter four, the period 1997-2010 was analyzed. The subsequent proposals of regulations of the emergency management, up until the Act on Emergency Management of 2007, were discussed. Problems present during the works over drafts - content related weaknesses and an unsatisfactory speed of proceedings - were pointed out. The fears of that time of infringement of rights of citizens and of actions of the administration apparatus, creating certain solutions on its own, were mentioned.
The objective of chapter five was to compare both floods in the context of the emergency management. It was demonstrated that although a progress had been made since 1997, many mistakes had been repeated, because of the lack of appropriate financing and coordinating actions. The effects of introducing in 2007 a modern emergency management system are visible in the preparedness and response phases, although even there some tasks were neglected. No good and permanent solutions facilitating the recovery phase were implemented.
A review of actions taken in the period 2010-2018, included in the conclusions, supplements the analysis. The research hypothesis was only partially confirmed. This sphere was thoroughly ordered and an effective emergency management system was created. Yet, as far as flood hazard is concerned, its greatest drawback is the lack of integration, visible mostly in the mitigation phase. The scale of mistakes repeated shows that experiences of the floods were not fully used. The following conclusions were drawn: It is necessary to increase the State’s activity in reforming the emergency management. Local authorities are heavily burdened. Their tasks should be adjusted to the organizational and financial possibilities. The principal weakness of the system seems to be the lack of consideration of the citizens’ needs. Alarming, evacuating, involving citizens into actions, among others, require modifications. The reforms of the emergency management should be prepared based on a broader perspective - an unanimous State security policy
Stem Level and Word Level in Lexical Phonology and Optimality Theory: English and Nahuatl Nasal Assimilation and Polish Palatalization
The goal of the dissertation is to show that phonology operates on multiple levels of derivation. This claim is investigated through the analysis of opaque phonological processes in three languages: Nasal assimilation and g-deletion in English, Velar Palatalization in Polish, and the distribution and assimilation of nasal segments in Nahuatl. The selected processes are analyzed within Lexical Phonology and Optimality Theory. It is argued that in order to generate all attested surface forms Optimality Theory must be modified in such a way that it operates on multiple levels of derivation.Celem rozprawy jest przedstawienie argumentów przemawiających za związkiem pomiędzy poziomami derywacji wyrazu a fonologią poprzez badanie nieprzejrzystych procesów fonologicznych występujących w trzech językach: angielskim, polskim i nahuatl. Każdy z rozdziałów badawczych poświęcony jest jednemu językowi. Badaniom poddano zjawiska: asymilacji miejsca wymowy przez spółgłoski nosowe oraz elizję głoski [g] w języku angielskim, palatalizację spółgłosek welarnych w języku polskim oraz dystrybucję i zachowanie spółgłosek nosowych w języku nahuatl. Analiza wybranych procesów z wykorzystaniem Fonologii Leksykalnej oraz Teorii Optymalności wskazuje na konieczność wyodrębnienia różnych generalizacji w zależności od poziomu derywacji wyrazu oraz zastosowania odpowiednio zmodyfikowanego modelu Teorii Optymalności
